It was all about a dream of a imperial Japan wanting to expand its control in East Asia for all types of resources that the Japan islands were lacking. I think Japan saw an opportunity as they studied/leveraged modern Western War Technology used in Europe before and during WW1 (capital ships like battleships for instance) and used it enmass on their neighbors who were completely unprepared. They carefully picked what worked and what didn't work after analyzing WW1 and made changes.
