Actually you are wrong to some extent. Russia does have the luxury and capability to do so. Even India's other aircraft carrier was Russian built, same with China's aircraft carrier (purchased from Ukraine) which China used as a testbed to acquire the skills experience and knowledge necessary to start building their own carriers. Russia still has a mature defence industry which very few countries in the world(like U.S, France, U.K etc can match.Russia does not have the luxury like China and USA to build carriers.Their economy depend on natural resources.
In fact every country in the world whose military industry isn't based on western platforms is dominated by Soviet Russian platforms or have their origin from Russian defence equipment.
I agree though that their economy will have to be up to par to keep up with all their major defence needs and overseas deployments(Syria, Ukraine, bases in central Asia, Georgia, Belarus, etc). They are still a Major world player though and a power to reckon with. Same with their diplomatic and military clout with ability to project power and fight a conflict away from home soil which very few countries in the world are capable of doing(or have the diplomatic ability to influence others into accepting their involvement).
