So far the number of perks given have not yielded anything....in fact has even caused ghost schools with no teachers living off these perks!

I would think that honest people who really care or want to make the change would be left behind...But true money is very important in Pakistan and honest people arent rich...

No, honest people will simply go and work somewhere else in order to make a living. In a fair system, the honest people must be rewarded for their hard work for them to continue to do so.

Well in my opinion honest people are those who will sacrifice for a better Pakistan like my great grand parents did when they left everything in India and started from scratch with nothing except what they could hand carry to a new state that was a myth which came true and wih hopes it will remain a safe...

Just like my father did. He arrived in Lahore with nothing but the clothes on his back and one bullet left.

Absolutely. And some incentives (need not be money) to attract better people to the sector, IMO.
