There are lifts and Ramps in Multiplexes. Maybe it was not there in the PVR you visited or maybe you did not notice it because you dont need it.

I have been to 3 of those PVR's in the list and they DO NOT HAVE Ramps.

Since you made the claim, the onus is on YOU to PROVE they have disabled friendly ramps inside the theater. They DONT.
