I can tell you with authority that Zeeshan Javed was a hardcore terrorist who was being hunted for some time. Problem with counter intelligence is that the information they uncover cannot be presented to the public and even in a court of law in most cases as it jeopardizes safety of those involved, gets leak to the bad guys who than take evasive action to prevent capture. You have no idea how valuable is the information collected from a single such individual and his hideout. In such operations CTD doesn't even involve the police to safeguard the sensitivity of the Op. CTD is an autonomous body, trained by and has many officers from the armed forces, has it's own intelligence network based on HUMINT and highly sophisticated equipment for ELINT. Do not judge them based on one incident.
