Note that rockets are launched from urban area. Thats why in retaliation strikes sometimes civilians are killed. Even if Israel uses precise weapons. Imagine what would happen if Israel was simply returning MLRS at sources of fire as every other army would do? Its counterbattery 101!

And by the way, Hamas themselves said that they fired at school bus in revenge for killing three of their members:
