My comment on this thread is a very smart move on China. There are two strategies at work here: 1. Give before you take, probably China wants to develop Scarborough Shoal (take) sometime in the near future. 2. I lead (temp withdraw/reduced presence) you follow (withdrwal of US presence in there/nearby)

In fact the FM spokeswoman said yesterday that jurisdiction over Huangyan has not changed and China's maritime law activities have been ongoing like before.

China simply let PH fishermen to get close to the area. It did not give away Huangyan.
