China would privately state that the area within the nine-dash line is open ocean.

It is an open sea, but the sea features belong to China. That's why it is a dashed-line, but not a solid one.

The sovereignty over the features is not to be negotiated (although KMT would love to hear that, LOL) but entitlements, delimitation, and maritime exploitation can be negotiated, and China has time and again proven that, out of some civilization-nation magnanimity, it gives out more than it takes away.

I feel sorry for our vietnamese brothers in this forum, it must be painful to be stabbed in the back by obama. :lol:
