First, it was a joint Russian and USCG operation, both country send a ship, while the Russian send artic tanker Renda and USCG send out USCGS Healy. Report from America said the Russian tank, tho build for artic operation, were repeatedly stuck in sea and have to rely on the coast guard cutter to clear the path for the Russian tanker advance

And it's not like we have no way to deliver fuel to Nome normally, that time in 2012 happen because of the storm had damage the barge and normal fuel resupply were not able to operate...
We have regular barge trip from anchorage to nome...
