Few things to consider.
1. IQ does develop and improve overtime. See the Flynn effect. Yes genetics play a role, but environment does as well.
2. Comparing Africa and Japan is rather unfair. Japan received an incredible amounts of US aid and support during its reconstruction. And saw a stable build up from there. Most African countries suffered from terrible rates of civil wars, corrupt dictators, and being pawns in US and USSR interests. This resulted in immense political stability that did not allow room for development. Even so there are noteworthy African countries with stability that have demonstrated impressive trends in development, such as Botswana and Rwanda.

When was Japan's last civil war after WWII? When was Korea's last famine after the Korean war? You do know the SSA countries didn't start becoming independent until the 1950's? Those countries got huge backings from the US and now they're fully developed.

And yes China has come a far way but they are still considered a developing country. Their GDP per capita is still a bit behind.
