As per my personal experience and studies there are two chances...
If we go by current investigation and police claims he is lone animal a psychopath / pedophile. Above average I.Q person who abused himself as a child and now on rampage to do the same, very difficult to catch especially when media and police blowing off every latest info they got and this might alerted him and may he already moved away from that area and security radar.

Second opinion is that, may be some organised gang behind all this who may be involved in child pornography since there is already gang active in Kasur with such background.

And very slightly I am sensing it a political stunt by third party who did this to destabilize Pakistani politics since it is already under extreme turmoil just look at the timing media hype and the victim family / father who happens to be PAT worker and Qadri already announces long march against the ruiling party.
