Should Pakistan just repatriate Kashmiri Muslims?

Come on. Emigrations happen. Millions of Syrians emigrate.
Pandits emigrated.
Germans emigrated.
Hindus from Muslim lands emigrated.
Muslims from non Muslim lands emigrated to Islamic majority areas (less when compared to the previous case, but still)

Also, if the Sunni population of the Valley moves to Pakistan, it will show India in poor light. That will be a big gain for Pakistan.

Ladakhis can come live with their ethnic Balti relatives and their co-shias in Batltistan.

According to 1941 Census there were only 280,000 Shias in the whole state of Jammu and Kashmir. The Sunni population in the entire state was 2.8 million.

Most of those Shias lived in areas of Kashmir which are now with Pakistan (i.e. Gilgit and Batltistan).

There should be a full fledged referendum in Kashmir , and all the 3 choices should be given to Kashmiris to decide their future ..

This is a non starter for more reasons than one. It had been debated here countless times.

Thats the ideal. But lets be pragmatic. India won't budge. If we can't free the land, we should at least free the people.

Why not ? Why doesn't Pakistan make an open offer to absorb those who would like to cross over ? After all India has absorbed countless Hindus & Sikhs from BD & Pakistan.

The moot point is , is this in Pak interests ?

Once in Pakistan, it is upto the Indian state of Pakistan to decide what they should do.

We want people to live where they want. Currently both Govts. refuse permission to their populace to do that. If Pakistan allows them in, we should NOT hold them here against their will.
