Yes, joint development in between countries is absolutely excellent choice, I agreed. I disliked the idea that advanced country like US sold F-16 or other weapons to us without understanding of the machines.

Good Sugestion by Nutuk & arslan but as we all know that turkey had good ties wiht US and europe and they will never let us to do so...... and turkey is also not willing to go far as we are thinking

that is the point! with there hands on to some very fine US and european technology and that too with ToT, it would be very difficult for there government to turn a blind eye to them and start joint ventures with Pakistan just in the name of friendship!!

i would disagree with this statement. In varuious industries we are at elast a decade behinfd the west. Turkey is a vital linch pin as it forms the bridge between the East and the West. Whereas what you suggest may well be true in a couple of decades, we need to continue our discourse with the west as not only do they have the advanced know how , they also have the advanced concepts which we need to be aware of.
Another thing that you need to be aware of is that we are far behind the West in tangible and reproducable research in various fields. We need to establish our centres and catch up fast before we can continue in the right directions.
What might be a better option may be for the relevant countries to pool their resources and focus their attention on individual projects for better results in a short space of time and then apply the newly gained knowledge to the newer concepts. This way there won't be overlap in their products and everyone will benefit. there is another point one should think about. Given China 's current status, there is a huge resistance to transfer of knowhow, at least on the surface. A blatant alliance at this stage might mean all doors shutting on Turkey as well. So all in all we need to be careful in how to play this.

About Iran; I do not know why (maybe the hard politic rules that is commented in accordance with Iranizm style Islam) but Iranian politics like following very angry foreign policies against USA-Israel. They do not even fall behind to threat superpower USA without reaching enough maturity in defence sectors. They are trying to produce something to show the World countries How Iranian defence industry are so improved but I do not give any chance to Iran against technological level of their enemies which Iran do not fall behind to threat. Because of above reasons, If Iran keeps going to attract all negative attentions of great powers, The neighbours support or not, Their future will not be different than Irak... Becasue When a war break out suddenly cause of Uranium enrichements or other reasons, USA will not attack Iran by oneself. As They did in past, They will actualize the 5th article of NATO agreement to collect all NATO forces to attack at one enemy...

Just get our Mambas/RG32 series vehicles... battle tested across multiple regions and UN uses it. Very easy to maintain and multiple engine configuration. Used by multiple major users including UN, US marines, Canada etc in Iraq, bosnia, etc.
