May be.

But another reason could be that PAF does expect use of BVR weapons in peace-time interceptions. I think one ROE during peacetime is that wreckage of intruder should fall with in Pakistani territory so that enemy does not get the excuse that PAF shot at aircraft flying inside enemy's own territory.

BVR weapons when used at reasonable range can cause such a situation. Since after BVR missile is fired, enemy aircraft can make a dash back towards home. With likely possibility that if and by the time BVR missile hits the aircraft, it may be in border region or over its own territory.
