We do not deny the fact that there are no separatist movements in NE. There are separatist movements. But as far as common man is concerned he is least interested. These movements do not have public support to the level that they could break the nation. Even the north east population is dispersed in India. So getting separated would be great problem for them. There is lack of population and development and government has started looking into the concern that no such heroic events occur. Thanks to Pakistani and Bangladeshi media to bring such issues in light.

No one wants to destroy Pakistan at the end of the day. And mark my words. It is the non state actors and the fanatics who are main concerns. Kashmir is something which we cannot solve by war now. I think you know the outcome of war what it would be. Terrorism in India forces India to take some actions. And then Pakistan takes same steps. And cycle of hatred goes on. The blame game goes on. We claim you to have dropped the first blood and you claim us At the end of the day it is the west who gets the benifit selling weapons to both sides.

Tell me suppose if the fabric of Pakistan is destroyed it is taken over by some fanatics or someone like that. will we be not feeling the vibes of the same. Definitely we will. Same if India is taken over by some Hindu fanatics it would be dangerous for Pakistan.

Being on opposite sides though we may fight blah blah but one thing is for sure we dont want a destroyed Pakistan. Akhand Bharat is just a crap. Do you really think Pakistanis will accept Indian rule in any case. Damn we see pakistanis giving us a tough time here :P How will they accept Indian rule over them...... Never......... The chairman of the banned outfit United Liberation Front of Asom (ULFA) Arabinda Rajkhowa was formally released from the Guwahati Central jail in Assam.

Two militants belonging to the Pro-Talks Faction of the National Democratic Front of Bodoland (NDFB-PTF) and a civilian were shot dead by unidentified militants in village Mukuldang of Kokrajhar District. Three other locals were injured in the attack. The NDFB-PTF accused the Bodo Liberation Tigers (BLT) of carrying out the attack.

January 3

Assam Government spokesman Himanta Biswa Sarma said that the Government would pave the way for the general council meeting of the ULFA so that the outfit could reach a consensus and submit its proposal to the Government. He said that, "The Government wants to lift the ban imposed on the ULFA, but prior to that the outfit has to drop its demand for sovereignty and shun violence. Talks with the outfit should be sustainable, leading to peace, not to another round of violence in the State. The Government will give a special permission to the ULFA for holding its general council meeting so that it can reach a consensus and submit its proposal to the Government."

January 4
No important member of the ULFA is active in Bangladesh any more as hardcore militant Drishti Rajkhowa also returned to India recently, highly placed security sources said. Drishti Rajkhowa, the Second in Command of the Operation Unit, entered India along with Jeeban Moran, one of the Central Committee Members of ULFA, sometimes in December, 2010. Meanwhile, Self-styled Captain of ULFA, Antu Chowdang and Second Lieutenant. Arunudoy Dohotia, were arrested by the Border Security Forces (BSF) in Bangladesh on December 13, 2010. According to Security sources, after the arrest of Antu Chowdang and return of Drishti Rajkhowa, no important member of the ULFA is active in Bangladesh. ULFA does not have any camp in the neighbouring country at present and though the possibility of some lower level cadres hiding in the Sherpur area of Bangladesh cannot be ruled out, they are not in a position to create any disturbance in India from such hiding places, sources added.

The Assam Government said that ULFA will have to give up its demand for sovereignty and use of violence before the ban on the outfit was lifted.

The ULFA chairman Arabinda Rajkhowa apologized, on behalf of the outfit, for the killing of innocent people by the ULFA during its three-decade-long struggle. Interacting with reporters on the Lakuwa School premises in Sivasagar District, Rajkhowa termed the killings "undesired" and "unplanned mistake".

The special public prosecutor filed the affidavit on behalf of the Home Department stating that it has no objection if both ULFA 'finance secretary' Chitraban Hazarika and 'foreign secretary' Sasha Choudhury, were granted bail.

The Centre's interlocutor, P.C. Haldar, indicated that the dialogue with ULFA may begin in the next few weeks, ahead of the Assam Assembly polls. He said that the Government and the ULFA leadership were inching closer to start the parleys for bringing a lasting peace into the North-eastern state.

A three-member team of the Bodo People's Front (BPF) led by Bodo Territorial Committee (BTC) Chairman Hagrama Mohilary met Prime Minister Manmohan Singh in New Delhi and raised five demands before him. The demands, according to sources, are: (1) immediate announcement of a unilateral ceasefire by the Centre with the Anti Talks Faction of the National Democratic Front of Bodoland (NDFB-ATF), (2) initiation of the peace process with the NDFB, (3) status to the Bodos living in Karbi Anglong, (4) raising Central grants for the BTC up to INR one billion and (5) the setting up of a medical college, a veterinary college and an agricultural university for Bodo area. Prior to its meeting with the Prime Minister, the BFP team also met Chief Minister Tarun Gogoi in New Delhi where Hagrama reassured Gogoi of continuing the Congress-BPF alliance in the forthcoming Assembly election.

ULFA 'chairman' Arabinda Rajkhowa made an appeal to the Union Government to ensure that the outfit's 'General Secretary', Anup Chetia, who is currently under detention in Bangladesh, could participate in the peace talks. Rajkhowa made the request during his meeting with the Union Government's interlocutor, P. C. Haldar, at Guwahati. This is the first formal meeting between the ULFA 'chairman' and Haldar after the former's release from jail. Besides Rajkhowa, ULFA 'deputy commander-in-chief' Raju Barua was also present at the meeting that lasted for about two hours.

The Progressive (pro-talks) faction of the NDFB questioned the special treatment meted out to ULFA leaders and demanded "equal" treatment for all organisations and leaders currently bound by ceasefire agreements. It also expressed dissatisfaction over the slow progress of the Bodo peace process and called a 12-hour national highway and economic blockade from 5am (IST) on January 10.

The United People's Democratic Solidarity (UPDS) ruled out any possibility of the outfit entering electoral politics after signing the proposed peace accord, reports Telegraph. The UPDS 'general secretary' Saiding-Eh alias Horensing Bey dismissed speculation that the group was planning to float a political party after the outfit is disbanded in the wake of signing the accord. "The main demand of the UPDS is creation of a separate state for the Karbis, which is yet to be achieved. For the time being, we have agreed to greater autonomy for Karbi Anglong for the sake of restoring peace in the trouble-torn District, showing respect to the wishes of the people," he said. "However, we will continue with our statehood demand in a peaceful and democratic manner and till we achieve our goal, there is no question of the UPDS entering electoral politics," Saiding-Eh added.

January 8
ULFA 'commander-in-chief' Paresh Baruah's presence in China was confirmed by the arrested chief of the United National Liberation Front (UNLF) chief R. K. Sanayaima alias Meghan. Meghan confessed during interrogation that he had met the elusive 'commander-in-chief' of ULFA during the 2010 Shanghai World Expo. Highly-placed sources said the Manipuri militant leader also told National Investigative Agency (NIA) investigators that both of them had intensive talks in Shanghai about the activities of the two outfits, future plans, arms procurement, and the casualties suffered during the offensive launched by Security Forces.

The militants belonging to the Anti-Talks Factions of Karbi Longri North Cachar Hills Liberation Front (KLNLF-ATF) formally rechristened itself as Karbi People's Liberation Tiger (KPLT). In the foundation day celebration programme headed by Jing Hanse, deputy 'commander-in-chief', of the outfit and flag was hoisted by Nilip Enghi, general secretary-cum publicity in-charge, KPLT. During an interaction with the reporters, Nilip Enghi criticized the KLNLF and said that KPLT is pledged to fight until the autonomous state is formed.

January 9
Eleven journalists of Karbi Anglong District abducted by KLNLF were rescued by Security Forces after an hour of encounter. However, the militants managed to escape. KLNLF militants, who abducted the Journalists, took them to a remote place where the militants organised a press meet and put pressure on them to publish certain news in favour of them.

ULFA 'chairman' Arabinda Rajkhowa, alias Rajiv Rajkonwar, said that "militancy was not able to solve any problem in last 30 years". "We want to solve the ethnic problems of Assam, so that a true democratic atmosphere will prevail where every one will be free to speak up for the safety and security of Assamese people", he added. Rajkhowa said no one was above the people of Assam. "We are not going to compromise on anything secretly. We have no desire for power, nor do we have anything to do with election. We want to solve the problems of Assam through dialogue with dignity," Rajkhowa added further.

January 10
Nine persons have been killed in the Rabha-Garo ethnic clash that began on January 1. A Union Home Ministry team led by joint secretary (Northeast) Sambhu Singh visited strife-torn areas. The visiting team said the clashes appeared "well-planned" and did not rule out the hand of "underground groups." Around 50,000 people have been displaced in the clashes.

Ranjan Daimary, the 'chairman' of the NDFB-ATF, declared a unilateral ceasefire for six months. Within hours of the declaration, BTC chief Hagrama Mohilary sought suspension of operations against NDFB-ATF.

Two top ranking ULFA leaders, 'foreign secretary' Sasha Choudhury and 'finance secretary' Chitraban Hazarika, were granted bail by a special TADA court paving the way for their release on January 11.

Tarun Gogoi ruled out general amnesty for members of the ULFA despite an atmosphere amenable for talks to start indicating that members of the outfit would have to go through the legal process for acts of violence.

ULFA 'foreign secretary' Sasha Chaudhury said solving the ULFA problem was not possible under the Constitution of India. To find a solution to the differences between 'Assam' and India, the Union Government should amend the Constitution. He also raised his voice against the illegal Bangladeshi migrants, by admitting that they pose a serious threat to the State. "If I get the scope to take part in the negotiation to be held with the Indian Government, then my agenda will include this vital issue," he added.

The Bodo National Conference, an umbrella organization of 23 different Bodo political parties and organizations, demanded the State Government to facilitate the release of Ranjan Daimary.

January 12
A senior CPI-Maoist leader from Chhattisgarh, Pijush Kanti Acharjee (64), was arrested while undergoing treatment at the Guwahati Medical College Hospital in Assam.

ULFA 'finance secretary' Chitraban Hazarika, one of the last 'central committee' member of the outfit in prison, released from Guwahati Central Jail. After being released from jail, Hazarika said that illegal migrants from Bangladesh must be deported from Assam and demanded special measures to stop illegal influx from the neighbouring country.

January 13
Interpol issued a Red Corner notice against Rajen Goyari alias G Rifikhang, 'vice-president' of the NDFB-ATF for his alleged involvement in the use of weapons, explosives and acts of terrorism. Goyari is one of the prime accused of the October 30, 2008 serial blasts and has been chargsheeted in connection with it by the CBI along with 18 others.

'Deputy commander-in-chief' of NDFB-ATF George Bodo, who was produced before the Court of Judicial Magistrate (First Class) in Guwahati, was remanded to another four days' custody of the CBI. Earlier, the NDFB-ATF leader was granted five days' custody, which expired on January 13.

January 14
As the 'central committee' ULFA leaders in jail were out on bail, the SJA is set to recommend a charter of demands that might form the basis of peace talks between the union Government and ULFA. According to the SJA chief convenor, Hiren Gohain, the six sub-committees entrusted with the responsibility of preparing the charter of demands would be submitting their reports soon to the 11-member steering committee.

Two GNLA cadres hailing from Assam were arrested by SF personnel at Nongshram Adeng in West Khasi Hills District while serving demand notes to local businessmen. The militants were identified as Bijoy R. Marak (32) of Sisty in Kokrajhar District and Jang Marak (21) of Agia in Goalpara District.

January 15
A 16-member delegation of BNC led by BTC chief Hagrama Mohilary called for Prime Minister Manmohan Singh's intervention in resolving the vexed militancy problem by engaging both the factions of NDFB more vigorously. The delegation had visited New Delhi in 2010 and met Union Home Secretary, G. K. Pillai to appraise him about their charter of demands.

January 16
Interpol is likely to issue notices against three more accused in the 2008 Assam serial blasts, namely Tarun Swargiary, Tensu Narzary alias Thungri Boro and J. Daimary, as the CBI received inputs about their presence in Bangladesh.

Situation in East Garo Hills, where nine people were killed and several families rendered homeless in the ethnic clashes between the Garos and Rabhas, is returning to normalcy. East Garo Hills Deputy Commissioner Pravin Bakshi told that 11 of the 18 relief camps had been closed as the inmates of these camps had gone back to their homes and villages. According to official sources, 44 Rabha families who left their homes have come back to Meghalaya.

January 17

The Central Government wants the NDFB-ATF, headed by Ranjan Daimary, to abjure violence before formal talks get underway. The Centre’s pre-condition was conveyed by Union Home Minister P. Chidambaram to the delegation of BNC led by BTC chief Hagrama Mohilary. He also said that the Central Government would like to talk to both factions of the NDFB together and not separately.

The ‘chairman’ of the ULFA, Arabinda Rajkhowa, wrote a letter to Chief Minister Tarun Gogoi regarding unconditional talks with the Centre. An official source informed that the letter was sent by the ULFA ‘chairman’ who was released on bail on January 1, 2011 to facilitate his engagement in the spadework for holding peace talks with the Centre. Gogoi, while confirming the receipt of the letter from Rajkhowa, termed it a positive signal for the peace process. He said it is up to the ULFA now to come forward for talks as early as possible.

January 18

The rifts within the ULFA deepened as the leaders of the outfit had difference of opinion regarding the demands of ULFA in the ‘central executive council meeting’, the highest decision making body, held at Nalbari District. The ULFA-ATF led by ‘commander-in-chief’ Paresh Baruah contradicted the position of ‘chairman‘ Arabinda Rajkhowa and demanded complete sovereignty for Assam. In an email statement he asserted that they would continue with their struggle until the sovereignty of Assam was achieved. The central executive council meeting was also attended by the released leaders of ULFA.

India and Bangladesh began a two-day joint secretary level security meeting to discuss cooperation on sharing terror-related information, firing incidents along the border and exchange of prisoners as New Delhi pressed for extradition of ‘general secretary’ of ULFA Anup Chetia.

SFs arrested a cadre belonging to the NDFB-ATF, identified as Sosen Narzary (42), from Mazbat area of Darrang District and recovered a cash amount of INR 40,000, a pistol with ammunition and other objectionable materials from his possession. The arrested cadre confessed his involvement in the ongoing extortion drive as per the instruction of senior leaders of the NDFB-ATF.

January 19

A cadre belonging to NDFB-ATF, identified as Abinash Brahma (21), was arrested along with three-and-a-half kilograms of RDX and 30 detonators from Bijini in Chirang District.

The drivers and handymen of LPG Bullet tankers launched a stir at Sekmai in protest against the abduction of two of their colleagues drivers and one handyman by armed cadres of KPLF in connection with an extortion demand of INR 50 lakhs from a place between Golaghat and Garampani of Assam.

Leaders of the ULFA led by ‘chairman’ Arabinda Rajkhowa met at Baganpara area near India-Bhutan border in Baksa District over the issue of talks with Government. Sources in Nalbari informed that about 200 ULFA cadres and leaders have come out of hiding and taking shelter in makeshift camps at residential campuses of recently released ULFA ‘deputy commander in chief’ Raju Barua and ‘foreign secretary’ Sasadhar Choudhury.

The ‘commander-in-chief’ of ULFA, Paresh Baruah, is yet to change his stand on the issue of talks. He also claimed that he was fully prepared to continue the arms struggle till the ‘goal’ of the ULFA is achieved.

January 20

ULFA began its central executive meeting after about eight years at Choria village in Nalbari District under its ‘chairman’ Arabinda Rajkhowa aimed at working out modalities for opening formal peace talks with the Union Government. Apart from Rajkhowa, those taking part in the meeting include ‘vice chairman’ Pradeep Gogoi, ‘deputy commander-in-chief’ Raju Baruah, ‘foreign secretary’ Sasha Choudhury, ‘finance secretary’ Chitraban Hazarika, ‘publicity chief’ Mithinga Daimary, ‘cultural secretary’ Pranati Deka, and political ideologue Bhimkanta Buragohain. The executive meeting reportedly passed five resolutions including the decision to hold the general council meeting within the month of February 2011. However, the ULFA leadership maintained secrecy regarding the decisions of the executive body meeting. The executive meeting also decided to send a letter to ULFA’s commander-in-chief Paresh Baruah to invite him to join the proposed peace talks. They also decided to mount pressure on the Union Government for handing over ULFA’s ‘general secretary’ Anup Chetia, who is in the custody of Bangladesh government.

Assam Chief Minister Tarun Gogoi said the peace process with ULFA is on the right track for a permanent solution to the insurgency problem of the state and will continue even without the group’s ‘commander-in-chief’ Paresh Baruah.

January 21

In a joint operation of Army and Police, one NDFB-ATF rebel, identified as Jona Basumatary alias B. Hojai (23) of Balajhar, Bengtol was arrested at Kokrajhar of Chirang District under Basgaon P.S. One 9 mm pistol with some live magazines were also recovered from the rebel.

In a video clip sent to local TV channels, the self-styled 'commander-in-chief' of the ULFA Paresh Baruah and his followers in the outfit made it clear that they were opposed to the 'so-called' peace process being pursued by the Central Government with the ULFA-PTF leaders led by its 'chairman' Arabinda Rajkhowa. The video clip contains slogans rejecting the peace talks and reiterating his original demand for an "independent" Assam. An e-mail, signed by Arundoy Dohotia, self-styled ‘commander’ of the publicity wing of the outfit, attached with the video footage stated that the ‘slogans are the slogans of the indigenous people, which the Government of India and the so-called peace brokers should realize’. It also showed over 100 ULFA cadres - including few women cadres - in uniform, wielding sophisticated weapons and shouting the slogans.

The possibility of Anup Chetia being handed over to India soon seems unlikely, as the general secretary’s petition seeking political asylum in Bangladesh is still pending in court. Chetia’s early hand over was discussed during the Home Secretary-level talks in Dhaka that concluded on January 20.

January 23

Security alert was sounded across northeast India after militant outfits announced a boycott of the Republic Day celebrations on January 26. Six militant outfits in the northeastern region, namely the ULFA, the NDFB-ATF, MPLF, the KLO, NLFT, and the TPDF called a boycott of the Republic Day and also a general strike on January 26.

SFs killed two ULFA cadres, identified as Arup Chowrak (22) and Kanteswar Chetia (28), in an encounter at Budlabetta under Doomdooma Police Station in Tinsukia District. SFs also recovered one 7.65mm pistol, two live rounds of ammunition, three hand grenades and two cell phones.

ULFA-PTF leader Mrinal Hazarika demanded immediate ouster of the ‘chief’ of ULFA-ATF Paresh Baruah for his arbitrary decisions on the issue of peace talks, flouting organizational discipline.

January 24

ULFA claimed that the two youths killed by SFs in Tinsukia District were innocent villagers and not its cadres. ULFA's 'publicity in-charge' Arunodoy Dohotiya in an e-mail claimed that Arup Chowrak and Kanteswar Chetia were residents of Goriating village in the Makum Police Station area and were picked up by SFs while cycling back to the village.

Dispur asserted that it would not be cowed down by ULFA's threats and that counter-insurgency operations would continue. Dispur responded sternly to ULFA's threat with Chief Minister Tarun Gogoi saying, "Those killed were genuine ULFA cadres. Operations will continue as before along with the ongoing peace efforts. We will not remain silent if somebody tries to derail the ongoing peace process. Those opposed to the process are foreign agents".

Chief Minister Tarun Gogoi said, "ULFA 'commander-in-chief' Paresh Baruah is a foreign agent".

January 25

A powerful bomb planted by unidentified militants on a rail bridge exploded damaging a portion of the tracks and derailing a goods train in North Cachar Hills District. Official sources said that the bomb, placed on Rail Bridge near Lower Haflong Bridge, exploded in the afternoon derailing the engine of a goods train which was on its way from Lumding to Silchar. There was, however, no report of any casualty or injuries.

Several passengers suffered bullet injuries when a Manipur bound inter State bus coming from Guwahati and heading towards Imphal was attacked by cadres of KPLT at Deopani, under Golagat Police Station of Karbi Anglong District. Five passengers, including the driver, identified as one Inao, a woman and a minor boy, identified as David Mate, were injured. One among them, Jisai Masai (12), is reported to be critical.

Three militants belonging to MULTA, identified as Sabu Ali, Hashmat Ali and Hashimuddin Ali, were arrested by the Security Forces in the Malipara areas of Kamrup District. The SFs also recovered one 7.62 pistol, a rifle and nine live cartridges from the militants.

An IED weighing more than two kilograms was recovered near a bridge at Parakuchi, in kamrup District.

The three drivers, identified as one Longjam Arun (43), Thokchom Jiten (34), and Moirangthem suresh alias Nanao (19), all residents of Sekmai, who were abducted by KLPT on January 16, 2011 in connection with INR 50 lakhs demand were released at Deopani area of Karbi Anglong District.

January 26

A powerful IED was recovered by Police under a road culvert near Orang National Park in Sonitpur District.

January 27

A senior Congress leader and President of the KJCA, Mohen Ingti, was shot dead allegedly by KPLT, in Bokajan subdivision of Karbi Anglong District. According to a Television channel report, the KLPT has mentioned that Mohen Ingti was shot dead for not heeding to the outfit's command.

The general council meeting of the ULFA will be held in Tezpur in the first week of February, 2011 which will finalize the outfit's stand on the proposed peace talks with the Government, said a top leader of ULFA.

January 28

The ULFA 'secretary' Jiten Dutta said that at a time when the ULFA's Central Committee is making an effort to hold talks with the Union Government, videos released by 'commander-in-chief' Paresh Baruah on January 21 created confusion over peace talks. The 'secretary' said, "They are trying to pressurize the executive committee of ULFA who are in Nalbari District (where the executive council meeting is going on). Paresh Barua's threatening will not affect anyone from taking a decision in favour of the public of Assam."

January 29

Police arrested six militants of a new outfit named BNPM including two women militants of a new outfit, from various locations in Dhemaji District. According to the Police, all the six have accepted their Maoists links while carrying out activities under the name of the BNPM.

SFs arrested an AANLA cadre, identified as Sanjay Kheria, in the Borrengajuli area of Udalguri District. A pistol, live ammunition, mobile phone and extortion letters were also recovered from his possession.

According to a report, the ULFA's 'Commander-in-Chief' Paresh Baruah is the sole arms dealer in the northeast and he reportedly gets his supplies for free from China's state-owned NORINCO. His existing clients are in Assam and Tripura and he has been also contacted by the Maoists, adds the report. Sources in Police told that interrogation of several top leaders of various militant outfits in the region indicate that Baruah is trying to take over the space (of an arms dealer) left vacant by NSCN-IM's Anthony Shimray. "We have interrogated several top NDFB leaders who were arrested recently. They revealed that Baruah has cheated on them by not delivering arms ever after taking about INR 6 crore from them," the report said.

The Union Home Minister P. Chidambaram that the position related to the ‘general secretary’ of ULFA Anup Chetia, who has been in the custody of Bangladesh since 1997, remained unchanged.

Chidambaram said that the NDFB-ATF plea for talks would be considered once Government is satisfied that violence, abduction and extortion have come to an end.

February 1

The general council meeting of the ULFA concluded at a makeshift camp of Helacha in Nalbari District. The general council meeting was attended by the representatives from the all four battalions of the outfit including 709, 109, 27 and 28 battalions besides the central executive body. Sources added that senior leaders wanted talks on the issue of sovereignty. However, most of the leaders favoured the peace talks.

The ULFA decided to dissolve the PCG at the outfit’s central committee meeting in Nalbari District. The PCG, a citizens’ group in Assam, was constituted by the ULFA in 2005 to initiate the talk process between the Central Government and the outfit.

The ULFA ‘chairman’ Arabinda Rajkhowa rejected Home Minister P. Chidambaram’s offer for peace talks, saying "there can be no talks while in custody". Earlier on January 31, Chidambaram had said that the Government was ready to hold talks with the jailed ULFA leadership without the presence of the ‘commander in chief ‘Paresh Baruah.

Chief Minister Tarun Gogoi said unless the ULFA leaders express their willingness for talks in writing, no negotiations would take place.

February 2

The Election Commission of India asked the State administration to curtail the use of the armed pro-talk members of the militant outfits during the ensuing Assembly election in the State.

February 3

Two militants, one belonging to the ULFA and the other to NDFB, were arrested by the SFs from Zoo Road area in Guwahati and Bharalumukh, respectively.

The first rounds of talks between the Government and the United Liberation Front of Asom (ULFA) is scheduled to be held in New Delhi on February 10.

February 4

SFs arrested a KPLT militant from Dillai Police Station limits. The police recovered two mobile phones, copies of extortion demands and other incriminating documents.

February 5

The ULFA said that its general council had endorsed the resolution of the central executive council (CEC) to sit for talks with the Centre without any precondition. ULFA ‘vice-chairman’ Pradip Gogoi, along with the outfit's ‘foreign secretary’ Sashadhar Choudhury and ‘central publicity secretary’ Mithinga Daimary, made the announcement at their first-ever press conference in Guwahati.

The ULFA leaders said the general council, which met after 15 years on January 30, unanimously endorsed the decision taken by the CEC to honour the resolution adopted at the Sanmilita Jatiya Abhibartan (SJA). Choudhury said the outfit had received an invitation for the first round of preliminary dialogue with the Government of India to work out the modalities in New Delhi on February 10.

February 6

Two suspected NSCN-U militants were arrested along with a Nagaland Police Constable by a team of Police and Army personnel allegedly for arms smuggling. They were arrested from near Lahorijan on NH-39 during a joint operation. The SFs recovered two 7.65-mm US-made pistol, four 7.65-mm US-made pistol magazine and INR 51,027 from the arrested persons.

Three ULFA militants - ‘captain’ Antu Chaudang, ‘second lieutenant’ Pradeep Chetia and another cadre Pranjit Saikia - were remanded to ten days’ Police custody by the Court of Additional Chief Judicial Magistrate, Kamrup.

February 6

A militant, identified as B Thukang (28), belonging to NDFB-Progressive was killed by unknown miscreants in Bagmara village, under Dotma in Kokrajhar District.

Six young volunteers belonging to World Wide Fund-India were abducted by militants from Manas Tiger Reserve in Ultapani area of Kokrajhar District. The six volunteers were identified as Syed Naushad Zaman of Golaghat, Srabana Goswami of Guwahati, Gautam Kishore Sarma, Pallavi Chakravarty of Shillong, Pranjal Saikia of Nagaon and Tarali Goswami of Nalbari.

February 7

The ULFA has vertically split with the ‘commander-in-chief’ Paresh Baruah rejecting the proposed February 10 peace talks between New Delhi and the militant leadership now out on bail. "The decision taken by the general council to hold peace talks with the government cannot be considered legal as the general council itself was unconstitutional," an emailed statement by Arunodoi Dohotia, ULFA publicity secretary, said. However, the ULFA leadership now out on bail had told journalists on February 5 that the outfit's general council held on February 2 decided to open unconditional peace talks with the Union Government and that all the resolutions adopted at that meeting were conveyed to Paresh Baruah.

Three young women who were part of a group of six persons abducted by armed militants on February 6 from Manas Tiger Reserve were released. The three released women were identified as Srabana Goswami, Tarali Goswami, and Pallavi Chakravarty.

February 9

ULFA ‘chairman’ Arabinda Rajkhowa, along with other leaders of the outfit, met Chief Minister Tarun Gogoi at his Kainadhara residence before leaving for New Delhi to hold talks with Government of India.

SFs arrested a ULFA militant, identified as Tutumoni Mahanta alias Hiten Kakoti (25), of Dingdingigaon village in Nalbari District.

February 10

Ahead of the Centre’s meeting with the ULFA, the Union Home Minister P. Chidambaram said that the Constitution of India is flexible and resilient enough to accommodate the aspirations of the people of the North Eastern Region. While addressing a meeting of the Consultative Committee attached to the Ministry, the Minister said aspiration of the ethnic groups can be fulfilled under the provisions of the Indian Constitution. The meeting was on "Matters relating to insurgency in NE: peace process". The Government is in talks with nine insurgent groups from the North-east and expects to reach agreements with some of them during the year. The Government is open to talks with groups which abjure violence, Chidambaram said. The Home Minister said that the situation in the North-east has shown remarkable improvement in 2010 as compared to the previous year. The number of incidents of violence and the casualties of civilians and Security Force personnel has come down.

Chief Minister Tarun Gogoi confirmed that NDFB-ATF is behind the abduction of six members of World Wildlife Fund (WWF) on February 6. However, three members were released by militants on February 8.

A delegation of the ULFA held talks with Union Home Minister P. Chidambaram at the North Block in New Delhi. Chidambaram said that both Central and State Government will engage ULFA in sincere and meaningful talks to find a just and honourable solution. Besides ‘chairman’ Arabinda Rajkhowa, the other ULFA leaders at the talks were ‘vice-chairman’ Pradip Gogoi, ‘political adviser’ Bhimakanta Buragohain, ‘foreign secretary’ Shashadhar Choudhury, ‘finance secretary’ Chitrabon Hazarika, ‘cultural secretary’ Pranati Deka, ‘publicity secretary’ Mithinga Daimary and ‘deputy commander-in-chief’ Raju Barua. Meanwhile, asked if the ULFA leadership in view of the talks with the Government would appeal to its cadres to abjure violence and refrain from calling for economic blockade, ‘foreign secretary’ Shashadhar Choudhury pointed out that for the past one year, ULFA cadres had not indulged in any acts of violence.

Militants demanded INR 10 million to release rest three volunteer of World Wide Fund-India.

The NDFB-P called for economic blockade from February 15 expressing dissatisfaction over the non-progress of political dialogue with the Centre and demanding an early solution to the Bodoland issue.

Union Home Minister conveyed to ULFA that Government of India is willing to amend the Constitution, if need arises to solve the problems of Assam. This was revealed by ULFA ‘chairman’ Arabinda Rajkhowa.

Addressing the Assamese Student Association in New Delhi ‘chairman’ Arabinda Rajkhowa told the youth that it is not ULFA’s desire that the future generation be forced to take up arms as ULFA had been forced to. The ULFA leaders had a word of advice for the students: "Do not ever pick up guns. You should never take the path we had adopted."

February 13

SFs shot dead an unidentified KPLT militant in Bokajan sub-division of Karbi Anglong District in Assam. A rocket launcher, a 9mm pistol, 15 rounds of ammunition was recovered from the possession of the slain militant.

February 14

Leaders of the ULFA, minus the outfit’s ‘commander-in-chief’ Paresh Baruah, met Prime Minister Manmohan Singh for the first time in New Delhi.

A delegation of the ULFA called on the Prime Minister Manmohan Singh in his official residence for an informal discussion. The delegation, headed by the ‘chairman’ of the outfit, Arabinda Rajkhowa, arrived at the residence of the Prime Minister and held talks for about ten minutes in presence of the National Security Adviser Shivsankar Menon and Centre’s interlocutor for talks, P C Haldar. Official sources, however, termed the ULFA leader’s meeting with the Prime Minister as a courtesy call.

February 15

DNDF 'chairman' Janata Maramsa alias Bihari Dimasa was killed in an encounter with the SFs in Dima Hasao District. Bihari Dimasa was earlier a member of BW. When the outfit laid down arms on October 2, 2009, he along with some of his comrades abstained from surrendering and formed DNDF in February 2010.

NDFB-PTF blocked the National Highway in Nalbari District in protest against the Government’s indifferent attitude towards peace talks with it, reports Sentinel.

ULFA ‘Chairman’ Arabinda Rajkhowa said that Prime Minister Manmohan Singh assured an honourable and acceptable solution to the ULFA-Centre peace talks. The ULFA ‘chairman’ while terming the meeting with the Prime Minister and the Union Home Minister as fruitful, said that the Prime Minister assured that the rights of the people of Assam would be upheld through an honourable and acceptable solution.

Surrendered militants of Assam are taking lessons to become entrepreneurs. Altogether 28 surrendered militants are attending a programme conducted by the Indian Institute of Entrepreneurship. The militants from ULFA and NDFB appreciated the programme, which includes behavioural lessons, identifying opportunities and preparation of business plans.

The trial into the October 30, 2008 serial blasts, which claimed more than 90 lives, besides leaving hundreds injured, would finally begin on February 28. The case, in which Ranjan Daimary, the ‘chief’ of the NDFB is a prime accused, was committed to the Sessions Court, Kamrup on February 15. Meanwhile, Assam Police secured five days custody of the four NDFB militants who were arrested by the Meghalaya Police on February 10 from Byrnihat in RiBhoi District.

February 16

Prime Minister Manmohan Singh said the talks with the ULFA will have ‘far-reaching consequences’. The Prime Minister Manmohan Singh refused to commit a time-frame for resolution of their vexed problems, though he mentioned that Government of India is serious about an honourable solution. He also observed that the situation in North-east is getting normalized.

Chief Secretary-Director General of Police level meeting held in Guwahati between Assam and Meghalaya reviewed the current situation in the ethnic-violence hit border areas and contemplated roping in the army for joint patrolling in the areas on a "long-term basis". The meeting discussed various confidence building measures.

The North Eastern States including Assam supported the Centre’s move to extend the ban on ULFA for another term. An Unlawful Activities (Prevention) Tribunal heard the counsels for the four States of Assam, Arunachal Pradesh, Meghalaya and Nagaland and posted the matter for further hearing on March 3. Nagaland Government, which is yet to give its opinion on banning ULFA, has been directed to submit it by the next date of hearing.

February 17

Eleven days after being abducted on February 6 at gunpoint by suspected militants belonging to the anti talks faction of NDFB-ATF, the three remaining volunteers of WWF- Syed Nausad Zaman, Goutom Kishore Sharma and Pranjal Kumar Saikia - were released unharmed near Kokrajhar town in Western Assam.

Three top Assam-based CPI-Maoist leaders, who were arrested by Orissa Police on February 12 from Saranda forest, were taken on transit remand by the Assam Police for further interrogation. Police sources said that a team of Assam Police and IB visited Rourkela in Orissa and found some vital clues linking their activities with the ULFA.

February 19

Three suspected militants of NDFB-ATF were killed in an encounter in Bordol reserve forest under Lakhipur Police Station in Goalpara District. One trooper, whose name the Army refused to disclose, sustained bullet injuries.

Five suspected cadres, including an accused in the Sijusa killings, were arrested in Kokrajhar and Sonitpur Districts, indicating a fresh crackdown against the outfit.

The anti talks faction of ULFA led by its fugitive ‘commander-in-chief’ Paresh Baruah threatened to launch an armed strike against the ruling Congress in the state for splitting the outfit.

Prime Minister Manmohan Singh asserted that peace talks with the ULFA held a ''good future'' and downplayed the threats to the Congress issued by the outfit's Paresh Barua faction ahead of Assam Assembly polls.

February 20

In an e-mail to the press, ULFA anti-talk faction publicity in-charge Arunudoy Dohotia said, "We have already apprised the people of Assam that we will not compromise on the issue of Assam’s sovereignty, and the question of supporting the talks does not arise". He claimed that ULFA chairman Arabinda Rajkhowa and other leaders had to sit for the talks since they were now under the control of the "enemy camp".

CPI-Maoist has recently taken a decision to set up their own units in the States of the North East region, particularly Assam and efforts are already on to establish strong foothold in the region. The recent arrest of three Assamese youths from a Maoist camp in a jungle area bordering Orissa and Jharkhand exposed the fact that an Upper Assam Committee of the Maoists is already active in Assam.

Three ULFA militants Antu Saudang, Pradip Chetia and Pranjit Saikia were produced before the Chief Judicial Magistrate court in Guwahati in connection with the 2009 Maligaon bomb blast. The court remanded them to four days Police custody.

NDFB-P expressed "surprise" over Prime Minister Manmohan Singh’s assertion on February 19 that there would be no further division of the State.

February 21

Seeking the Assam Governor’s intervention in taking up steps for the rehabilitation of the victims of the ethnic clashes that broke out in Udalguri and Darrang Districts in 2008, the AAMSU met the Governor and submitted a memorandum,.

February 22

The three CPI-Maoist cadres who were arrested from Orissa- Jharkhand border on February 12 were brought to Guwahati by SFs. The arrestees identified as Aditya Bora, Singh Raj Orang and Ashik Sabar hail from Assam.

February 23

Seven ULFA and one NDFB militants were arrested by SFs from Tinsukia District and Dhekiajuli Panbari under Rangapara Police Station in Sonitpur District, respectively.

NDFB-ATF denied that the three persons killed by SFs in Goalpara District on February 19 were cadres of the outfit. The ‘general secretary’ of the outfit, N. Dinthi Gwra, in a statement emailed to the media said the dead were not cadres of the NDFB-ATF.

Assam requested the Centre for additional paramilitary forces with the twin objectives of thwarting any attempt to disrupt the peace process that had recently got under way with ULFA as well as the ensuing Assembly elections likely to be held in April.

Police issued an alert that sophisticated arms and ammunition may be sneaked into Upper Assam to be supplied to militant outfits or for settling political scores as SFs fear United ULFA, using such weapons in coming Assembly elections.

February 24

Prime Minister Manmohan Singh disclosed that four years ago he almost succeeded in engaging ULFA in peace talks but the outfit backed out. Referring to the North-East, the Prime Minister said the situation in Manipur and some parts of Assam is a cause of concern. But the overall the situation has improved.

February 25

KMSS denied the allegation of Chief Minister Tarun Gogoi that it maintains links with the CPI-Maoist.

Bhutan Prime Minister Lyonchhen Jigmi Thinley said that law-breakers from Assam, especially militant groups including the ULFA, will not be allowed to take refuge in his country. He categorically said that the ULFA had stopped setting up base in Bhutan and the leaders and activists of the outfit had left the neighbouring country. "There is no ULFA camp in Bhutan. People of Assam who are not law-abiding will not be allowed to take refuge in Bhutan," Thinley told reporters at Borjhar airport.

ULFA leaders met members of SJA at an undisclosed location to discuss the modalities for peace talks. The ULFA leaders who attended the meeting included ‘Chairman’ Arabinda Rajkhowa, ‘Deputy Commander-in-Chief’ Raju Barua, ‘Central Committee ‘Publicity Secretary’ Mithinga Daimary, ‘Vice-President’ Pradip Gogoi, ‘Advisor’ Bhimkanta Buragohain, ‘Finance Secretary’ Chitraban Hazarika, ‘Foreign Secretary’ Shasha Choudhury and ‘Cultural Secretary’ Pranati Deka. Both the ULFA leaders and SJA members reportedly formulated the next agenda for further development in the peace process. SJA, formed on April 24, 2010, is a forum of prominent senior citizens, intellectuals and organisations.

The ULFA-PTF led by ‘chairman’ Arabinda Rajkhowa requested Prime Minister Manmohan Singh to complete the process of dialogue and find a solution within his tenure. The group revealed this to the SJA during a meeting. SJA, formed on April 24, 2010, is a forum of prominent senior citizens, intellectuals and organisations. ULFA met the SJA to brief the latter about its meeting with the Prime Minister on February 14.

Sources in Union Home Ministry ruled out the possibility of the Central Government not only signing any ceasefire pact with ULFA-PTF, as they claimed that an informal pact is already in place but also slackening of operation against the Anti-Talk Faction of ULFA.

March 2

Traffic was disrupted for over three hours on National Highway 31 as the ABSU staged a "people’s revolution" at Barama in Assam’s Baksa District to press for Bodoland State. ABSU president Promode Boro said that the Centre created three new States in 2000 and "if Telangana is going to be created, why not Bodoland?" He warned that "any isolated decision on the creation of a new state will not be tolerated. There must be a comprehensive policy." He said the creation of a full-fledged state was necessary, as "autonomy with amended arrangement and limited mandate" could not fulfil the aspirations and mitigate the grievances of Bodo people.

Militants hurled a grenade at the residence of Subrata Hojai, the EM of Dima Hasao Autonomous Council in Dima Hasao District.

SFs arrested the ‘Foreign Secretary’ of KCP in Guwahati. The arrestee was identified as Khungbum Mayum Anada Singh and a computer, mobile handset and various documents were recovered from his possession.

March 4

Militants abducted Kailash Verma (54), a businessman from his shop at Talap in Tinsukia District.

The ABSU staged road blockade on National Highway 31-C at Barama in Baksa District renewing the demand for a separate State of Bodoland.

Highly placed sources said that strong bonding between the militant groups of the North East having bases in Myanmar is a major cause of concern for the security agencies. The ULFA-ATF and NDFB-ATF recently sent small batches of new recruits to the neighboring country for training in handling of weapons. The sources revealed that the militant groups of the North East are coming closer to each other in Myanmar in the interest of their own survival and most of the outfits of the region are having strong bases in the Taka (Taga) area in the Sagain division of Myanmar.

The ‘vice chairman’ of the anti-talk faction of the NDFB-ATF, G Rifikhang, who is heading the outfit after the arrest of Ranjan Daimary, is still believed to be in Bangladesh, while, the IK Songbijit, the ‘Army chief’ of the outfit is now near Myanmar-China border and security agencies are of the view that he also visited China recently.

Union ‘Home Secretary’ G K Pillai said that the Government of India is expecting Paresh Barua to come for talks once the formal dialogue process gets under way. The Home Secretary also added that the crackdown by Bangladesh Government has made it difficult for the insurgent outfits of the North-east to operate from the country.

March 5

A KPLT cadre, identified as Andrew Terang, was killed in an encounter with the Security Forces at Samelangso under the Dokmoka Police Station area of Karbi Anglong District in Assam. A pistol, two magazines, a detonator and extortion demand notes were recovered from the possession of the slain militant. KPLT broke away from the KLNLF and formed the outfit on January 8, 2011.

A home guard, Naren Gogoi, posted at the armory of prosecuting inspector’s office on the campus of Golaghat judicial court, was arrested on charges of stealing arms from Jorhat District. A 9mm pistol missing from the armory was recovered from the possession of the arrested home guard.

March 7

Arrested UNLF ‘chairman’ Sanayaima alias RK Meghen was produced before the Special Court of NIA at Guwahati. Talking to media persons inside the court complex, arrested UNLF ‘chairman’ reacted strongly to the remarks of Union Home Secretary GK Pillai who is quoted to have said in media that militant outfits have shown interested in talks after many leaders including Meghen have been arrested. In this regard, Meghen retorted, ‘‘we have never said we are interested in talks, nor they have made any offer’ and the stand of UNLF is right to self determination of the people of Manipur who firmly believe in the proposal of plebiscite announced by UNLF in 2005. The growing demand of the people for holding plebiscite to resolve the Manipur-India conflict is appreciable. So, there is no question of any talks with India from the side of UNLF".

ULFA founder member and ‘vice chairman’ Pradip Gogoi, who was released from prison after twelve years, said that he was hopeful of "meaningful talks" with New Delhi to resolve the conflict in Assam.

Militants shot at an assistant sub-inspector, identified as Uday Medhi working at the Assam Police Radio Organization (APRO), in Guwahati.

SFs arrested two NDFB militants in New Guwahati area The arrestees were identified as Mithisen Swargiary alias Kamal Swargiary and Sanjeev Brahma. Ammunition and electronic detonators were recovered from the possession of the arrested militants.

The AUPF called an Assam bandh on March 10 from 5 am to 5 pm to protest against the State Government’s delay in taking action against those guilty of killing Adivasi leader Bosco Chermako, who was killed by militants on February 22 in Kokrajhar District and atrocities on Adivasi people.

March 9

Highly-placed sources in the MHA revealed that the Maoist rebel groups are making efforts to establish tactical alliance with the hard line faction of ULFA headed by the ‘commander-in-chief’ of the outfit, Paresh Baruah in the wake of the recent developments including the move of the pro-talk members of the ULFA including the outfit’s ‘chairman’ Arabinda Rajkhowa starting the process of talks with the Government of India.

Confirming clandestine links between insurgents of North-east and China, the Union Government clarified that there are no specific reports to suggest that rebels in the North-east were offered sale of surface-to-air missiles by agents of Chinese intelligence agencies. There are inputs suggesting visit of some leaders of insurgent groups in the Northeastern Region to China on several occasions, with the objective to establish rapport with Chinese authorities to facilitate procurement of arms and ammunition from arms agents in that country. The armory acquired from China by the insurgent groups is smuggled through Thailand and Sino-Myanmar border to the Northeastern States. The acquisition of arms is facilitated by the easy availability of weapons in the Sino-Myanmar border towns like Tengchong, Ruili and Yingjiang in Yunnan province.

SFs arrested two militants, including Keshav Mahanta, ULFA militant, from Bamuni-maidam area in Guwahati. The other arrestee was identified as Tapan Kumar Das, whose further detail yet to be ascertained.

SFs arrested a Pro-Talk ULFA militant, Arpan Saikia alias Pradan Saikia, from Guwahati on extortion charges.

March 11

ULFA militant Arpan Saikia and his MASS accomplice Tapan Das, who were arrested by SFs on March 10 in Guwahati on extortion charges, were produced before the Kamrup SDJM court.

March 12

SFs arrested three suspected militants, including a woman cadre of NDFB-ATF at Bhalukmari near Rowta Police Station in Udalguri District. An AK-56 rifle, ammunition and a rifle bayonet were recovered from the possession of the arrested militants.

March 14

Eight BSF Personnel were killed and five others injured when their vehicle was ambushed by the Anti-talk faction of the NDFB-ATF militants in Kokrajhar District in Assam.

Five persons were injured when ULFA militants triggered IED blast at Rajiv Bhavan, the state head office of INC, at Guwahati. APCC spokespersons Mehdi Alam Bora and Akshay Rajkhowa were among the persons injured in the blast.

March 15

One Assam Police sub-inspector identified as Pranjal Saikia and two suspected ULFA militants were killed during an encounter at Tongona Majgaon under Kakopathar Police Station of Tinsukia District. The identity of only one ULFA militant was ascertained as Ilu Mahanta. An AK-56 rifle along with 19 live rounds, one 7.65 mm pistol along with three live rounds, a large quantity of empty cartridges, two detonators, two mobile phones were recovered from them.

March 16

A NDFB militant was killed in an encounter with SFs in Khowla Centre area under Dhekiajuli Police Station along the Assam-Arunachal Pradesh border in Sonitpur District. A US-made pistol and INR 28,000 in cash were recoverd from him.

SFs recovered two IEDs and three grenades from a Guwahati bound bus near a petrol pump in Rangapara in Sonitpur District.

The ‘commander-in-chief’ of the ULFA, Paresh Baruah is making all out efforts to revitalise the outfit and according to intelligence inputs, he even "promoted" more than a hundred militants to keep them happy. The anti-talk faction of the NDFB-ATF may target SFs in the days to come in retaliation to the recent setbacks received by the outfit. As per information available with the Security agencies, senior ULFA cadre, Jiban Moran, was given the status of ‘Lieutenant Colonel’ by Paresh Baruah and by virtue of his rank, he is now the second in command of the outfit. Two other high ranking cadres, Drishti Rajkhowa and Bijoy Chinese, were promoted from the rank of ‘self styled Second Lieutenant’ to ''self styled Major'', giving them a major jump in the outfit.

SFs arrested Edmond Marandi alias Prem Mardi alias Munna Murmu, one of the four accused involved in the killing of Bosco Chermaco, the president of All Adivai Students’ Association of Assam. Bosco Chermaco was killed by militants at Jakobpur near Srirampur in Kokrajhar District on February 22, 2011. The arrestee Edmond Marandi is a member of the APA which is a lesser known militant outfit led by Tarzen Mardi and is active in the Udalguri and Sonitpur Districts, trying to make its presence felt in the lower Assam Districts, particularly in Kokrajhar District.

The ULFA-ATF hit out against the leaders of the pro-talk faction and said that no one has the right to talk about the constitution of the ULFA and its ideals by staying with the enemy. The leaders of the ULFA-ATF also said that the true feelings of the people of Assam on the demand for sovereignty would come out only through plebiscite and not by holding "Jatiya Abhibartan". In a release issued to the media, the ‘publicity in-charge’ of the ULFA-ATF, Arunodoi Dohotiya called upon the ULFA-PTF leaders, who are out on bail after their arrest, to come out of the grasp of the "enemy" and lead the outfit again. He said that the differences within the ULFA could be settled through discussions within the organization.

Security Forces got the whiff of a plot hatched ULFA ‘commander-in-chief’ Paresh Barua to use militants of other outfits from neighbouring States and even Myanmar to ambush Congress leaders and men in uniform in the run-up to the Assembly elections. Sources revealed that another worrying factor is the tacit understanding between the ULFA-ATF and NDFB-ATF as both may carry out attacks in tandem.

The Pro-talk faction of ULFA led Arabinda Rajkhowa, decided that its cadres will not stay in designated camps like those of other outfits engaged in peace dialogues with the Government. ULFA ‘vice-chairman’ Pradip Gogoi said the decision was taken as the members of the central executive committee felt that staying in designated camps would further alienate the ULFA cadres from society.

SFs arrested four militants from Boragaon area under Gorchuk Police Station in Guwahati. The four arrestees were identified as Bhaskar Kakati, Debojit Deka, Dilip Boro and Bishnu Ram Das. A 9 mm handmade pistol, one magazine and a round of ammunition were recovered from the possession of the arrested militants.

March 22

The Forum for Terrorist Victims Family of Assam met the Union Home Secretary in New Delhi and submitted a memorandum demanding immediate seizure of weapons from the pro-talk members of the outfits including ULFA and the NDFB to ensure free and fair Assembly polls. The Terror Victims’ Family Forum, an umbrella organisation of over 6,000 people affected by militancy, made this fervent plea as political parties were fielding former militants. "Going by the recent incidents, it is evident the militant groups are still indulging in acts like extortion and we feel that they could well be used during the polls," Brojen Hazarika, president of the forum said. The forum also demanded that all the pro-talk militants should be sent to designated camps immediately so that people can exercise their franchise without any fear. The Union Home Secretary, according to the forum, has assured necessary steps in this regard.

The forum urged the Election Commission not to accept nominations of former militants and candidates with criminal background in the Assembly elections. The forum contended that such candidates should be barred from contesting polls till they faced trials and were punished according to law. Assam will have two-phase Assembly elections on April 4 and April 11 and according to nominations filed so far, there are five former ULFA militants in the list. Two of them are sitting MLAs, Jiten Gogoi and Kushal Duwari, having won their respective seats from Bokakhat and Thowra as Independents. Three more surrendered ULFA leaders, Suresh Bora, a Congress candidate from Barhampur, Jayanta Khound contesting as Independent from Naoboicha and Prafulla Bora alias Dhekial Phukan, the NCP candidate from Bihpuria, are in the fray. Mohit Hojai, who has been chargsheeted by NIA for allegedly diverting funds of the Dima Hasao (earlier North Cachar Hills) Autonomous District Council to the BW, is also contesting as an Independent. He is now in jail. "We urge both the Government and the Election Commission not to allow them to contest the poll," Hemen Bora, another official of the forum, said.

SFs arrested four ULFA militants from Pan Bazar area in Guwahati in connection with the Rajiv Bhawan bomb blast case of March 14. The Bangladeshi SIM cards, cash worth three thousand rupees, five handsets and international debit cards were recovered from their possession.

March 25

To strengthen its organizational set-up, ULFA lifted ban on the four Pro-talks group leaders who took the lead to declare a unilateral ceasefire in June 2008. Announcing the decision at a news meet held at the outfit’s designated camp here in Tinsukia District, ULFA ‘chairman’ Arabinda Rajkhowa said all the four leaders, Mrinal Hazarika, Prabal Neog, Jiten Dutta and Jun Bhuyan (all from the outfits 28th battalion), would very much be a part of the peace process initiated by the central leadership.

ULFA-ATF militants loyal to the outfit’s ‘commander-in-chief’ Paresh Baruah may disturb the upcoming elections with the help of NSCN-K.

A militant Apurba Neog (27) was arrested from Jorhat of Assam. A .9mm pistol and some ammunition were recovered from him.

SFs arrested one militant, identified as Kidnali Sagma (25), from Goalpara District and recovered 10 detonators from his possession.

SFs arrested three militants of anti-talks faction of NDFB from Bodopur in Kokrajhar District. The arrestees were identified as Dala Basumatary, Rindao Basumatary and Sankhan Mushahary.

SFs killed one KPLT militant in Koilamati locality under Bokajan Police Station in Karbi Anglong District. One A. K- 56 rifle, one magazine and some live ammunition were recovered from the possession of the slain militant.

The ULFA-ATF called for a 12 hour Assam bandh (shut down) on April 2 in protest against Prime Minister Manmohan Singh’s scheduled visit to the State. The ULFA-ATF accused the Prime Minister of failing to find a solution to the ‘‘Assam-India conflict’’.

April 2

Prime Minister Manmohan Singh said that the Union Government was open to talks with all militant outfits and the discussions with the ULFA ad been good beginning, "The ULFA peace talks are a good beginning. Our doors for peace talks with all militant groups are open. We want the militants to shun violence and come for talks," the Prime Minister said at an election rally in Dhakuwakhana in eastern Assam, about 500 kilometers from Guwahati while campaigning for state assembly polls.

KPLT militants killed three CRPF personnel and injured four others in an ambush near Rongshuli village in east Guwahati. Three slain personnel were identified as Havaldar Devendra Shah, Mithu Singh and a constable Dilip Kumar, adds Shillong Times.

SFs arrested five ULFA militants in the Hahkhati area under Dhola Police Station in Tinsukia District. One of the arrested militant was identified as ‘lance corporal’ Bolin Gogoi alias Saurabh Bora (24), who is a known explosives expert in the outfit. SFs recovered one 9mm pistol and an IED.

April 3

One 7.62 pistol, an IED weighing one kilogramme with a remote controlled- switch and four rounds of live ammunition were recovered during a search operation by SFs from the house of Narayan Roy, the younger brother of Pradip Roy, a member of the central committee of ULFA, at Madhusolmari village in Dhubri District.

April 4
At least three Sashasthra Seema Bal personnel were killed in an ambush by NDFB militants in Kokrajhar District.

Voting for the first phase of Assembly elections in Assam was completed with an estimated 70 percent polling recorded. Voting ended in 13 Districts of the State, where polling was held in 62 of the 126 Assembly seats.

87 militants of KLNLF exercised their franchise for the first time in 15 years. As per directive of the Election Commission of India, the KLNLF militants staying in designated camps were provided facility to cast their votes. The Assam Election Commission notified that the ex-militants lodged in the designated camps in Assam and having their names in the electoral rolls would be entitled to vote through postal ballots.

ULFA decided not to go ahead with its earlier plan of calling bandhs (shut down) from April 6 to 15 during the visits of PM Manmohan Singh and other Central leaders for election campaigning in Assam.

ULFA is preparing to celebrate its raising day (April 7) in a 'grand way' at its Kakopathar designated camp in Tinsukia District. Prabal Neog, a leader of ULFA's Pro-Talks group said that it will be the first time that we will celebrate the raising day in such a grand way and with the people of Assam.

April 6
The SSB trooper, who went missing after militants attacked a joint team of the Army and SSB jawans at Lalbita in Kokrajhar District on April 4, resurfaced in a forest village in Nalbari District. The trooper, identified as Radheshyam Yadav, was untraceable since the attack by suspected militants of the NDFB-ATF on the joint team, in which two SSB personnel, identified as Bhagat Prasad and Subash, were killed.

ULFA-ATF will observe its foundation day (April 7) in the jungles of Myanmar, where the group is reportedly holed up. The Government sounded a security alert across the State to restrain Paresh Baruah's group from carrying out any show of strength on the day.

April 7
Two militants of the NDFB-ATF were killed by SFs in Sonitpur District. The militants were identified as Duphang, 'platoon commander' of the Rangapara unit of the NDFB and his Security guard, Nilant. The SFs recovered two AK-56 rifles, three magazines and 18 cartridges and 32 rounds of live ammunition besides two diaries and three mobile handsets from the possession of the slain militants.

ULFA-PTF observed its 32nd Raising Day in the designated camp at Kakopathar in Tinsukia District. On the occasion, ULFA 'chairman' Arabinda Rajkhowa hoisted the ULFA flag and the 'political adviser' of the outfit Bhimkanta Buragohain, performed Shahid Tarpan (commemorating ceremony of Martyrs). Later, an open session was held under the Presidentship of Arabinda Rajkhowa while ULFA 'vice-chairman' Pradeep Gogoi explained the objective of the meeting.

April 8
Union Home Minister P Chidambaram invited the ULFA-ATF led by its 'military chief' Paresh Baruah for talks. He urged the people of Assam to vote for peace as the peace process initiated by the Congress Government of Tarun Gogoi has yielded positive results. The Union Home Minister claimed that there was a dramatic turnaround in the law and order situation in Assam and almost every insurgent faction is in the negotiation mode.

Separatists and terrorists in the North East states of India committed serious human rights abuses, an official US report even as it slammed the Government for extra-judicial killings.

One gun smuggler identified as Abdul Rauf of village Shakhikanisahil in Karimganj District was arrested. 19 gelatin sticks, 23 detonators and one 12 bore SBML rifle were recovered from him.

An estimated 70-75 per cent of the electorate voted in the second and final phase of elections to Assam's 64 Assembly seats.

Two powerful IEDs were recovered from the house of a woman named Bimala Baro, 'Secretary' VDP, near Kalaigaon College in Darrang District. Army bomb squad later defused the bombs.

In its sustained campaign to prevent smuggling of arms and ammunition and to maintain normalcy in Barak Valley Zone with its border with Bangladesh, the mounting vigilance by the Army has resulted in arresting a number of arms and ammunition smugglers.

April 13
One person, identified as Ranendra Borgoyary (35) of Laukriguri, was killed in Ballamjhora in Kokrajhar District. Police said Borgoyary, a surrendered NDFB cadre, was the vice- president of Gossaigaon District committee of the UDPF but had joined BPF before the Assembly election.

For the first time in years, militant outfits were not involved in creating disturbance during the polls barring one incident of blast in the Rajiv Bhawan, the headquarter of the APCC on March 14, but threat from the militants is far from over as Security agencies received inputs about possible attacks on SFs.

April 16
A joint team of SFs arrested three suspected Adivasi People's Army cadres, identified as Pramil Majhi, Sunil Hazda and Suniram Murmur, from the Belsiri area in Sonitpur District. A carbine and 15 rounds of ammunition were recovered from their possession. Police said the three were involved in a few cases of abduction and extortion in and around Dhekiajuli.

A surrendered NDFB member, Govinda Ramchiary, was killed by three persons identified as Ratul Das, Prafulla Das and Rabiram Das at Daosafari Chowk, Kharua village in Nalbari District.

April 21
A Dimasa rebel group is ready to lay down arms in a formal ceremony in Haflong in North Cachar Hills District after the period of the electoral code of conduct is over with the counting of the votes on May 13.

The Paresh Barua-faction of ULFA re-organized its armed wing by dismantling its existing battalions and bringing all its cadres under the mobile military headquarters. The decision to re-organize the armed wing was taken during a 10-day meeting, chaired by 'commander-in-chief' Paresh Barua, held from March 20 to 29 at the outfit's mobile headquarters. The resolution was to come into effect from April 21.

The people of Bherbheri village near the Assam-Arunachal Pradesh border in Sonitpur District have formed a defence force on their own to tackle the militants, who swoop down from the hills in adjacent Arunachal Pradesh and indulge in rampant extortion. At a recent meeting the villagers decided to stay alert and together in "times of trouble". Sources said the Bodo militants have renewed their drive to distribute extortion notices to petty businessmen in several villages located along the border adjacent to the Sonai-Rupai and Chariduwar reserve forests areas.

April 22
SFs arrested six militants with a hand-made pistol and three magazines from Bongaigaon-Chapaguri Road in front of Lower Assam Hospital in Bongaigaon District. The arrested militants were identified as Mahadev Das (20), Sanjib Dey (20), Sanath Saha (18), Goutam Mahanayak (29), Omar Ali (30) and Albus Salam (35).

ULFA talks, tentatively scheduled for the first week of May, are likely to be pushed back by a few more weeks as the Union Government's condition that militants should deposit their weapons before a substantial dialogue remains unfulfilled.

April 23
SFs arrested a UDLF militant, identified as Narender Reang (25), along with one German made point 22 pistol and four live rounds from Nibiachara, Karimganj District on April 23. The militant is suspected to be involved in abduction of a boy named Abdul Jalil Laskar (14) from Hailakandi District on October 18, 2010.

ULFA leaders were given INR 40 million by the Union Government for daily expenses and to run their families. The Union Home Ministry released the first installment of financial assistance to the ULFA leaders, including 'chairman' Arabinda Rajkhowa, 'vice-president' Pradip Gogoi and others besides its cadres - totaling approximately 400. "We have disbursed the money to the ULFA through the Assam Government. The money has been given to take care of the daily expenses of ULFA members and other family requirements," a Union Home Ministry official said.

The Assam Government on sought extension of ban on NDFB for two more years, saying the outfit has not shun violence in the state. Evidences of NDFB sponsored violence in Kamrup and Sonitpur Districts were produced by Assam Government representatives to the Unlawful Activities Prevention Tribunal, headed by Justice P K Bhasin, during a hearing.

ULFA may be offered jobs for their surrendered cadres in the Central Armed Police Forces when they come here for the second round of talks later next month or sometime in early June.

ULFA denounced a recent declaration by the Paresh Barua faction that all the battalions of the outfit were dissolved and there would be no battalion commander.

April 25
Militants from Tripura are sneaking into the south Assam District of Hailakandi to carry out subversive activities like abduction for ransom and extortion, the Superintendent of Police, Hemanta Bhattacharjee. He identified this militant outfit as the TSF. He added that they also undertake reconnaissance missions in these Districts and return to Tripura either through Assam or Mizoram borders.

April 26
One civilian identified as Bordeka Kro (55) was shot dead by KPLT militants at Karuna Singnar Gaon near the New Life School in Karbi Anglong District.

Dhanyaram Reang, the self-styled 'commander-in-chief' of UDLA, claimed the responsibility of the abduction of Zakir Hussain Laskar, a small time businessman from South Hailakandi District, arguing that Zakir was involved with their rival outfit, led by slain Atabur Rahman.

April 27
State Government decided to set up nine more designated camps in the State for the cadres of the Pro-Talk faction of ULFA, as per the directive of the Ministry of Home Affairs.

Intelligence inputs reveal that the Paresh Barua faction was carrying out recruitment in lower and central Assam Districts as well. The recruitment is being carried out in the rural areas, particularly from interior villages.

April 28
The 'commander-in-chief' of Rabha Viper Army, Sunil Rabha alias Chinese, was arrested for the third time by SFs in Goalpara District. Rabha, who was involved in number of killings, abductions and extortion in Goalpara and part of Kamrup Districts, including abduction of a railway official from Dudhnoi in 2010, was arrested twice within a span of two years. Intelligence sources in Goalpara said the Rabha Viper Army was active on the Assam-Meghalaya border and was involved in abduction and extortion. The outfit is most potent organisation at the grassroots level, which provides logistic support to both ULFA and the NDFB and keep liaison with the GNA of Meghalaya.

Two women militants belonging to the NDFB-ATF were arrested by SFs on April 28 from the Indo-Bhutan border area in Kokrajhar District.

The Chief Judicial Magistrate Court (Dibrugarh) sent all three Maoists - Aditya Bora, Ajoy Sorbor and Engraj Oaring - for three days' Police remand. The trio, belonging to Assam, was arrested by the SFs in Odisha along with huge arms and ammunition on February 22, 2010.

Assam Government is planning to virtually shut the door on surrendered or Pro-Talks militants of various banned outfits denying them easy access to licensed arms. However, the sources could not divulge the number of former militants using licensed weapons.

SFs launched an operation in Karimganj District in which a major fake currency racket was busted and fake currency worth INR 95,000 was confiscated. The SFs arrested a fake currency racketeer, identified as Kamrul (35) in this operation.

April 29
The bullet-riddled body of Sunil Rabha, an 'area commandant' of Rabha Viper Army, was recovered from Bongaon in Goalpara District. He was allegedly killed by his colleagues over sharing of extortion money. The killing comes a day after the 'commander-in-chief' of the outfit, Sunil Rabha, alias Chinese was arrested by Security Forces (SFs) in Goalpara District.

SFs arrested a UDLA militant, identified as Devendra Tripura (20), from Channighat in Cachar District.

The Union Government is firming up plans to insist on surrender of weapons by militant outfits engaged in talks with the Government, reports Assam Tribune. Confirming Union Government's plans, Union Home Minister, P Chidambaram said the issue of surrender of weapons by the militant outfits is part of the talks. The Home Minister's statement assumes significance in light of the reluctance of the surrendered militants to give away their illegal weapons.

Top official of the Home Ministry confirmed that the Union Government paid money to the pro-talk faction to meet day-to-day expenditure. "We have to pay them some money otherwise how would they survive," the official asked. He was reacting to reports about the pro-talk faction being handed over INR 40 lakh as first installment. The report, however, was denied by the pro-talk faction.

In addition, the ULFA-PTF leader Mrinal Hazarika stated that the outfit would involve itself with business activities in Assam and Hira Saraniya, the 'commander' of the outfit's 709th battalion' was appointed as the in-charge for the purpose. Claiming that the intervention is aimed at evicting 'mafia raj' and 'syndicates' from the existing business scenario, the ULFA leader said that the outfit's intervention would facilitate involvement of local youths in coal and other lucrative businesses.

SFs arrested a suspected militant, identified as Anowar Hussain (32), from Gendabazar under Bijni Police Station in Chirang District. SFs recovered China-made grenade, explosives and three extortion notes from his possession.

SFs arrested an 'area commander' of UDLF-B from Kundanala village in Hailakandi District on April 29.The arrestee was identified as Thaiboi Reang. Reang was an 'area commander' of Kundanala, Durgapur, Chandani Ghat and Katnala area. The arrested militant was involved in various anti-social activities including kidnapping and extortion of money since 2007.

April 30
The Paresh Barua Faction of the ULFA lashed out at former 'commander' of the outfit's 28th battalion Mrinal Hazarika for declaring that ULFA-PTF militants would make a foray into the coal business for sustenance.

May 2
SFs recovered a bomb weighing about five kilogram from a bus at Simaluguri in Sivasagar District.

APW urged the government to seize the arms of the ULFA-PTF and SULFA leaders to ensure that they do not engage in any "gang war" in the name of running of business syndicates. APW 'chairman' Abhijit Sarma and 'general secretary' Bitu Talukdar said that the government should seize the arms of the pro-talk and SULFA leaders to prevent them from engaging in possible gang wars over business matters. Moreover, the ULFA-PTF leaders should be asked to stay at designated camps, they added.

Police suspect the involvement of militants belonging to the ULFA-ATF in the killing of Manjit Rabha (31), a militant of ULFA-PTF, in Udalguri District. An unidentified gunman fired at Rabha at Nalkhamra village in Udalguri District, when he was on his way to Kolaigaon on a motorcycle. Rabha died on the spot.

The process to identify sites for setting up designated camps for the members of ULFA-PTF has started and no member of the outfit will be allowed to keep weapons during the process of talks. Talking to Assam Tribune, Additional Director General of Police (Special Branch), Khagen Sarma said that the ULFA-PTF has given a list of around 400 cadres and the process of setting up the designated camps would start immediately after selection of the sites. He said that seven to nine designated camps would be established for the members of the ULFA-PTF. Sarma said that as per the accepted principle of the Government, the ULFA-PTF would have to deposit their weapons. However, the modalities in this regard are yet to be finalized.

ULFA-ATF's 'publicity in-charge' Arunudoi Duhatia reacted to ULFA-PTF's leader Mrinal Hazarika's statement in which he questioned the moral of ULFA 'commander-in-chief' Paresh Baruah by saying that Hazarika might assassinate Paresh Baruah's character before the media but he could never erode the high revolutionary morale of Baruah. He said that Hazarika was acting at the diktat of the intelligence wing of "colonial India."

ULFA 'chairman' Arabinda Rajkhowa said that taking ULFA leader Mrinal Hazarika and his group, who had announced unilateral ceasefire with the Government, in the mainstream of the peace process without making them change their economic agenda was a mistake. The economic agenda adopted by Mrinal Hazarika and his group was against the ideology of the ULFA, he said, and added that they needed to mend their ways.

Centre extended the SoO agreement with the UPDS for a period of six months with effect from May 5. In a statement, UPDS joint secretary political affairs Wojaru Mukrang said that through a mutual agreement with the Government of India and Government of Assam SoO agreement was extended.

Mrinal Hazarika, leader of ULFA-PTF accused outfit 'commander-in-chief' Paresh Baruah of being an agent of the Pakistani intelligence agency ISI and drawing funds from various international agencies for running the outfit. Hazarika raised the allegation against Baruah vehemently countering the anti-talks ULFA's claim that he was a broker of the Government of India at a seminar. ''Paresh Baruah is an ISI agent and draws funds from various international agencies,'' he said while addressing seminar on the topic "Relevance of Swadhin Asom, mainstream and its suffering, and ways to solve the problems", organized by the former ULFA members of undivided Dibrugarh and Tinsukia Districts.

Two NDFB militants, identified as Lokendra Daimary and Champak Basumatary, were arrested in Golaghat District.

May 8
Assam Police came across several incidents of businessmen been served extortion notices in Guwahati itself and a senior official of the Assam Police confirmed on May 8 that cadres of militant groups like ULFA and NDFB continue to carry out the drive across the State, including the capital city of Dispur.

ULFA claims that it was not involved in any extortion in the State. The outfit's publicity cell in-charge Arunudoi Duhatia said that ULFA-PTF (Pro-talk Faction) members now in talks with the Government of India is out to issue extortion notes in order to malign the image of the ULFA.

The move by 'commander-in-chief' of the outfit Paresh Baruah to revive the anti-talk faction has created a lot of concern for the security agencies.

ULFA-PTF leader Mrinal Hazarika lashed out at Paresh Baruah, and asked him not to disturb the peace talks. "He said that we have been requesting again and again that he (Paresh Baruah) be at a safe distance and should not disturb the peace process. Let him give a moral support, let the process move ahead and if the process doesn't move in the right direction and if the government betrays the people of Assam, people of Assam will once again support Paresh Baruah," said Hazarika.

ULFA leadership has started discussion on the charter of demands prepared and handed over by the SJA, a civil Society group to the outfit in Guwahati on May 7. The charter of demands prepared for the much-awaited talks between the outfit and the Union Government are being discussed at an important executive meeting held at Helacha in Nalbari district on May 9.

May 9
200 SULFA militants of the outfit's 709th battalion for the first time after their surrender met the ULFA leadership which convened the meeting at Helacha village in Nalbari district. The 'commander' of the 709th battalion Hira Saraniya invited the surrendered militants for a meeting at the temporary base at Helacha for their cooperation in the peace talks with the Central Government. The deputy 'commandar-in-chief' of the outfit Raju Baruah and 'Foreign Secretary' Sasha Chaudhury called upon the former colleagues to extend their full cooperation to the outfit. The former militants from Nalbari and Baksa Districts attended the meeting.

While addressing on behalf of the surrendered militants Bikash Dutta, Jitu Talukdar and Mrigen Haloi assured the leadership to extend support to peace talks. Sources further said that the ULFA leadership exchanged their views towards the surrendered militants only in the interest of the common public. The sources further said that in order to strengthen the relations between these two groups, coordination committee was formed. The meeting with the surrendered militants, which was held for the first time in the State, is considered a major development in the outfit's ongoing peace process with the Centre.

SFs neutralized a KPLT camp at Engjai basti in the upper Chelabor area under Dokmoka Police Station of Karbi Anglong District and arrested a militant along with wife of another militant. The arrestees were identified as Sarthe alias Gudam Hanse (18) and Kache Terangpi (30). SFs recovered 300 gram of explosive materials along with many incriminating documents like extortion noted books, dresses, SIM card, battery, wire.

NDFB militants, identified as Swnwkhwr Basumatary, Birdow Basumatary, Derhasat Basumatary and Chandan Basumatary, were arrested by SFs from Besargaon under Bijni Police Station in Chirang District.

Home Ministry sources revealed that the Sheikh Hasina Government is ready to give access to someone from Assam to meet Anup Chetia, the ULFA leader in protective custody in a Bangladeshi jail, reports Telegraph. The source further revealed that following the signal from Dhaka, at least one leader from among the eight engaged in peace efforts with the Centre will visit Dhaka. The purpose is to try and include Chetia, a member of ULFA's permanent standing council, in the talks.

ULFA 'chairman' Arabinda Rajkhowa along with Chitrabon Hazarika and other leaders met the families of former ULFA cadres at Kardang village in Goalpara District.

SFs arrested a NDFB militant in the Nishan village of Goalpara District. The arrestee was identified as John Sangma (32). SFs recovered one .32 revolver, ammunition and extortion notes signed by platoon commander Khorang Boro of the NDFB demanding INR one million from a businessman were recovered from him.

SFs arrested four NDFB militants in Chirang District. The arrestees were identified as Hasad Basumtrary (22), Sankar Basumatary (28), Pratap Basumatary (21) and Swamdwn Narzary (21). SFs recovered one 9 mm pistol, five rounds of ammunition, one country-made pistol, one Chinese grenade, two rounds of 7.62 and five NDFB extortion notes.

Government of India agreed to set up nine rehabilitation centres in various districts in Assam for about 400 ULFA militants who have come over ground but stopped short of surrendering before or declaring ceasefire with the Government. The State Government moved the Centre recently seeking funds for rehabilitation of the overground ULFA militants so that they do not get into illegal business ventures. According to sources, the Centre agreed to set up nine rehabilitation centres for the 400 ULFA rebels - two each in Nalbari and Sivasagar Districts and one each in Goalpara, Bongaigaon, Kamrup, Nagaon and Golaghat Districts.

Four Rabha Viper Army militants identified as Lelin Rabha (21), Bahadur Rabha (20), Mridul Rabha (22) and Chandan Rabha (30) were arrested by Security Forces (SFs) in Goalpara District. Two single-barrel guns with four rounds of ammunition, a revolver, two electronic detonators and codex wire were recovered from them.

Militants freed Jamal Uddin Laskar (23), a resident of Samarikona village near Hailakandi in Hailkandi District. Laskar, owner of a computer shop, was abducted by suspected militants from his home on May 6.

Suspected Reang (Bru) militants freed Jakir Hussain Laskar (30), a farmer from their captivity on May 7. Jakir was kidnapped by a group of 11 armed militants from his home at Gallachera village of Katlicherra block in Hailakandi District on April 20.

Union Home Minister P Chidambaram said that the next Government would be a Congress-led government and that the new Government will resume the talks process. The Centre and the State Governments are engaged in talks with pro-talk factions of ULFA-PTF, NDFB and DHD among others. Dialogue with the Pro-Talk faction of ULFA is slated to resume in June.

Five leaders of the top brass of the ULFA, namely Major Bening Rabha, Major Ashanta Baghphukan, Major Jeeban Moran (Senior),Lt Nilu Chakravarty, 2nd Lt Sarat Sarania alias Abhijit Deka along with few others who were missing since the Operation All-Clear by joint operation of Indian & Bhutan Royal Army in Bhutan in 2003 are in secret custody of Bhutan Government.

Chief Minister, Tarun Gogoi, said that his priority is to end insurgency problem in the State. "I will try and end the insurgency problem in the state. I will bring Paresh Baruah to the negotiating table and the NDFB. Creation of job avenues for the unemployed will be my priority. Once we arrest this problem, the level of insurgency will come down," he stated.

ULFA said that formal talks between ULFA and the Government will begin in the first week of June. He said the ULFA was holding talks with distinguished persons and organizations in a bid to take their views on the peace process.

PTI reports from New Delhi that the Centre was arranging a meeting between a top leader of the Pro-Talk faction of the ULFA and the outfit's 'general secretary' Anup Chetia, currently lodged in a jail in Bangladesh, ostensibly to get his consent for the dialogue. Government officials said the Centre's interlocutor PC Haldar was in regular touch with the ULFA leaders, who met Prime Minister Manmohan Singh and Home Minister P Chidambaram in February and expressed their willingness to engage in a dialogue.

SFs arrested 'commander-in-chief' of UDLA, identified as Nandaram Reang, from the dense forest of Kundanala in South Hailakandi District on May 16.

Union Home Minister P. Chidambaram said that Centre would start negotiations with ULFA even if its military chief, Paresh Baruah, didn't take part in the peace process. "The dialogue with ULFA will begin soon after the new Assam government, led by Tarun Gogoi, assumes office. The previous government in the state, also led by Gogoi, was keen on finding an honourable solution to the Ulfa problem," Chidambaram told newspersons.

NDFB-PTF demanded a clarification from Chidambaram over why ULFA was treated with kid gloves despite being a banned outfit, while rules were different for other militant groups. NDFB 'general secretary' B. Swmkhwr said that we submitted a memorandum to the Centre and hope for a favourable response adding that the outfit was in favour of expediting the dialogue.

May 18 Chief Minister Tarun Gogoi said that the new Congress Government in Assam would work towards finding a lasting solution to the demands raised by the ULFA and other rebel groups of the State. He said that the people gave a mandate for peace and conciliation and it is his duty to find a permanent solution with the ambit of the Constitution of India.

SFs arrested two militants of NDFB-ATF from Baldova Part-II village in Dhurbi District. The arrestees were identified as Fazlu Seikh and Razaak Ali.

ULFA-PTF is yet to finalize its charter of demands to pave the way for starting formal talks with Central and State Governments. Sources in the pro-talk faction of the ULFA said that they had a few rounds of discussion on the draft charter of demands prepared by the SJA and a few more rounds of talks would be held within the next few days. The formal charter of demands would be finalized before the formal talks on political issues resume, sources said. The pro-talk group was also thinking in lines of sending one senior member to Bangladesh to meet ULFA general secretary Anup Chetia, who was under the protective custody of Bangladesh after completing his jail term.

Two ULFA militants identified as Haricharan Barman (25) and Dipak Das (24), were arrested by SFs from Borobazar under Bongaigaon Police Station in Dhubri District. The SFs recovered one Japan-made revolver and eight rounds of ammunition from them.

At least 30 hardcore militants of ULFA's ULFA-ATF led by Paresh Baruah, under the leadership of '2nd lieutenants' Pradip Gogoi alias Aaka and Tibrajyoti Baruah and 'sergeant major' Muhim Baruah entered Sivasagar District in Assam from Myanmar through Waksing Basti of Nagaland along Assam Nagaland border of Charaideo sub-division in Sivasagar District recently. The 30-member group was trying to enter nearby Tinsukia, Dibrugarh and Lakhimpur Districts for organisational purposes and for secure shelter. The activities of the group will be controlled by 'MMHQ' 'Major' Jeevan Moran will be in charge of MMHQ.

May 22 UDPF called a 24-hour Assam bandh (general strike) demanding a separate Bodoland state and an early solution to the NDFB problem. The NDFB (Progressive) extended its support to the bandh.

Two NDFB militants, identified as Abdus Sattar (28) and Abdul Munna (34), were arrested by SFs from Madhusoulmari village under Gouripur police station of Dhubri district. One pistol and one round of ammunition were recovered from them.

May 24
The 'commander-in-chief' of the banned ACMA was arrested from Gossaigaon near his home in Kokrajhar District following an attack on the vice-president of AASAA. AASAA vice-president Inus Tuddu was seriously injured when suspected ACMA militants fired at him at Pakriguri in Kokrajhar District on May 23.

'Chairman' of the ULFA-PTF, Arabinda Rajkhowa said that the outfit will make the people of Assam aware of its charter of demands before submitting it to the Government of India to start the process of formal talks on May 24. Talking to the Assam Tribune, Rajkhowa said that the people of Assam have the right to know what the ULFA would demand for political solution of the conflicts. Although the ULFA was yet to set any deadline for finalizing the demand charter, Rajkhowa asserted that it would be ready before the next round of talks with the Government of India. Replying to a question on whether there was any chance of ULFA 'commander-in-chief 'Paresh Baruah joining the peace process, Rajkhowa said, "So far Baruah has never said that he was against political solution to the conflicts. He also never said that he wanted military solution to the problems."

SFs arrested two militants of (ACMA, identified as Labin Baskey (20) and Samai Murmu (20), from the outfit's camp at Balajan under Gossaigon Police Station in Kokrajhar District.

'Chairman' of the ULFA-PTF 'Chairman' Arabinda Rajkhowa publicly sought forgiveness for the killing of 10 children and three women in a bomb blast in Dhemaji District on August 15, 2004. Rajkhowa, at a public meeting in Dhemaji town, where 'foreign secretary' Sasa Choudhury, 'political advisor' Bhimkanta Buragohain and 'cultural secretary' Pranati Deka were also present asked for forgiveness from the families of the victims and the people.

SFs arrested a ULFA militant from Merapani area in Golaghat District. The arrestee was identified as Palashjyoti Baruah. SFs recovered a 9mm pistol, bullets of AK-47 rifles, .22mm pistol, an IED, two mobile handsets and some incriminating documents with ULFA stamps from him.

Two militant outfits accused the Government of India of giving "preferential treatment" to the ULFA-PTF and demanded that the laws should be equal for all, reports Assam Tribune. Highly placed official sources said that the NDFB-PTF recently sent a letter to the Prime Minister Dr Manmohan Singh alleging that same rules were not applied in case of all the militant outfits of the region. Sources said that another militant outfit Black Widow also echoed similar sentiments in a letter to the Government of India.

Four Muslim MULTA militants were arrested by Security Forces from Paglatek under Goalpara District. Two pistols, three grenades, two mobile handsets with SIMs and a motorbike were recovered from them.

A militant of NDFB-ATF, identified as B. Safre, was killed by SFs at Amlaiguri under Serfanguri Police Station in Kokrajhar District. SFs recovered a Sweden-made 7.65 pistol along with three magazines and 12 rounds of ammunition.

NDFB-ATF 'vice-chairman' G. Rifikhang was sent to five-day Police custody by the Kamrup chief judicial magistrate`s court in Kokrajhar District.

Four Santhal Tiger Force militants, identified as Shew Hasda (25), Som Hembram, (22), Modu Hadsa (30) and Lokon Hadsa (35), were arrested by Security Forces (SFs) from Shantipur under Chirang District One US-made pistol, one magazine, 5 rounds of ammunition, a gun and two grenades were recovered from them.

Union Home Minister, P. Chidambaram stated that Centre was unaware about Chetia's whereabouts and his application seeking asylum in the neighboring country. "I am not aware whether Chetia is in Bangladesh. We are not even aware where Chetia is at the moment," Chidambaram said, denying any knowledge about Chetia filing petition seeking political asylum in the country.

Two ULFA militants, identified as Abhoy Gogoi (25) and Akon Borgohain (25), sustained serious injuries in an encounter with SFs at Tamulibari Gaon in Dibrugarh District.

Four UNLF militants including a 'captain' of the outfit were arrested by the SFs in Guwahati. The arrestees were identified as SS Singh, Ming, 'captain' M Joy Singh and identity of fourth militant was not specified. Several laptops, two mobile handsets and documents were recovered from the house. The seized laptops provided information about the UNLF purchasing land in Guwahati for setting up a base in Assam, whereabouts of their leaders and some organizational inputs, the officials said.

June 3
SFs arrested an AANLA militant, identified as Hemakanta Dhandasi, from Farkating railway station in Golaghat District.

ULFA militant identified as Susen Tanti, alias Rajesh Tanti surrendered before Security Forces (SFs) in Dibrugarh District. He handed over a magazine and a bullet during his surrender.

ULFA-ATF served a 'quit notice' to a private oil and gas company in Assam alleging that they were exploiting the State's natural resources against the local people's interest, reports Assam Tribune. "We are giving them the notice to stop all their operations in the State and leave within one and half months from June 3, said an ULFA statement on the quit notice to Shiv-Vani Oil and Gas Exploration Services Ltd.

NDFB-PTF asked the Centre to replace the bureaucrat interlocutor with a political representative from the Prime Minister's Office to ensure a political solution to the Bodo problem.

Security agencies refused to allow family of 'commander-in-chief' of ULFA-ATF, Paresh Baruah to India from Bangladesh.

A self-styled 'lieutenant corporal' of the ULFA, Gona Sarania (24), was killed in an encounter with Security Forces at Thalkuchi under Borbori Police Station in Baksa District One Ak-47 series rifle, one pistol, 30 live rounds of ammunition and 10 empty cartridges were recovered from the possession of the slain militants.

June 6
An army officer, Lt Manoj Misra, was injured in an encounter with a group of ULFA cadres near the Koilamati during a search operation against ULFA militants under Digboi Police Station in Upper Assam's Tinsukia District.

An arms factory suspected to be run by the militants of RVA was busted by (SFs) at Khamri under Dudhnoi Police Station of Goalpara District. SFs recovered three assault rifles resembling INSAS and two air guns from the factory along with various small and large-size instruments used in making arms. Two RVA militants were also arrested during this operation. The militants were identified as Akshay Rabha (37) and Duta Rabha (28).

Some militants loyal to Paresh Baruah may launch attacks in three upper Assam Districts. Sources in Security agencies said ULFA hawks are trying to sneak into Tinsukia, Dibrugarh and Sivasagar Districts from neighbouring Nagaland and Aruanchal Pradesh and may cause damage with the help of some other groups. "They are trying to sneak into Sivasagar, Tinsukia and Dibrugarh districts from two neighbouring states which share borders with Myanmar. Inputs revealed that they may launch attacks in these Districts to make their presence felt," said a senior security officer.

The non-Dimasa tribal organizations of Dima Hasao District brought out a huge rally in Haflong, the headquarters of the southern Assam District, seeking bifurcation of the hill Distric. Hundreds of tribals joined the rally, which was organized by the NCHIPF. The programme was supported by some other sister organizations of the NCHIPF. They demand bifurcation of the district into Dima Hasao and North Cachar Hill Districts.

A 'second lieutenant' of PLA, identified as Joychandra Lairellakpam alias Abung alias Okendro, was arrested along with other six militants of the outfit in Guwahati.

Narendra Kiling, member of the Karbi Anglong Autonomous Council and a Congress youth leader, was shot dead by KPLT militants at his residence in Diphu District. The militants also took away three service rifles and around 70 rounds of ammo from the home-guards.

June 9
SFs arrested a MULTA militant, identified as Nehrul Islam, in Tinsukia District. SFs recovered a 303 pistol from him.

The NIA will be filing cases against the four ULFA militants and the seven PLA militants who were arrested from different parts of Guwahati recently.

UNLF chairman RK Meghen, urged all to shun culture of extortion and start earning their own livelihood instead of draining the public. Speaking to reporters after being produced before a special court by the NIA in Guwahati, the militant leader said that serving extortion notices and lobbing bombs, opening fire and threatening the public, in case the demand is not met is not a healthy trend for the future of the land and the people. On the announcement of the Chief Minister daring the militants to come forward and take part in the election process to see whether they enjoy the support of the people or not, Meghen said that the plebiscite model mooted by the UNLF is akin to what the Chief Minister said. The UNLF leader said, "We welcome the Chief Minister's challenge to see whether the public support the militants or not" and added that the UNLF will respect the mandate of the people in any forum held under the supervision of the United Nations. Deploying a large number of security forces and asking the people to come out and vote in an atmosphere of fear and intimidation can never be free or fair, said the UNLF Chairman.

Chief Minister Tarun Gogoi said that the ULFA cadres would have to formally sign a ceasefire accord vowing suspension of operations, before the peace talks takes a concrete shape. "Everything would be done as per the norms and even though they have come over ground formal announcement of ceasefire from both the sides would be a necessity," Gogoi said, while replying to a question at a press conference. Gogoi also informed that the Ranjan Daimary-faction of the (NDFB) has expressed its willingness to meet him to discuss certain issues, to which he had obliged. "I will meet them within this month and ask them to submit a report to facilitate talks. Our stand is the same even with the BW). We welcome talks but those who resort to violence would be dealt with firmly," the Chief Minister added.

A ULFA militant, identified as Akon Sonowal, was shot dead during an encounter with the Police at Uvotajan village near Krishna tea estate under Digboi Police Station in Tinsukia District. The militant hailed from Mahadevpur Police Station area in Lohit District of Arunachal Pradesh. Police recovered one 9mm pistol, four live rounds and empty rounds from the site of the encounter.

One NDFB militant, identified as Dwijen Narzary (30) of Bhandorguri in Chirang, was arrested from Alengmari of Amteka village under Amguri sub-Police Station of Chirang District. One hand-made bomb with two extortion letters recovered from Narzary.

SFs arrested a militant of NDFB-ATF, identified as Milan Brahma (24), from Bansijhara village under Bogribari Police Station of Kokrajhar District. SFs recovered a 9 mm pistol, one magzine and 6 rounds ammunition from him.

SFs arrested a NDFB-ATF militant identified as Khalilur Rahman (45) from Baniamari village under Gouripur Police Station of Dhubri District. SFs recovered one .303 single-shot pistol and two rounds of ammunition from him.

Chief Minister Tarun Gogoi said that the next round of dialogue between the ULFA-PTF and Government of India is likely to be held in a couple of months' time after they write a formal letter to Government of India expressing their intention to sit for negotiation.

June 16

A militant of NDFB-ATF was killed by SFs at Number 3 Salaikhati village in the Biswanath Chariali Police Station in Sonitpur District. The identity of the slain militant is yet to be confirmed.

SFs busted an inter-State fake currency racket in Hailakandi District and arrested a person, identified as Kamal Uddin Laskar (28), in connection with the case on June 11.. SFs recovered fake notes worth INR 1.50 lakh from the possession of the arrested person.

The NDFB-P called a 48-hour railway and national highway bandh in the state on June 20 to press for an immediate grant of a state of Bodoland for Bodo people under Articles 2 and 3 of the Indian Constitution.

Chief Minister Tarun Gogoi met Home Minister P Chidambaram to work out the modalities of talks with ULFA. The meeting, held at the North Block, was also joined by Joint Secretary (North-east), Shambhu Singh.

SFs rescued both the executives of (ABCIL), who were abducted on June 6 from the suspected Bru militants belonging to the UDLA in Hailkandi District.

Vice President of ULFA-ATF), Pradip Gogoi said that Arabinda Rajkhowa-led ULFA was ready to declare ceasefire with the Government for the sake of peace talks and Rajkhowa was having the power to take any decision on peace talks.

SFs recovered a powerful IED attached to a programmable timer device from the Guwahati-bound 5657 UP Kanchanjunga Express near Kamakhya station in Guwahati. The explosive weighing around 5 kilograms was set in a container found inside a bag. The bomb was fitted with three detonators and was aimed at triggering mass casualty as a huge number of passengers were aboard. APA claims responsibility of bomb.

Sevanand Murmu, the Kokrajhar area 'section commander' of the APA, informed the mediapersons that the bomb which was recovered from the Kanchanjunga train in Guwahati Station was planned by their organization to press for their demands of ST status and autonomous council, which were not given any importance by the Government.

June 19

Deputy 'commander-in-chief 'Raju Baruah of ULFA-ATF said that ULFA-ATF was set to declare ceasefire formally to pave the way for Peace Talks with the Centre. He said that that general council decided to declare ceasefire either by the end of this month or the first week of July. The ceasefire declaration by ULFA-ATF was expected soon after some formalities are completed. This will be followed by signing of the suspension of operation between the Government and ULFA-ATF. This may happen either in the third or fourth week of July. The ceasefire ground rules will be finalized at the same time, he said.

SFs arrested a militant, identified as Pranab Roy, of the the KLO, from Salakati Kamarpara in Kokrajhar District.

The surrendered militants of DHD who are staying in designated camps after surrendering arms have demanded immediate rehabilitation,

ULFA-PTF 'chairman' Arabinda Rajkhowa sounded optimistic about the proposed peace talks with the Centre, and said that the talks would usher in peace and progress in the State, reports. Rajkhowa further said that hectic correspondence was going on to include the outfit's 'commander-in-chief' Paresh Baruah in the dialogue. He expressed confidence that the Anti-Talk Faction would also join the peace process.

Central Government interlocutor P.C. Haldar and the (NDFB-P) discussed the peace process The meeting focused on the issue of a separate Bodoland, a key issue raised by the NDFB-P. Haldar assured the NDFB-P of a political solution to the Bodoland issue within the framework of the Indian Constitution, while the Bodo outfit insisted that the proposed Bodoland should include the tribal belts and blocks right from North Bank to Sadiya. An 11-member team of the NDFB-P, including outfit chairman Govinda Basumatary and secretary S Sanjaram, and a BNC member attended the meeting held at the Assam Police guesthouse, Kahilipara in Guwahati.

Two Improvised Explosive Devices (IED) were recovered from Bengenabari area under Sonari Police Station in Sivasagar The IEDs weighed 2 kilograms and were 15 cm in length. The IEDs were later defused by the SFs.

June 21
Three NDFB militants were shot dead by the SFs in an encounter that took place at Gosaigaon in Kokrajhar District .One of the militants was identified as Bipul Rabha. Some arms were also recovered from the encounter site. During the 2009 anti (ULFA) operations in Bangladesh, a seizure of more than 500 weapons was made.

Union Government is trying to pursue the ULFA-ATF led by Paresh Barua to sit for talks, reports. ULFA-ATF is reportedly based on the Taga area of Myanmar and has found itself in the middle of the fight between Kachin militants and Myanmar's Government forces. The NDFB-ATF militants have taken shelter in north Bengal area of West Bengal to escape the pressure from SFs in Assam. A highly placed source in Assam police told that Subraksha Brahma alias Sagrid, who was arrested at the Rajiv Gandhi International Airport at Shamshabad in Hyderabad recently, confessed that several hardcore militants of the outfit have taken shelter in north Bengal, especially in Jalpaiguri District. "According to him, most of their cadres are hiding in Jaigaon and Kumargram, among other areas, in Jalpaiguri district with the help of Communist Party of India-Maoist and activists of the Kamtapur Liberation Organisation," the source said. Sagrid further revealed that NDFB-ATF leader B. Anthaialias Onthao is hiding in Nepal.

The suspension of operations with NDFB and DHD is likely to be extended beyond June 30th.

An IED was recovered from Teok Habigaon in the Sonari area in Sivasagar District. The IED weighed about 5 kilograms. The ULFA-ATF is suspected behind the incident. The IED was later diffused by the SFs.

SFs arrested two ULFA militants, identified as Bolen Moran and Birudh Gogoi (20), from Dhola in Tinsukia District. One AK 81 rifle, 30 rounds of live bullets, mobile phones and documents were recovered from their possession. One of the militant 'Birudh Gogoi' confessed to his involvement in the firing case at Bogribarigaon in Tinsukia District on June 6.

An extortion demand for INR 200,000 was served by a NDFB militant on Hafiz Basir Ahmed, MLA, Bilasipara West of Dhubri District on June 22.

Security has been stepped up in passenger trains and railway station across Assam due to the warning coming from intelligence agencies about plans to trigger off explosions on trains by the militants of NDFB-ATF and APA.

SFs vacated the Gohpur weekly market in Sonitpur District and searched for explosives. Sonitpur Superintendent of Police A.K. Tiwari said that we had information that NDFB militants could carry out explosions in crowded places and with the weekly market fitting the information, we carried out a thorough search there.

The Court of the Sub-divisional Judicial Magistrate (SDJM), Kamrup, remanded Krishak Mukti Sangram Samiti (KMSS) leader Akhil Gogoi to judicial custody after investigators probing June 22 Dispur violence did not seek any further extension of Police remand, reports Assam Tribune. Gogoi, who was arrested and subsequently remanded to three days' Police custody on June 24, was reproduced before the Court of SDJM Ramen Baruah on June 26 - a day before the expiry of the remand period - purportedly to avert any law-and-order situation on June 27.

The Union Home Secretary GK Pillai said that there was marked improvement of the overall situation in the North East region and there was greater desire for peace not only among the common people but also among different militant groups of the region. He expressed the view that the Government would have to take advantage of the situation and efforts have already been launched in this direction. Pillai pointed out that the level of violence in the region has come down considerably, which is a positive sign. But at the same time, he admitted that extortions by militant groups remain a cause of concern.

Charges have been pressed against 11 new suspects including former State Minister for Home Lutfozzaman Babar and JeI Chief Motiur Rahman Nizami in two cases filed in connection with the 10-truck arms haul in Chittagong on April 2, 2004, reports Daily Star. The investigation officer on June 26 stated that, the arms produced in Chinese factory Norinco were to be transported to India for Assamese separatist group ULFA.

Apart from Babar and Nizami, ULFA leader Paresh Barua, former Director General of National Security Intelligence (NSI) Brigadier General (retired) Abdur Rahim, the then Director of the DGFI Major General (retired) Rezzaqul Haider Chowdhury, who was later appointed as the DG of NSI, are on both the charge sheets.

The others are former NSI Director Wing Commander (retired) Shahab Uddin, ex-NSI Deputy Director Major (retired) Liakat Hossain, ex-NSI Field Officer Akbar Hossain Khan, former Additional Secretary of Industries Ministry Nurul Amin, ex-CUFL Managing Director Mohsin Talukder and former CUFL General Manager (administration) Enamul Hoque. All 11 new suspects except ULFA leader Paresh, and Nurul Amin are in prison, said the investigator.

UPDF rejected the bill of fifteenth amendment to the Constitution. They criticised the Government's move to keep 'Bismillah' in the Preamble and Islam as State Religion in the Constitution. Terming the bill controversial, the president of UPDF Prosit Khisha in a written statement said ethnic communities of Bangladesh will not accept the Bangalee nationality. The NDFB-ATF on June 25 threatened to pull out of the unilateral suspension of operations if its cadres are further targeted by the Security Forces.

SFs arrested two militants of the NDFB-ATF, identified as Rabi Basumatary alias Rangabhija (30) and Udhyachal Daimary (23), at Sialmari under Salbari subdivision in Baksa District. 7.65 mm pistol, a magazine, a mobile set with a SIM card were recovered from the possession of the arrested persons.

SFs arrested two NDFB linkmen, Rafiqul Islam (38) and Noor Mohammad Ali (43) along with one pistol, two rounds of ammunition and INR 100,000 from Gerugaon-Hapachera village of Bongaigaon District.

MHA issued a statement with regard to the extension of ceasefire with the NDFB-P "It has been decided and mutually agreed to extend the suspension of operations agreement with the NDFB-P for a further period of six months up to December 31, 2011".

SFs arrested Isha Reang (28) of Bru Liberation Army, previously known as Bru Liberation Front of Mizoram (BLFM) from Damcherra in Hailakandi District. Four militants of NSCN-IM Haokam Haokip (20), Bipul Basumatary (23), Pannagam Kamhoa (15), and Raja Basumatary (22) surrendered before the SFs at Lekhapani in Tinsukia District.

ULFA-ATF refuted the claim made by Ranjan Daimary of NDFB-ATF about the soft approach by the SFs towards ULFA.

With ULFA-ATF deadline to Shiv Vani Oil and Gas Services Pvt Ltd. to leave Assam ending on July 18, Security measures have been beefed up at all the projects sites of the company. The company has four oil rigs in collaboration with the ONGC in Sivasagar District and five in collaboration with OIL in Dibrugarh and Tinsukia Districts. It has a project office in Duliajan in Dibrugarh District and a base office in Tinsukia.

A new militant outfit, named DNRF, headed by 'chairman' Hasong Dimasa and 'finance secretary' Diamond Dimasa, has been formed in Dima Hasao District. DNRF 'publicity secretary' Black Dimasa said that the aim of the outfit is to "ensure safety and security of the Dimasa people living in the region and all-round development of Dima Hasao District."

Anti-talks faction of ULFA-ATF with instructions from senior ULFA-ATF leader Jibon Moran has started recruiting school dropouts. A source said, "The cash incentive, which is given right at the time of joining, ranges between INR 1,000 and INR 6,000. Moreover, the cadres are also promised monthly pay once they are trained and are fit for operations,"

The suspected RDX used in the 2008 Assam serial blasts by the NDFB were procured by NDFB operative Gajen Shah from the Army's firing range in Baksa District.

ULFA leader 'Major' Ranjan Chowdhury (48) and his alleged Bangladeshi accomplice Pradip Marak (58) were produced in a court in Kishoreganj District. Three suspected militants, belonging to Naga community, shot dead Babul Rongmei (40), 'chairman' of Barak Valley Hill Tribes Development Council and injured his brother-in-law Babute Rongmei (22), at Sabajpur village in Cachar District. One of the militants was later killed by the villagers.

105 passengers were injured as an explosion took place at about 8:30 pm in the night of near Dhatkuchi located between the Rangia and Ghagrapar rail stations in west Assam leading to the derailment of the Guwahati-Puri Express.

SFs killed two KPLT militants, including 'Commander-in-chief 'Angpang Engti and his bodyguard Ading Rangpi, at Upper Deihori Rangpi Kro village in Karbi Anglong District. Another militant was injured. An AK-56 rifle, a .303 and a gun along with ammunition were recovered during the operation.

ULFA-PTF 'Chairman' Arabinda Rajkhowa declared unilateral and indefinite cease-fire with the Government, reports Assam Tribune.

SFs arrested 16 militant belonging to Adivasi People's Army (APA) in relation to the derailment of the Down Guwahati-Puri Express at Bhatkuchi in Kamrup (Rural) District on July 10. Also, forensic tests of the samples collected from the site of the incident, revealed that militants used a mix of TNT and Tetrazine which is similar to the materials found in the IED recovered from Kanchenjunga Express on June 17.

Superintendent of Government Railway Police, K. K. Sharma, said, "Combing operations are on in the areas where there is presence of both Adivasi and Bodo population. An alert has already been sounded across the state and security arrangements for our railway tracks have been beefed up as we cannot rule out the possibility of more attacks in the run-up to Independence Day."

SFs arrested four top APA militants, identified as Mosey Hasda (29), Satish alias Karan Hembramb (22), Surendra alias Shivkumar Hembramb (28) and Absolam alias Mangal Hasda, at Grahampur village of Gossaigaon subdivision under Kokrajhar District.

SFs arrested two suspected APA militants Mathews Mardi (22) and Anthony Orang (50) from Darrangamela in Kamrup District, reports The Telegraph.

Union Home Minister P. Chidambaram acknowledged the ceasefire announced by ULFA-PTF in Assam and said, "The Government of India welcomes the announcement made by the ULFA," adding that "The Government of India in consultation with the Government of Assam will facilitate an early start to the talks".

Chief Minister Tarun Gogoi welcomed the ceasefire declared by ULFA-PTF and said that the State government would take all steps to carry forward the peace process.

Paresh Baruah 'chairman' of ULFA-ATF has said that he will not abide by the cease-fire declared by ULFA-PTF.

Two UKDA militants surrendered before SFs at Diphu in Karbi Anglong District. The militants have been identified as 'corporal' Thenhao Vaiphei alias Recky and 'Lieutenant' Paotin Mang Doungel alias Babu.

SFs recovered three detonators, 10 detonator caps, 3 gelatine sticks, 20 meters flexible wire, 1 demand note of NDFB and fake currency notes valued at INR 25,000 from the house of Nripen Rabha of Natun Howly in Baksa District.

SFs recovered explosive materials, including gun powder, liquid chemicals (suspected to be ammonium nitrate) and some wires, at Satmile in Guwahati.

A four-member team belonging to NDFB-PTF comprising 'general secretary' B. Swmkhwr, 'home secretary' M. Gerema, 'finance secretary' B. Detsung and 'organising secretary' B.K. Olongbar met the Governor and urged him to take necessary steps to break the stalemate in the talks for an early solution.

After the meeting, Swmkhwr told reporters, "The Bodo people have been fighting for a separate state for many years but it has not been fulfilled. We want a permanent solution to the Bodo problem that would address the issues and concerns of the community."

'Central publicity secretary' of the United ULFA-PTF 'Mithinga Daimary said that that the unilateral cease fire was not a personal decision of the ULFA 'chairman' Arabinda Rajkhowa.

APA has sent feelers to the Government for giving up arms and holding talks.On July 13, chief minister Tarun Gogoi said, "I have been told that the Adivasi People's Army is now seeking peace talks with the Government."

Based on confession made by a Reang militant, SFs recovered a rocket launcher, its seven ammunition, two M-16 magazines, one G-3 magazine and country-made firearms from Sohanpunji in Karimganj District.

ULFA-ATF has started using members of Manipuri militant outfits, PLA to indulge in acts of violence in Assam, particularly in the upper Assam Districts and might plan to indulge in major acts of violence in the run up to the Independence Day celebrations.

ULFA-PTF has started work for the first designated camp at Baniakuchi in Tihu in Nalbari District and nine more camps of similar nature will be constructed. Security Forces arrested a militant of the NDFB-ATF at Itakhola under Sootea Police Station in Sonitpur District. The arrested militant was identified as Siring Basumatary.

SFs arrested two All Adivasi National Liberation Army (ANLA) militants, Thiofeel Kurmi and Mariush Tigga, from Daflagarh in Sonitpur District. Two .9mm pistols and live ammunition were recovered from them.

Chief Minister Tarun Gogoi said that Assam ministers are on militant hit list and also confirmed the reported merger of ULFA-ATF, PLA, and other North-Eastern militant groups in Myanmar.

Security agencies have learnt that the two groups of ULFA-ATF-PLA militants have entered Sivasagar and Tinsukia Districts through Mon District of Nagaland to carry out attack on oil installations (particularly pipelines), railway oil tankers and Security Forces (SFs).

Union Government has decided to hold direct peace talks with United Liberation Front of Asom (ULFA) and the first round of the proposed dialogue would be held at the secretary level.

The Chief Minister said his Government was also pursuing peace talks with the Black Widow (BW). Gogoi also said the Government would soon start the peace process with the Adivasi People's Army (APA), which declared a unilateral ceasefire recently.

ULFA-ATF is eyeing to strike Sivasagar, Tinsukia, Dibrugarh, Jorhat, and Golaghat Districts in the upper Assam ahead of the Independence Day.

Preliminary interrogation of the five militants arrested by SFs on July 23 revealed that various North-East militant outfits have joined hands to carry on subversive activities in Assam and other states in the region.

Four militants of anti-talks faction of NDFB-ATF during the interrogation revealed that NDFB-ATF has set up camps in the Hakha area of Chin province in western Myanmar since September 2009 and at present 93 militants are undergoing training at the camp.

SFs arrested suspected ULFA-ATF militant Suren Mura alias Khagra (40) along with three of his relatives Sanjay Karmakar (35), Ajoay Karmakar (19), and Ajoy Mura (28) from Samdung Tea Estate under Panikhowa Division in Tinsukia District. SFs recovered a Chinese AK 81 with 116 rounds of bullets during the process.

A senior Pro ULFA-PTF leader, saying that ULFA-PTF has not included the demand for a sovereign Assam in its charter of demands prepared for next month's first direct negotiations between ULFA-PTF and the Government.

ULFA-ATF militants exploded a grenade on July 27 (ULFA Martyrs' Day) near DDR College at Chabua in Dibrugarh District. Police said four shops were partially damaged while no one was injured in the attack.

A powerful bomb was defused by the Police at a bus station in Dhubri Town.

ULFA-PTF observed 'Martyrs' Day' at their designated camp at Kakopathar in Tinsukia District.

ULFA-PTF 'finance secretary' Chitrabon Hazarika said, "The charter of demands is almost ready and it will be finalized within a couple of days." He further said, "We will submit the charter of demands to the Centre soon."

SFs on recovered two 7.62mm SLR rifles with 14 rounds of live ammunition and two magazines from thick undergrowth along the banks of the Dhansiri in Majuli in Udalguri District, at the State's tri-junction with Arunachal Pradesh and Bhutan.

SFs Arrested one ULFA militant, Lachit Khanikar, and a linkman in Tinsukia District. One Pistol and two Chinese grenades were seized from them.

Arrested 'Publicity Secretary' ULFA-ATF Rittik Hazarika alias `Lieutenant' Arun Udoy Dehotia informed interrogators that Paresh Baruah was holed up in Myanmar's Kachin State and he was part of a ULFA mobile camp in Nagaland's Mon District which has around 6 to 7 cadres under senior Nayan Medhi.

30-member peace committee comprising the tea community, Karbi villagers and officials of Golaghat and Karbi Anglong administrations has been constituted and security beefed up to defuse ethnic tension and thwart KPLT militant attacks along the Golaghat-Karbi Anglong boundary in Assam.

Arabinda Rajkhowa 'chairman' ULFA-PTF said, "A majority of the people of the state have formed an opinion that Assam's existence can be protected only within a sovereign country of Assam."

Suspected ULFA militants abducted Bhagawati Prasad Sarma and Bijoy Sarma near Tarani reserve forest under Pengeri Police Station in Tinsukia District.Bijoy Sarma was, however, released later on the same day.

Unidentified militants abducted 'supervisors' of Diphu-based Macro Construction Company Hari Barman and Montu Barman in Golaghat District.

SFs recovered a consignment of arms and ammunition and extortion notes from a forest area under Bokajan Police Station in Karbi Anglong District.

In two separate incidents at Gossaigaon subdivision in Kokrajhar District, suspected militants hurled two handmade bombs at the central range office under Kachugaon forest department but the bombs did not explode. Another bomb was found at Padmabil.

Also, on July 28 unidentified youths shot and seriously injured Anen Narzary (28) at Baganshali area under Bijni Police Station in Chirang District.

SFs arrested two NDFB militants, Sarjing Narzary and Kalaram Mushahary from Koilamoila Agrong area under Bijni Police Station in Chirang District. One pistol, one grenade, 10 live ammunition and 3 NDFB demand notes were recovered from them.

SFs arrested two MULTA militants from Rangamati area of Dhubri District. One pistol with ammunition and INR 30,800 was recovered.

Union Home Minister P. Chidambaram is likely to formally seek extradition of ULFA 'General Secretary' Anup Chetia who has completed his jail term in Bangladesh.

A ULFA militant, Tapan Borkakati (32), was arrested in a joint operation by Police and the Army from Sakadol village under Mushalpur Police Station in Baksa District. Police said he was involved in extortion in the area.

Bangladesh is looking for ULFA leader Paresh Barua and wants to arrest him in connection with the 2004 Chittagong arms haul.

NIA court in Guwahati rejected the bail petition of jailed BW 'chairman' Jewel Garlosa and 'commander-in-chief Niranjan Hojai, in connection with the alleged misappropriation of money from the North Cachar Hills Autonomous Council in 2009.

ABSU 'president' Pramod Boro, said about 300 people were killed due to violence in Bodoland in the past five years while addressing a gathering at Jwhwlao Swmbla Fwthar of Goybari in Chirang District on the occasion of the 15th death anniversary of former president of the students' organization Swmbla Basumatary, who was killed by suspected NDFB militants on July 30 in 1996. The day is observed as the "Anti-Terrorism Day" by the student union on July 30 every year.

SFs on July 31 recovered and defused three powerful IEDs from the busy Vehbari area in Assam's Kamrup (Rural) District. One Mustafa Ali has been detained in this connection.

Karbi militants released the two employees of a construction company, Hari Barman and Montu Barman who were abducted on July 27 from Hatipahar in Golaghat District.

'Central delegates' meet of the ULFA-PTF presided over by 'chairman' Arabinda Rajkhowa was held at the designated camp of the outfit's 709 battalion at Moiradanga village in Nalbari District. In the meet, ULFA-PTF, decided to send a delegation by August 10 to the Central Government for the talks and also approved of the charter of demands prepared by the SJA as well as those approved by its central executive.

Suspected NDFB-PTF militants damaged portions of railway tracks resulting in the derailment of 11 wagons of a Guwahati-bound goods train in between Kokrajhar and Fakiragram in Kokrajhar District. The incident occurred during the 48-hour rail-cum-road bandh (General strike) beginning from 5 am on August 1 called by NDFB-PTF seeking the Centre's discussion with the outfit for the creation of Bodoland.

BTC 'chief' Hagrama Mohilary termed the incident as most unfortunate and said "There are better ways of pressing an outfit's demands before any government".

NDFB-PTF appealed to tribal Members of Parliament (MPs) to raise the separate Bodoland issue in the ongoing parliament session. NDFB -PTF 'information and publicity secretary', S Sanjarang, said" We earnestly appeal for your (tribal MPs) support on our issue and intervention to help us by raising the demand for creating Boroland [Bodoland] state as per the provision of Articles 2 and 3 of the Indian Constitution in this monsoon session of the Parliament". He further said that "The peace process may break down at any moment unless the Centre takes a pragmatic and sympathetic approach to solve the "vexed Bodoland" issue. Due to lack of political will on the part of the government of India in conceding the legitimate demand, the dialogue is going on at a snail's pace".

SFs recovered and defused an IED weighing 8 kilograms from a Nazira bound passenger bus at Maibela in Sivasagar District.

Extortion activity of ULFA-ATF has increased in recent times at Moran under Dibrugarh District and Mahmora in Sivasagar District. ULFA-ATF has slapped huge extortion notes demanding amounts between INR 100000 to INR 7million, to tea garden owners, businessmen, Oil India Limited (OIL) employees and even to some teachers allegedly signed by 'lieutenant' B Das and 'lieutenant' Jitu Bora of ULFA-ATF.

Special Metropolitan Tribunal-1 in Chittagong, rejected bail to six people, including Jamaat-e-Islami (JeI) chief Motiur Rahman Nizami, in two cases relating to smuggling of 10-truck arms in Chittagong. The haul, largest ever in Bangladesh, was reportedly destined for rebels of Indian separatist group ULFA. The court fixed August 8 as the next date for hearing in the two cases.

The Tribunal also asked the authorities to submit reports on the arrest warrant for two newly charge-sheeted accused--ULFA leader Paresh Barua and former Additional Secretary of Industries Ministry Nurul Amin--both of whom are absconding.

India has requested Bangladesh to hand over "as early as possible" banned ULFA's 'general secretary' Anup Chetia. Union Home Minister P. Chidambaram stated that, "Anup Chetia is in jail. There is a case against him so it's tied up with what the court will do. But we have made a request that Anup Chetia should be handed over to India as early as possible." Chidambaram also complimented the Bangladeshi leadership for extending "splendid" cooperation in apprehending insurgent commanders.

NDFB-PTF led by 'chairman', B Sunthagra and 'publicity secretary', S Sanjarang and accompanied by BJP Lok Sabha MP Ramen Deka met Leader of Opposition (Lok Sabha), Sushma Swaraj in New Delhi, to urge her to prevail upon the Centre to expedite the peace process. The delegation is also planning to meet Union Home Minister, P Chidambaram.

SFs arrested a suspected National Democratic Front of Bodoland (NDFB) militant, identified as Monoranjan Boro, from Godajuli village under Dhekiajuli Police Station in Sonitpur District.

SFs arrested NDFB militant Nageswar Basumatary alias B. Nizwm alias Akheb from Chaitanpur under Salbari Police Station in Baksa District.

DNDF laid down arms in a surrender ceremony jointly organised by Dima Hasao District Police and the Indian Army at Haflong in Dima Hasao District. Of the 27 members of the outfit, only 19 participated in today's ceremony, while the remaining eight had allegedly gone out of the District to chalk out a post-surrender "strategy". The surrendered cadres included 'chairman' Layung Dimasa and 'commander-in-chief' Camera Dimasa. The team laid down 17 different types of arms and ammunition, including AK-series rifles, 1,400 live ammunition and 11 grenades.

A delegation ULFA headed by 'chairman' Arabinda Rajkhowa, and comprising of 'vice chairman' Pradeep Gogoi, 'foreign secretary' Sasha Choudhury, 'finance secretary' Chitraban Hazarika, 'cultural secretary' Pranati Deka, 'deputy commander in chief' Raju Baruah and 'publicity secretary' Mithinga Daimary will go to New Delhi on August 4 to submit a charter of demands to the Government of India to pave the way for formal talks with the Government.

Centre has opened back channel communication with the NDFB-ATF and is in the process of fixing the pre-condition for starting dialogue.

Union Home Minister P Chidambaram held Assam Government responsible for the delay in implementing Clause Eight of the Memorandum of Settlement (MoS) with BLT signed in 2003, which refers to conferring ST status to Bodo-Kacharis living in Karbi Anglong and North Cachar Hills (Dima Hasao) Districts. He further said at least 846 BLT cadres have been recruited in the Central Police Forces and approval for appointment of 400 ex-BLT cadres as SPOs has been given to the Assam Government.

SFs arrested four suspected militants of NSCN-IM from Khatkhati area in Assam's Karbi Anglong District. A .9-mm pistol was seized from them.

SFs on August 3 arrested one ULFA militant, identified as Manuranjan Pegu, at Jengraimukh in Majuli Sub-Division of Jorhat District.

AAGSU, apex body of Gorkha youths and students of Assam, on August 4 urged the Pro-Talks leaders of ULFA to negotiate the best in lieu of sovereignty and wished them best of luck.

AAGSU blocked the busy Sonari -Mon road at Namtola in Sivasagar District for about three hours asking Assam Government to take steps to tighten security in the inter-state boundary areas so that illegal activities of the militant outfits could be controlled.

August 5
SFs arrested a MULTA militant, identified as Fulchand Ali (32) hailing from Goalpara District.

One ULFA militant, identified as Jayanta Roy alias Sudhir (28), was arrested by SFs from Dhubri District. one .303 pistol, 3 round live ammunition, one mobile hand set, two mobile SIMs and two extortion notes was recovered from him.

ULFA-PTF sought amendment in the Constitution of India for finding "meaningful" ways to protect the rights and identity of indigenous people of Assam dropping its earlier demand of Sovereign. In the 'charter of demands' submitted to the Home Minister P. Chidambaram, Arabinda Rajkhowa, the Chairman of ULFA-PTF, said that "We demand Constitutional and political arrangements and reforms, including protection of the identity and material resources of indigenous population of Assam". On the issue of Paresh Baruah's (ULFA-ATF) opposition to any dialogue with the Government if 'sovereignty' issue is not on the table, ULFA-PTF 'Foreign Secretary' Shashadhar Choudhury said, "Baruah himself is yet to make any comment about the peace process. We hope that one day he will join in the talks," he said adding that of late there has been no contact with Baruah and he is "probably" living in Myanmar now. On the fate of 'General Secretary' Anup Chetia, who has been in detention in Bangladesh since 1997, Shashadhar Choudhury said, "the government of India officials told us that Chetia will be in India in soon, may be in weeks."

Suspected Dimasa militants on August 6 shot dead a businessman, identified as Majibur Rahman in Maibong of Dima Hasao District.

SFs dug out bodies of three Khelma villagers, Pielsuomlal Khelma, Jemchunlien Khelma and Zeichunglien Khelma from Lunding Khelmabasti in Dima Hasao District. They were kidnapped and killed by a team of BW militants in 2007 after they refused to pay annual 'tax' to the militant group.

In a meeting held among representatives of the Upper Assam Chamber of Commerce, tea industry and the Police in Jorhat, Police warned the tea and business communities not to concede to extortion demands and to inform the Police immediately if any demands were made.

August 7
NCHIPF, an umbrella organization of Bietes, Hrangkhawls, Hmars, Kukis, Karbis, Vaipheis, Zeme Nagas, Jaintias, Khelmas and other non-Dimasa ethnic groups has called for a Dima Hasao bandh (General Strike) from 1 am on August 8 to 5 am on August 12 seeking bifurcation of the District. NCHIPF has announced that train services would also be under the bandh purview.

SFs arrested four ULFA linkmen from Sualkuchi in Kamrup District who were attempting to collect INR 500,000 as extortion money from a businessman. The arrested persons were identified as Maniran Kalita, Barun Das, Banjit Das and Jakir Hussain. An extortion demand note was also recovered from their possession.

ULFA-PTF 'chairman' Arabinda Rajkhowa said that Pakistani fundamentalists had lent support to the group in the past.

August 8
The Chittagong Court on August 8 fixed September 7 for submitting report on execution of arrest warrant against ULFA leader Paresh Baruah, absconding accused in the Chittagong 10 Truck Arms case. Public Prosecutor Kamal Uddin Ahmad said that the Court order to arrest Paresh Baruah was sent to the Foreign Ministry to forward it to the separatist leader's village home at Dibrugarh in Indian state of Assam.

During the last two decades ULFA received help from ISI and Bangladeshi agencies. ULFA 'Foreign Secretary' Sashadhar Choudhury, who joined ULFA in 1985, said, "Pakistan's ISI trained ULFA.

GOC of Tezpur based 4 Corps, 'Lieutenant General' Shakti Gurung, expressed hope that ULFA commander-in-chief Paresh Baruah would come to the mainstream very soon.

ULFA Chairman Arabinda Rajkhowa denied there was a split in the group and also claimed that 'commander-in-chief' Paresh Baruah too wanted a solution to the conflict.

100-hour Dima Hasao bandh (general shut down) called by NCHIPF which began at 1 am on August 8, crippled normal life in Haflong, Mahur, Harangajao and Ditekcherra of Assam's Dima Hasao District.

SFs on August 10 recovered two powerful IEDs weighing nearly three kilograms each, one .9 mm pistol, one 7.48 U.S.-made pistol and seven live cartridges from a bus at Alamganj on NH 31 under Dhubri police station area in Dhubri District.

ULFA linkman was arrested at Bhadoi Panchali under Duliajan Police Station in Dibrugarh District.

Security arrangements in Karbi Anglong has been beefed up following the 60-hour Karbi Anglong bandh (General shut down) called by the KPLT from August 13.

Commenting upon ULFA-PTF' chairman' Arabinda Rajkhowa's reported statement that the ULFA procured weapons and also had taken the help of the Pakistani Government as well as ISI, ULFA-ATF 'chairman' Paresh Baruah said, "This allegation is completely baseless and such reports have been made with a purpose."

On the controversy over 'Publicity Secretary' of ULFA-ATF' 'Lieutenant' Arunudoy Dohutia issuing press statements on behalf of the ULFA, Baruah said, "There is no cause for debate on the existence of the convener of the ULFA central publicity wing. Whatever statement he issues is the present status of the ULFA."

In a joint operation, State Police and CRPF shot dead an unidentified militant of KPLT during an encounter at Kuli gaon under Bokajan Police Station in Karbi Anglong District.

August 11
Security Forces (SFs) recovered an IED weighing five kilograms from a Golaghat-bound bus at Lepetkata in Dibrugarh District.

Another IED weighing around four kilograms was recovered along with other explosive materials, along the Assam-North Bengal border at Boxirhat in Dhubri District. A person named Ali Akbar Mia and Akbar Ali and his wife Rufik Bibi have been arrested in this connection.

SFs arrested one militant belonging to KCP-Noyon identified as S Johny Singha (19) near Banskandi under Lakhipur Police Station in Cachar District.

IMBDF claimed responsibility of the arms and explosives that were recovered by the SFs from a bus at Alomganj in Dhubri district on August 10.

Upper Assam Chamber of Commerce has appealed to its members to immediately inform Police if extortion threats were received from ULFA or any other militant outfit.

SFs arrested an ULFA cadre, Lachit Das from Jorhat Town. Confession from the arrested militant led to the arrest of another ULFA militant identified as Arup Konwar from Sonari in Sivasagar District. Police recovered a China-made bottle grenade from him.

A former ULFA militant, Subhas Barman, was killed on August 12 by suspected KLO militants at Kherbari under Golokganj Police Station in Dhubri District.

SFs recovered a powerful IED weighing almost 5 kilograms from a suspected NDFB-ATF militant Kumud Gwayari (25) at Pancharatna railway station in Goalpara District.

In another incident a powerful IED weighing around three kilograms was recovered from the house of Dhula Ram Rabha (42) at Hatimura village under Dudhnoi Police Station in Goalpara District.

SFs arrested a NDFB militant Upen Goyary from Khagrabari in Salbari Sub-Division of Baksa District.

BW 'Chairman' Jewel Gorlosa and 'Commander-in-chief' Niranjan Hojai were granted a four-month interim bail by Gauhati High Court.

A truck driver, Nandu Mathu, was killed and 11 others, including six AJYCP activists, were injured when suspected KPLT militants opened fire on vehicles on National Highway 37 at Panbari near Kaziranga National Park. Four trucks and a Bolero were also damaged in the heavy firing.

Three militants belonging to the Manipur-based militant outfit, KCP-Noyon, including its "finance secretary" Athoubam Sunil Langamba, were arrested by SFs from the Bhetapara area of Guwahati.

BSF personnel arrested Abdul Sabur Ali (32), of Chiminag in West Garo Hills District of Meghalaya, from Singhimari in Dhubri District with two IEDs each weighing 500gm while he was going to Phulbari from Singhimari.

SFs arrested two NSCN-K militants, from Sarupathar area under Sungajan Police Station in Golaghat District. SFs found a pistol, some ammunition and extortion notes.

SFs arrested and recovered 24 detonators from Abdul Molatif at Gaurangtari village in Dhubri District.

Central Government is trying to open a channel of communication with ULFA-ATF 'Chairman' Paresh Baruah with the help of his friends of non-militant background in order to persuade him to join the ongoing peace process between the government and the Pro-talks faction of ULFA.

August 15
Suspected militants of the ULFA-ATF blew up a railway track in Darrangiri near Goalpara Town. The blast damaged a 10m stretch of the broad gauge track.

KPLT militants attacked the Ceasefire- designated Camp of KLNLF in Karbi Anglong District. KPLT claimed to have killed several KLNLF militants in the gunfight that lasted at least two hours. Police are yet to verify the claim.

Assam Chief Minister Tarun Gogoi called upon Paresh Barua, 'Chairman' of the ULFA-ATF, to join the ongoing peace process.

Four persons injured in Mushalpur of Baksa District when supporters of Hagrama Mohilary, Chairman of BTC as well as President of BPF clashed with BPF MLA from Chapaguri, and Ex-Military Secretary of BLT Hitesh Basumatary.

Ranjan Daimary, the 'chairman' of Anti-Talks Faction of NDFB-ATF said, "The ceasefire, which we announced unilaterally, is going in the right direction".

UDPF has called a 48-hour Assam bandh (general shut down) beginning 5 am on August 17, to press for their demand of a separate Bodoland and expedite the peace talks with the NDFB.

Central Government has stepped up efforts to complete the demarcation of the disputed Indo-Bangla border in Karimganj and Dhubri Districts before Prime Minister Manmohan Singh visit to Dhaka early next month.

Suspected Naga militants set ablaze a house at Upper Merapani along the Assam-Nagaland border in Golaghat District. The Naga militants also forced about 100 Assamese families to vacate their residential land on the foothills along the border and occupied the area.

A senior Home Department official said Assam Police is preparing to form a battalion in Assam Police with recruits from the surrendered cadres of DHD and BW. "We have to absorb them for rehabilitation and settlement. The selection process to recruit 235 men is on, after which they will be sent for training".

ULFA-PTF wants its 'General Secretary' Anup Chetia, who is in a Bangladesh jail, to be part of the delegation when the group starts the first round of discussion with the Government of India, on the charter of demands which it submitted on August 5.

Hiranya Saikia, former member of PCG, who took the initiative for bringing the ULFA to the negotiation table in 2005 said that the people of Assam wanted dialogue with all the members of the ULFA and not only with one faction of the outfit.

The peace process with KLNLF has hit a roadblock after the outfit rejected the Central Government proposal for more autonomy instead of its demand for a separate State.

SFs on August 19 killed seven suspected UDLA militants and arrested one militant at Gutguti Pathargenai jungle under Ratabari Police Station in Karimganj District, bordering Mizoram.

Two alleged NDFB militants, identified as B Thoksa (20) and Naga Basumatary, were arrested at Jalkhamgpar, a forest area between Naokata and Suklai, in Nalbari District.

August 20 SFs recovered 14 quintals of gunpowder from a Guwahati-bound truck at Chagolia inter-state checkgate in Dhubri District.

SFs arrested three suspects, identified as Mohammad Jalsa SK, Bipul Tarapdar and Mohammad Shah Alam SK, after they were picked up from Seven Mile area under Jalukbari Police Station of Guwahati city. SFs recovered seven SIM cards, Indian map and some ATM cards from them.

Senior Superintendent of Police (City) Deepak Choudhury said that the trio had been arrested on suspicion of having links with an international smuggling group.

A senior Army official said that the seven militants killed in an Army operation at Lalgenai Gutguti village in Karimganj District on August 19 belonged to the Tripura based- ULAB. The Army also handed over Madai Reang, the ULAB militant arrested during the operation, to Assam Police. ULFA-ATF has recently procured at least 400 weapons, including AK- series rifles, M-20 pistols, remote controlled improvised explosive devices. It also reports that the ULFA-ATF has managed to get the weapons without payment of any money and it is suspected that the militant outfit received the weapons from China.

SFs arrested three militants of KCP in Guwahati. SFs seized several fake documents, computers, SIM cards, mobile phones, driving license and INR 45,000 in cash from them.

Three ULFA linkmen were arrested from Sonitpur and North Lakhimpur Districts, when they were transferring INR 415,000 meant for wife of ULFA leader Jeevan Moran. Uddipan Chetia alias Prakash Chetia and Pabitra Phukan were arrested by Biswanath Police in Sonitpur District, while Madhu Satula was arrested from Narayanpur in North Lakhimpur District.

All Assam Surrendered ULFA Samittee 'president' Rajkumar Duarah addressing a press conference in Guwahati said, "In the name of peace talks, the government has divided the ULFA into two factions - one led by Paresh Baruah and the other by Arabinda Rajkhowa. We are against this division". He further said, "We do not agree with the charter of demands submitted recently by the Arabinda Rajkhowa-led faction to the Centre."

Centre may have opened dialogue with some militant outfits, but according to an estimate of the Union Home Ministry, there are 79 militant groups including splinter factions, which are active across six North Eastern States.

A detailed list of the militant outfits furnished by Minister of State for Home Affairs M Ramachandran in the Lok Sabha (lower house of Parliament) reveals that Manipur has the dubious distinction of having the highest number of 50 active militant outfits in the region including 22 valley-based and 27 hill-based outfits. One militant outfit, KCP has 12 factions, while KNF has four factions.

While Assam has five active militant outfits including ULFA, NDFB, BW, UPDS KLO, neighbouring Meghalaya has overtaken the State and now boasts of nine militant outfits. In neighbouring Arunachal Pradesh, apart from the two factions of NSCN, NSCN-Isak-Muivah and NSCN-Khaplang, another militant outfit, National Liberation Front of Arunachal has reared its head in the State.

Another interesting revelation is that barring Sikkim, rest of all the North Eastern States are now affected by militancy. Mizoram, which was given a peace bonus by the Planning Commission last year, now has three militant groups including HPC D, HNLF and KLO. Nagaland and Tripura have six and three militant outfits respectively.

The Minister said that there have been inputs suggesting liaison of top leaders of some of the militant groups in the North-east with the neighbouring countries like China and Myanmar.

NDFB-PTF extended support to UDPF call for a 48-hour National Highway and Railway Blockade on August 26 and 27 for an early solution to the Bodoland state demand and expedite political dialogue with NDFB-PTF.

Two militants of MULTA were arrested in a joint operation by the Army and Police in Simalgandi Resabasti near Bolbola in Goalpara District.The arrested militants have been identified as Akabor Ali (30), and Mohammad Anol Haq (22). Security Forces(SFs) recovered a 12 bore rifle from the duo.

A session's court in Guwahati framed charges against 14 accused in the October 30, 2008 serial blasts, including NDFB 'chairman' Ranjan Daimary.

A trooper of CoBRA was critically injured during an encounter with KPLT militants in the Kakochang area of Karbi Anglong District on August 29. The trooper was identified as Dipak Mitra. A senior Police officer of Karbi Anglong said that a group of around 25 KPLT 25 militants has been taking shelter in the Kakochang area for the last few months and was using the area as a safe heaven.

A joint team of Police and CRPF apprehended two KPLT militants and recovered one hand grenade from Upper Deopani area under Bokajan Police Station in Karbi Anglong The militants were identified as K Teron alias Sing Teron and Mangal Sing Kro alias Panchapuran.

Former Union home secretary Gopal Krishna Pillai said that ULFA 'Commander-in-chief' Paresh Baruah had been trained by Pakistan's ISI and New Delhi was aware of the leader belonging to the outfit visiting Pakistan. Pillai said "Baruah has been trained by the ISI. He had visited Pakistan many times. Not only Paresh, many ULFA leaders had gone to Pakistan. But that's past."

Former Union Home Secretary G.K. Pillai said that the insurgent groups in the Northeast are without any ideology and can be described as a cottage industry run by criminal gangs solely involved in extortion racket and kidnapping of people. GK Pillai stressed on the need to create more employment opportunities in the Northeastern region saying "lack of employment opportunities pushed many of the youths from the region to join the various militant groups."

ULFA-ATF opposed the proposed move to exchange land between India and Bangladesh to resolve the boundary dispute.

ULFA-ATF had remarked on the exchange of land between India and Bangladesh to resolve the boundary dispute between the two countries by saying that Government of India was going all out to please Bangladesh to ensure that the ULFA 'General Secretary' Anup Chetia can be forcibly brought back to India against his wishes.

Suspected Karbi militants killed two businessmen identified as Bijoy Dev and Sudarchan Nargery at Siriangsu Market of Samelangsu Area in Karbi Anglong District on September 1.

Karbi Anglong District unit of various Bodo organizations including All Bodo Students Union (ABSU), Bodo Sahatya Sabha (BSS), Ex. Bodo Liberation Tigers Welfare Society, All Bodo Women Welfare Society, Cachari Samaj and Harimu Afad, have called for a 10 hour shut down in Karbi Anglong on September 3 demanding the arrest of the culprits and adequate Compensation for the families of the two buisnessmen killed by suspected Karbi Militants.

NDFB-PTF sent a memorandum to Prime Minister Manmohan Singh, through the Deputy Commissioners of Chirang and Bongaigaon Districts.

Government of India will ask the leaders of ULFA-PTF to submit a detailed list of its cadres in the meeting to be held in New Delhi on September 3.

Central Government would not allow the ULFA leaders to carry weapons after the signing of the agreement for SoO and they would be provided PSO, if necessary.

A grenade was lobbed by the ULFA -ATF at the barrack of Tihu Police Station in Nalbari District, causing damage to the wall of the barrack. Police later caught a youth identified as Bakul Swargiary for the attack, although ULFA-ATF denied Swargiary's involvement in the incidence.

Chief Minister Tarun Gogoi said that CPI-Maoist have infiltrated some students and tea tribe organisations in an attempt to expand its base in Assam and ULFA was helping the CPI-Maoist to set up a base in Assam.

In the first step towards finding ways for ushering in permanent peace in Assam, a tripartite agreement for Suspension of Operations (SoO) was signed among the Centre, the Assam Government and the ULFA.

SFs arrested a 'lieutenant colonel' of PLA of Manipur, identified as Thoungjam Ibomcha (51) alias Bali alias Maibam Tomba Singh, was arrested from the Hengrabari area of Guwahati City. SFs recovered five mobile phones, a laptop, a hard disk, fake driving licenses of Thoubal District of Manipur and Wokha of Nagaland and a motor bike.

Two militants - one each from ULFA and NDFB - surrendered to Police in N.Lakhimpur District. The ULFA militant was identified as Keshob Gogoi. The militants deposited two 7.65 pistols, four magazines, ammunition and two mobile handsets.

Talks between the Central Goverment and KLNLF in New Delhi remained inconclusive. The two sides will meet again either on September 7 or 8.

Two hardcore militants belonging to Dilip Nunisa faction of DHD, identified as 'corporel' Nirmal Burman (30) and 'private' Naroni Burman (25), who came to extort money, were overpowered by public at Digli village in Cachar District and subsequently handed over them to Police.

Central Intelligence agencies are worried that huge stockpiles of Chinese-made arms in possession of the ULFA-ATF may fall into the hands of CPI- Maoists.

SFs arrested one millitant identified as 'lieutenant' Sougrapam Ingousa alias Kangleicha belonging to the Manipur-based PLA from Birubari area of Guwahati city. SFs recovered four AK-47s, a pen drive, a mobile phone and several incriminating documents.

September 5
SFs arrested three militants of the RVA in Kokrajhar District. One carbine machine gun, one .9mm pistol, one hand grenade and 16 rounds of .9mm live ammunition were recovered from them.

SFs arrested two NDFB militants, identified as Deb Musahary and Nomal Musahary, from Ogrong area under Bijni Police Station in Chirang District. One pistol with ammunition, one crude bomb and other incriminating documents were recovered from them.

SFs arrested one top ULFA-ATF militant, identified as Arup Baishya (20), at Dirak in the Hunjan Gate area under Kakopathar Police Station in Tinsukia District. One 7.65mm pistol, three live rounds and one mobile phone along with two SIM cards have been recovered from his possession. During interrogation the militant confessed his involvement in grenade lobbing at Tihu Police Station on September 2.

Police arrested a surrendered woman ULFA militant and her husband from their rented house at Gorchuk in Guwahati, on charges of extortion.

Taking a cue from Tripura Government, Assam Government has proposed rubber cultivation for rehabilitating militants who have returned to the mainstream society.

September 7
Myanmar Army personnel attacked the camp of ULFA-ATF. In an e-mailed statement chief of the central publicity unit of ULFA-ATF, Arundoy Dohotia, said: "The Myanmar army attacked our camp today. Nobody was injured, however, in the attack. We had prior information about this attack and hence were prepared for it. More such attacks are expected in the near future also."

Union Minister of State for Home Affairs, M Ramachandran replying to a question about ULFA links with Pakistan-based organisations, including the ISI, stated that Government of India has conveyed to the neighbouring country that it must fulfil its commitment of not allowing territory under its control for aiding and abetting terrorist activities.

Paresh Baruah slammed Assam Chief Minister Tarun Gogoi for ceding parts of the state's land to Bangladesh by an agreement and promised to intensify his fight for Assam's sovereignty. In an e-mailed statement Baruah said, "Tarun Gogoi did not have the courage to oppose the Centre's decision to hand over Assam's land to Bangladesh." Paresh Baruah also appealed to the people to oppose this move by the Government to give away state's land to Bangladesh.

The tripartite talks in New Delhi to discuss about the demands of the KLNLF for an autonomous state consisting of the hill areas of Assam ended in a stalemate.

Unidentified militants abducted a minor, identified as Jirsong Engti (12), from National Highway-36 near Kauri Pahar under Dokmoka Police Station in Karbi Anglong District, reports The Sentinel. The minor is the son of Rajen Engti, a local Congress leader.

September 8
UDLA had forced the Bru inhabitants of a number of hamlets in Hailakandi District, which included Bagmara, Banglabasa, Gandacherra, Baruncherra, Haticherra, Harincherra, Sontila and Jhumtila to flee or shift to safer places. Five families of Bagmara have fled and taken shelter in North Tripura. Many others have shifted to the relief camp of Jogicherra at Katlicherra in Hailakandi District.

SFs arrested two militants belonging to the lesser known outfit KMB, identified as Kamal Roy (20) and Putul Roy (28), from Kherbari village under Golokganj Police Station of Dhubri District. A 7.62-bore pistol, two rounds of live ammunition and some demand notes was recovered from them.

SFs on September 8 have confirmed the claim made by ULFA-ATF that the Myanmar's Army has launched an offensive against Indian militants holed up in the neighbouring country.

NDFB-PTF has criticized handing over land belonging to the State of Assam by Indian Government to Bangladesh.

September 9
Paresh Baruah (55), Chairman of ULFA-ATF, was injured when Myanmar's Army shot at him during a counter-insurgency operation on Indian insurgents in Myanmar along the Myanmar-China Border.

UPDS came down heavily on KLNLF slamming the latter for what it described as "negative role in the peace accord signing process".

Unidentified militants shot at and critically injured a Hindi-speaking trader identified as Giridhari Sahu (58), in the industrial Township of Umrangshu in Dima Hasao District.

A delegation of the ANC along with five Adivasi ceasefire militant groups namely BCF, ACF, STF, APA and AANLA sat for a tripartite dialogue with Shambhu Singh, Joint Secretary (North-East) in the MHA. ANC discussed the issue of allotting ST status to the Adivasi community with Shambhu Singh. The meeting was held in the presence of officials of the Assam state Home Department and the Department of Welfare of Plains Tribes and Backward Classes (WRT&BC).

ULFA-ATF denied media reports that Paresh Barua and several cadres were injured during a raid by Myanmar's forces on a camp of the rebels in that country, 'Publicity in-charge' of ULFA-ATF, Arunodoy Dohotiya in an email said, "Our leaders and cadres are safe and secure. News about our leaders being injured is not only false, but is a misinformation campaign by government agencies to mislead the people of Assam."

Ten militants belonging to the NDFB-ATF surrendered before the Army at Tezpur in Sonitpur District. The surrendered militants handed over one AK-56 rifle, five 7.65 mm pistols, one .22 rifles and one carbine machine gun, along with a huge quantity of explosives and ammunition.

ULFA and NSCN-K are planning to shift their camps in Myanmar amid reports of a crackdown by the Myanmarese army on them. The NSCN-K claimed that about 400 Myanmarese soldiers had moved into the area where its headquarters were located.

September 11
Myanmar army launched a second offensive on September 11 in Sagaing province against various Indian militant groups, including United Liberation Front of Asom (ULFA), who have their bases there.

Around 250 cadres of about 10 North-Eastern militant outfits, including ULFA-ATF, NSCN-K, PLA, PREPAK and UNLF, were present in camps at Sagaing in North Myanmar bordering India. Sources said the militant outfits have sent about 200 armed cadres as reinforcement to Myanmar.

Shambhu Singh, Joint Secretary (North-East) of the Ministry of Home Affairs (MHA), said, "We haven't received any official information from the Myanmar Government. We are not sure if there is any casualty or arrests."

The Myanmar Army had launched its first attack on September 7. There are reports that ULFA's mobile headquarters at Sagaing was destroyed in the attack. Unconfirmed reports said ULFA 'commander-in-chief' Paresh Baruah and S.S Khaplang, the former 'chief' of NSCN-K, managed to escape unhurt. Besides Sagaing, ULFA has three other camps in Myanmar.

In 2003, Bhutan's Operation All Clear had dealt a body blow to ULFA. The Royal Bhutan Army had destroyed at least 14 ULFA camps in a military operation in Bhutan's Samdrup Jongkhar.

A statement issued on September 8 by ULFA faction led by Baruah said India has been urging all its neighbours to attack and destroy the outfit in return for money.

UPDS is likely to sign a Peace-Agreement with the Central Government, in the presence of Union Home Minister P. Chidambaram by the month of September, at Diphu in Karbi Anglong District.

SFs arrested Nabadeep Baishya, a militant belonging to the ULFA-ATF, from Barpura in Nalbari District.

NIA issued orders for attachment of properties allegedly bought by two top leaders of the KYKL namely 'commander-in-chief ' Ningthoujam Tomba alias Koireng alias N. Rajen and ' information and publicity secretary' Chirom Robert Meitei, alias Chirom Ranjit alias Lanngamba, in Guwahati City.

A powerful IED, weighing about 5 Kilograms, planted by suspected ULFA militants was detected and diffused by the Army, in the Wathoi village under Kakopathar Police Station in Tinsukia District.

NDFB-PTF observed the 23rd Martyrs' Day in their ceasefire-designated camps at Kokrajhar, Baksa and Udalguri Districts. NDFB-PTF militants observed 36-hours hunger strike in all the designated camps coinciding with the observation of martyr's day to press the demand for expediting the peace process with Union Government.

Director of Intelligence Bureau (IB), Nehchal Sandhu formally mentioned China's involvement in the affairs of the Northeast of India.

Union Home Minister P Chidambaram pushed for continued deployment of SFs to tackle threat of violence and extortions in the Northeastern region of India.

SFs recovered a powerful IED, weighing more than 10 kg with timer, from a car near Bahalpur, on National Highway (NH) - 31 in Dhubri District. SFs arrested the two MULTA militants identified as Shahidul Islam (27) and Zahanuddin (28), who were driving the car.

Six militants from ANLF and one militant belonging to the NSCN-K surrendered before Army officials at Lekhapani in Tinsukia District. The ANLF militants were identified as Nanglon Khanglim, Dikap Diwin, Mungwang Ngemu, Wangseng Ngemu, Mungchan Ngemu and Chijon Techi. The NSCN-K militant was identified as Lungthang Jugli. The militants deposited a .22 rifle, four pistols, two revolvers and several rounds of ammunition.

ULFA-ATF has added 105 militants to its ranks drawn mainly from Tinsukia District. The new recruits are already undergoing training in Myanmar, these disclosures were made by Goluk Moran, an ULFA-ATF militant who joined the ULFA-PTF on September 3.

Unknown militants on September 15 abducted one businessman, identified as Anil Jain (36), from his petrol pump at Cherekapar in Sivasagar District.

An alleged ULFA linkman, identified as Ranjay Hajong (40), was arrested by BSF personnel in West Garo Hills District while he was trying to cross the border into India.

September 16
SFs arrested two militants of the Manipur-based PLA. The arrested militants were identified as "colonel" Kahidom Tombi Singh and "lieutenant colonel" Thokchom Tolen Singh alias Kunje.

Explaining the stalemate in talks between Union Government, Assam Government and KLNLF, 'Publicity Secretary' of KLNLF, Rijak Dera said, "We will neither join the UPDS nor oppose them in signing their peace accord with the government, our position will be neutral, we were pressurized by the Government to sign the accord and forced us to accept their wish and the three-hour-long meeting ended without any conclusion."

The Director of IB, Nehchal Sandhu, said action would be taken against the ULFA-ATF in Upper Assam. Sandhu added that Paresh Baruah has enlisted the support of NSCN-k in Myanmar and support of the People's Liberation Army (PLA).

Prime Minister Manmohan Singh said that the situation in the Northeast has seen a "gradual yet substantial" improvement, militant groups was discovering the path of negotiation.

'Executive committee' of ULFA, which met in Guwahati city on September 16, adopted a resolution for making the changes as decided at the general council meeting held in Nalbari in July 31.

SFs arrested one militant belonging to the DHD-Nunisa, identified as Kubul Barman (29), from Joypur-Rajabazar Area under Joypur Police Station in Cachar District.

A group of suspected ULFA militants looted four rifles and some ammunition from two forest camps inside Dibru- Saikhowa reserve forest namely Mirichapori and Koliachapori in Tinsukia District. The Police were yet to confirm whether the militants belonged to the Pro-talks or Anti-Talks Faction of the ULFA.

In a statement e-mailed to Press Trust of India, ULFA-PTF 'Publicity secretary' Mithinga Daimary said, "There is no truth in the news item that the outfit was planning to redraft the constitution to sideline Baruah".

SFs arrested 11 militants of Manipur based militant group KRA from Moisa Killing village situated in Singhason Hill Track, under Bokajan Police in Karbi Anglong District.

Police arrested two-suspected UDLA militants, identified as Subal Reang and Balaram Reang, in connection with the abduction of Barbhuiya, out of which Balaram Reang managed to slip out from Police custody. Sources, however, said that Subal was involved in the kidnapping of the trader.

a delegation of the Koch Rajbongshi Sanmilita Mancha (Koch Rajbongshi United Forum), a confederation of all the organisations of the Koch-Rajbongshi community, is leaving for Delhi on September 21 to press its demand for a separate Kamtapur State, inclusion of the Koch-Rajbongshi community in the list of ST and accordance of Eighth Schedule status to Koch Rajbongshi language.The delegation is led by AKRSU President Biswajit Roy.

Police dug out the body of a bamboo trader, identified as Liaqut Ali Barbhuiya, from Haticharra forest under Katlicherra Police Station in Hailakandi District. Suspected UDLA militant, on September 5, had abducted Barbhuiya from Haticharra hamlet, while he went to pay wages to labourers, and killed him subsequently.

MHA is of the view that the State Police Forces should now take the lead in the counter-insurgency operations in Assam and other parts of the region and the central forces should play more of a supporting role. The Central Government is also concerned about violation of the ground rules of the cease-fire agreements, by the members of different militant groups.

SFs arrested a ULFA militant, identified as Upen Dihingia alias Chandra Dihingia, from near Kareng Dhaba at Naphuk under Charaideo Sub-Division in Sivasagar District.Police has recovered a copy of extortion letter from him.

SFs raided and destroyed a KPLT camp in Hujunglangso Rongkhin village under Bokajan Police Station of Karbi Anglong District.

SP, Karbi Anglong District, Anurag Agarwala as saying that the KPLT camp was the operational office of Nilip Inghi, 'General Secretary' of KPLT, who along with his close cadres were present were at the time of attack.

Citing intelligence inputs from top intelligence agency reports that ULFA- ATF 'chairman' Paresh Baruah received a massive consignment of arms and ammunition worth $2.5 million from China as recently as in May.

SFs arrested two Manipur-based PLA militants from Six- mile area of Guwahati city. The arrested PLA militants were identified as 'lieutenant' Kh. Punsi Singh, alias Ajit Singh and N. Noren Singh, and a member of PLA's medical wing. SFs recovered a hand grenade from Noren Singh and a laptop from Punsi Singh.

ULFA 'General Secretary' Anup Chetia, currently at Rajshahi jail (Bangladesh) had refused to join the peace process between Central Government and Pro Talk faction of ULFA led by Arabinda Rajkhowa without ULFA 'commander-in-chief' Paresh Baruah.

Paresh Baruah has reportedly purchases arms, particularly Chinese-made, which are either locally manufactured under franchise by the United Wa State Army (UWSA) of Myanmar or part of the lot the Chinese People Liberation Army has discarded while overhauling its armory. Baruah then supplies them to CPI- Maoists through Nepal border.

A top militant of the NDFB-ATF, 'sergeant major' Biranjay Boro alias Bithn Boro alias Daju Boro from the Chirang District of Assam, surrendered before the BSF in Shillong.

Suspected Bodo militants abducted a student of St Anthony's School, Gossaigaon in Kokrajhar District for ransom. The abducted a student was identified as Nitesh Prasad, the son of local reputed businessman Manoj Prasad. According to Police, the needle of suspicion points towards Bodo militants, though the initial suspect was the APA.

NIA is ready to file its second chargesheet against the UNLF.

During the biannual conference of BSF and BGB held in Dhaka from September 25 to 30, the BSF handed over a fresh list of Indian insurgents hiding in Bangladesh to the BGB and demanded action against them even as the latter ruled out presence of rebels in Bangladesh.

SFs arrested two businessmen from Sonari town along the Assam-Nagaland border in Sivasagar District. The arrested businessmen were identified as Roshan Mina and Naresh Agarwal. SFs recovered INR 800,000 in cash from them and seized the Bolero vehicle in which they were travelling. One of them is allegedly to be a NSCN-IM linkman.

Guwahati High Court quashed the preventive detention of an alleged member of the FGN, identified as Senchamo Ezung alias Mark, under the National Security Act (NSA).

SFs on recovered an IED weighing four kilograms from a Dhubri-bound bus at Madati under Gauripur Police Station in Dhubri District.

Armed militants snatched away around INR 50,000 from a businessman in Rangiya town of Kamrup (Rural) District.

SFs arrested a PLA militant, identified as "Director of Medical Affairs" of PLA 'Captain' A Senehal Singh alias Babu Singh alias Sunil from Birubari area of Guwahati City. SFs recovered a laptop and classified documents on him.

With Tirap and Changlang Districts of Arunachal Pradesh becoming a hotbed of militant activities, the Government has decided to launch a full scale operation in the area.

January 1

Five All Tripura Tiger Force (ATTF) cadres, including a woman, surrendered to Border Security Force (BSF) at Panisagar in North Tripura District. The surrendered militants were identified as Manoranjan Debbarma, Liza Debbarma, Satya Ranjan Debbarma, Pijush Debbarma and Onio Debbarma. However, they did not deposit any weapons during the surrender before.

January 5

Tripura Chief Minister Manik Sarkar said that despite Bangladesh Security Forces’ (SFs) offensive against militants Northeast India still have their camps in the neighbouring country. It is difficult to completely contain the militants because they use the soil of Bangladesh, get help from Pakistan and sneak into Indian Territory taking the advantage of hilly terrain and unfenced border, Sarkar said in his address at the silver jubilee celebrations of Tripura State Rifles at Gokulnagar.

January 15

Tripura Times reports that huge tracts of the State have been turned into ‘free area’ of NLFT along the Tripura-Bangladesh international borderline under Gandacherra Sub-division of Dhalai District. A heavily armed militant team is regularly moving in and out of the Indo-Bangla border along Naraichari area near border pillar no. 2268 and 2269 under Boyalkhali village in Raisyabari area. The team, led by self-styled NLFT ‘leader’ Atharobabu Halam alias Babu Halam and Laltina Darlong have reportedly divided into two platoons to take control on localities under Raisyabari and Gandacherra Police Stations. Recruitment rallies of NLFT were held in several areas of the locality namely Nunacherra, Jagabandhupara, Bhagirathpara, Ratannagar et al around two years back. According to the latest reports, a five-member NLFT team had issued subscription receipts against the names of all Government employees of Raisyabari area during a one night halt in the household of one Ajendra Tripura, resident of Mainyakomar locality under Raishyabari in December, 2010. The team reportedly had close local aides namely Shefali Tripura (28) and Hiralal Tripura (45) among the members. The receipts demanded three percent of salary from Government employees as subscription to NLFT failing which all the concerned persons would be murdered mercilessly.

A heavily armed team of NLFT militants reportedly sneaked inside Indian Territory. The team led by ‘self styled leader’ Bumthung Halam comprising of 17-18 cadres armed with sophisticated weaponry is reportedly targeting to hold widespread massacres ahead of the ensuing Village Committee polls.

January 31

NLFT militants shot dead an official of National Building Construction Corporation (NBCC), identified as C N Muni and injured his driver at a remote tribal hamlet near the Indo-Bangladesh border in North Tripura District. C N Muni, in-charge of Shewapara border fencing site of NBCC, was traveling in a Jeep when he was attacked.

February 1

Ruling CPI-M said it feared a spurt of terrorism before the local bodies elections in the state, which has earned huge appreciation from the central Government and other states for effectively taming militancy. The elections to 4,293 seats in 527 village committees under the Tripura Tribal Areas Autonomous District Council (TTAADC) will be held Feb 24, 2011.

Tripura witnessed a steady decline in insurgency over past four years, said Chief Minister Manik Sarkar in the internal security conference in New Delhi. The Chief Minister said, only 22 militant attacks were recorded in 2010, which was 113, 80 and 24 in 2007, 2008 and 2009 respectively. The record revealed there was no civilian casualty in 2010 but two civilians were killed and 29 civilians were injured last year in militant attack. As many as ten encounters were recorded. "Despite remarkable improvement in the situation, we believe there is no scope for complacency in dealing with insurgency," Sarkar said. He also asked the Centre to redeploy the CRPF withdrawn in 2009 for effective containment of insurgency which had ravaged the State for last three decades. He further said that two more battalions of India Reserve Battalion (IRB) could be raised. Referring to modernization of the state Police and state intelligence wing Sarkar said, "Various international issues originate from across the border which need close scrutiny. Deployment of adequate personnel, training for capacity building and modernization needs adequate emphasis and demanded Centre’s for pro-active attitude for strengthening Special Branch."

February 2

The NLFT got reinforced with inclusion of a large section of dissented cadres of the All Tripura Tiger Force (ATTF). Sachin Debbarma, ‘self-styled home minister’ of the outfit is known to have joined NLFT with a bunch of followers following a massive tussle with ATTF supremo Ranjit Debbarma. The entire squad is presently stationed at Khagrachari camp of NLFT, said sources.

February 17

A splinter group of ATTF headed by Sachin Debberma has ‘reportedly’ joined hands with its arch rival NLFT. Sources confirmed that ATTF suffered a vertical split over sharing of funds leading to exit of self-styled militant leader Sachin Debbarma from the outfit about one-and-half month ago. According to latest intelligence inputs, a group of 14-15 hardcore cadres of ATTF headed by Sachin Debbarma merged with NLFT to carry on the subversive activities in Tripura.

March 3

BSF DG Raman Srivastava said that BSF gave BDR a list of camps of Indian militant outfits operating in North East and will discuss the issue of presence of the militant leaders of these groups there. He said that we gave them the list of Indian militant outfit camps, including ATTF and NLFT and the names of militant leaders who are still using the soil of the Bangladesh.

An ISI agent was arrested from a hotel in Agartala. SFs recovered 1, 66,000 BDR 12,000, a laptop and a passport. Earlier on March 16, SFs arrested of four ISI agents from Agartala Hospital.

April 8

Separatists and terrorists in the North East states of India committed serious human rights abuses, an official US report, even as it slammed the Government for extra-judicial killings. "Separatist insurgents and terrorists in the North Eastern States, Jammu and Kashmir and the Naxalite belt committed numerous serious abuses, including killing Army personnel, Police, Government officials, and civilians," said the US State Department's Country Reports on Human Rights Practices for 2010. "Insurgents engaged in widespread torture, rape, beheadings, kidnapping, and extortion. The number of incidents, however, declined compared with the previous year," said the Congressional-mandated annual report released by Secretary of State Hillary Clinton.

April 21

Surrendered tribal guerrillas in Tripura organized a road blockade and a hunger strike demanding that the Government should rehabilitate them, 'We will launch an indefinite hunger strike if the state government does not fulfill our demands, including the one to rehabilitate the surrendered militants,' president of JAC Danniel Debbarma stated. The Thursday protest, initially planned to last 48 hours, was withdrawn one hour after its launch in the morning after senior officials assured the surrendered tribal extremists of holding a meeting with them on April 27.

April 25
Militants from Tripura are sneaking into the south Assam District of Hailakandi to carry out subversive activities like abduction for ransom and extortion, the Superintendent of Police, Hemanta Bhattacharjee, said on April 25 reports Telegraph. He identified this militant outfit as the TSF. He added that they also undertake reconnaissance missions in these Districts and return to Tripura either through Assam or Mizoram borders.

Repatriation of Bru refugees from Tripura camp to Mizoram will be resumed from April 27. According to official sources, 123 more families comprising 645 persons are to be repatriated from Naisingpara camp. It is pertinent to note that hundreds of Brus left Mizoram in 1997 and 2009. The first case was triggered when Bru militants murdered two Mizos who were Forest guards on October 21, 1997. The second case happened after a 17-year-old Mizo boy was killed by the Brus near Bungthuam village on November 13, 2009.

April 27
55 Bru refugees, belonging to 12 families, returned to Mizoram from Naisingpara relief camp in neighboring North Tripura district as the officials were making arrangements for the return of 123 families.

April 28
Tripura Government declared that all the promises offered at the time of signing a tripartite peace accord with NLFT-NB on December 17, 2004 were fulfilled. The announcement came after holding a review meeting with the former rebel leaders of NLFT-NB in the presence of Tribal Welfare Minister Aghore Debbarma. All the schemes undertaken as part of the tripartite peace accord were reviewed threadbare in the presence of officials from Tribal Welfare department and DGP K Saleem Ali. Bhuchuk Borok, vice president of the NLFT-NB who remained present in the review meeting, praised the Ministry of Home Affairs and State Government for being sincere in fulfilling the peace accord promises.

Militants of the NLFT abducted eight tribal villagers from Kalyan Singh village in Dhalai District. The militants later released three of the captives.

June 23
Agartala Bench of the Guwahati High Court (HC) set free the three prime accused in the murder case of the then Health Minister Bimal Sinha and his brother. The HC has, however, upheld the decision of the lower court with regard to 16 others, accused in forging conspiracy in the killing, who were released by the District Court in 2005. Earlier, the accused were awarded life imprisonment by a lower court. The then Health and Urban Development Minister Bimal Sinha and his younger brother Bidyut Sinha were shot dead by the NLFT militants on March 31, 2005.

June 26
The Union Home Secretary GK Pillai said that there was marked improvement of the overall situation in the North East region and there was greater desire for peace not only among the common people but also among different militant groups of the region. He expressed the view that the Government would have to take advantage of the situation and efforts have already been launched in this direction. Pillai pointed out that the level of violence in the region has come down considerably, which is a positive sign. But at the same time, he admitted that extortions by militant groups remain a cause of concern.

Tripura Government has decided to move the Supreme Court to challenge the verdict of a division bench of Gauhati High Court, which acquitted all the 19 accused, including the three sentenced to life term by the district and sessions court, in the March 1998 assassination of former health minister Bimal Sinha. He was assassinated along with his youngest brother Bidyut on March 31, 1998 by NLFT militants when he went to negotiate release of their abducted adopted brother Bikram Sinha.

Five militants of NLFT including one 'sergeant' and another 'lance corporal' surrendered to SFs at Kanchanpur in North Tripura District on June 29 and deposited two carbines and seven live cartridges. The militants were identified as Kantamani Tripura, Hiranmani Debbarma, Parbaram Reang, Nalenjoy Reang and Gangamani Tripura.

July 1
Suspected militants of NLFT abducted six civilians, including a former ATTF militant Kulendra Reang (55), from Ujanbari Reang Para under Nutun Bazar Police Station, South Tripura District.

July 9
Setting aside all differences, the outlawed ATTF has merged with another banned outfit al NLFT.

The ATTF suffered a vertical split recently over leadership issue after a major group openly opposed Ranjit Debbarma, 'president' of the ATTF recently. The feud has reduced the strength of the outfit considerably and Ranjit Debbarma finding no other alternative virtually 'surrendered' to NLFT.

Meanwhile, Tripura Police claimed that the villagers, who were abducted by the militants from a village in Tripura earlier this month, are presently in Bangladesh, reports Daily India. As reported earlier, a group of heavily armed NLFT militants abducted six people, including a government employee on July 1.

July 19
Armed militants of NLFT-BM abducted eight villagers, namely Arun Chakma (35), Ganja Chakma (45), Sudhyajoy Chakma (35) Ratanjoy Chakma (27) Baisakh chakma (30), Sumanta Chakma (30), Kahindra Tripura (35) and Fallenjoy Tripura (25), at Debendra Karbari Para under Chawmanu Police Station in Dhalai District. Two persons suffered injuries due to assault by the militants.

July 20
NLFT-BM sent a ransom notice of INR 1 million to East Chawmanu village council Chief (Dhalai District) Shanti Ranjan Chakma for the release of eight tribal villagers, including two Communist Party if India-Marxist (CPI-M) leaders Arun Chakma (35) and Ganja Chakma (45), abducted by the group on July 19.

July 23
Crime Investigation Department (CID) of Tripura Police quoting from the confessional statement of 'external affairs chief' of NLFT-BM Utpal Debbarma, said that the north-eastern militant organisations had recently floated United Front under NSCN-K to carry out terror operation across the region.

NLFT-BM militants have taken the eight tribal villagers to Bangladesh, who were abducted from North Tripura last week.

DGP K Saleem Ali said that State Administration has decided to install adequate number of security posts with all equipments along the unfenced border in eastern part of the state.

NLFT militants on July 28 surrendered with one AK-47 rifle and 36 rounds of live cartridges at Agartala. The militants were identified as Amulya Debbarma (18) and Barnamohan Tripura (23).

August 8
SFs arrested two KCP -MC militants at Vidhyasagar Chowmuhani under East Agartala Police Station in Agartala. The militants have been identified as Herojit Singh (26) and Ngyangon Meiti (26). Two laptops, 13 mobile sets, a digital camera and some incriminating documents were recovered from their possession.

August 10
Border Security Force (Tripura Frontier) at the request of Tripura Government organised a flag meeting with Bangladesh Border Guards (BBG) recently, to secure release of the 13 abducted villagers reportedly held hostage in militant hideouts in Bangladesh.

The Tripura administration has alerted the Security Forces with the information of fresh recruitment in NLFT and passing out of its new batch.

Also, the report stated that about 300 militants including about 25 women of the NLFT had been undergoing training in Sajek hills and Tawolakantai of Bangladesh and Shan province of Myanmar.

Police averted a sabotage attempt ahead of Independence Day when they engaged a group of NLFT militants in an encounter near Khagendra Roaja Para of Ambassa sub-division in Dhalai District.

Around 250 surrendered militants from Lachi rehabilitation camp blocked the Agartala-Sabroom National Highway at Birchandranagar under Shantirbazar Police Station in South Tripura in support of their 10 point charter of demands. The surrendered militants are demanding a grant of INR 150,000 to each returnee as one time sanction and cultivable and homestead lands for their livelihood. However, no untoward incident was reported and vehicular movement on the road was normal because Security Forces dispersed the agitators as soon as they gathered in the area.

Former Union Home Secretary G.K. Pillai said that the insurgent groups in the Northeast are without any ideology and can be described as a cottage industry run by criminal gangs solely involved in extortion racket and kidnapping of people.

UDLA had forced the Bru inhabitants of a number of hamlets in Hailakandi District, which included Bagmara, Banglabasa, Gandacherra, Baruncherra, Haticherra, Harincherra, Sontila and Jhumtila to flee or shift to safer places. Five families of Bagmara have fled and taken shelter in North Tripura. Many others have shifted to the relief camp of Jogicherra at Katlicherra in Hailakandi District.

Tripura Police arrested 12 Bangladeshi nationals, including three women and four children, in Agartala, for illegally entering India.

DNARSF declared that it will start a 48 hour long hunger strike from September 16 in front of the Civil Secretariat in Agartala. DNARSF alleges that a section of surrendered militants belonging to ATTF and NLFT had not been accepted as returnees by the State Government and they did not get any assistance to restore normal life.

Tripura Police MTF on arrested 13 Bangladeshi citizens from different parts of the capital city Agartala. The Bangladeshi citizens belonged to Chandpur District of Bangladesh.

Director General of Police, Tripura, K Saleem Ali said that militants are getting themselves re-organized in Tripura with better coordination among different factions. Ali further said that militant activities were reported recently to be more vigorous than last several months in border adjacent areas like Kanchanpur, Chowmanu, Gandacherra and Raishyabari.

March 7

Eleven persons including nine (six children) family members of KCP-Sunil Faction, who are settled at Mizoram Bongkon village, were abducted by unidentified persons. However, KCP alleged that it was the handy work of SFs Personnel.

SFs arrested four cadres of the KCP-Sunil Faction from Bongkawn area of Aizwal 7. The arrested cadres are identified as one Konsam Inaocha alias J.K Singh (35), Chirom Herojit alias Abung, (29), Ingudam Bipen Singh (32), Thounaojam Ningol Chirom Ongbi Gita alias Gitanjali (35). Sources said that they were actively involved in extortion from businessmen, contractors, general public and Government officers through mobile phone for the last six months.

The HPC-D alleged that after much deliberation on the ongoing peace process, the Hmar outfit is convinced of the absence of confidence, trust and commitment from the Mizoram Government side despite signing the document for the SoO. "The narrow pre-conditions that have been repeatedly put forward by the Government of Mizoram have not only reduced the credibility of the SoO document, but also the parties that are involved in it," the outfit's political affairs ‘secretary’ LB Hmar informed on March 12.LB Hmar said the HPC-D strongly believes that both the engaging parties should pro-actively work to build confidence, trust and goodwill before the Hmar-Government of Mizoram political talk is put on track.

The HPC-D has slammed the Government of Mizoram for purportedly putting strategic impediments in the run up to the Hmar-Government of Mizoram political talks by insisting on new and narrow pre-conditions and interpretations in clear violation of the mutually agreed ground rules. In a press release issued by its department of 'Information and Publicity Secretary' John F Hmar, the HPC-D alleged that the repeated attempts by the Government of Mizoram to dictate terms and conditions outside the purview of SoO Agreement was an attempt to sabotage the peace process.

The HPC-D decried that the pre-conditions set by the Mizoram Government have not only betrayed the spirit and mutual trust but also seriously tarnished the credibility of Mizoram Government and its presumed seriousness for the talks. It further condemned the attitude of Mizoram Government as divisive and a sinister attempt to further thwart the political aspirations of the Hmar people.

Separatists and terrorists in the North East states of India committed serious human rights abuses, an official US report, even as it slammed the Government for extra-judicial killings. "Separatist insurgents and terrorists in the North Eastern States, Jammu and Kashmir and the Naxalite belt committed numerous serious abuses, including killing Army personnel, Police, Government officials, and civilians," said the US State Department's Country Reports on Human Rights Practices for 2010. "Insurgents engaged in widespread torture, rape, beheadings, kidnapping, and extortion. The number of incidents, however, declined compared with the previous year," said the Congressional-mandated annual report released by Secretary of State Hillary Clinton.

Around 70 Bru families from Naisingpara relief camp in the neighbouring North Tripura district returned to Mizoram. The source said that while 127 families were expected to return, some families refused to come back making several excuses.

April 27
Repatriation of Bru refugees from Tripura camp to Mizoram resumed. According to official sources, 123 more families comprising 645 persons are to be repatriated from Naisingpara camp.

However, only 55 Bru refugees, belonging to 12 families, returned to Mizoram from Naisingpara relief camp in neighboring North Tripura district while the officials were making arrangements for the return of 123 families.

Former Chief Minister Zoramthanga has assured that the Mizos would contribute whatever they can towards finding a solution to the protracted Naga political problem. Zoramthanga said, "It needs patience in any peace talks," adding that it took 15 years for culmination of the Mizo peace process. He also said that the breakthrough had come only after seven rounds of talks between Government of India and Mizo militant leaders.

Around 270 Bru refugees, belonging to 44 families, returned to Mizoram as the third phase of repatriation continued. The repatriated refugees were resettled at Mualmam, Kolalian, Kanhmun and Sihthiang villages. With this more than 600 Bru families have returned to Mizoram during the third phase even as many refugees were reluctant to return due to several reasons.

Elvis Chorkhy, general secretary of Bru Coordination Committee also did not rule out the influence of anti-repatriation leaders which might cause reluctance to return to Mizoram and that rumours were spread that those who return would not receive assistance to be distributed to the victims of March 19 fire which gutted around 3,000 houses in Naisingpara camp (Tripura).

More than 20 Bru families have reached Mizoram-Tripura border Kanhmun facilitation camp as the repatriation of Bru refugees continued. While 71 Bru families were expected to return on May 10, the number of families who would actually cross the border was yet to be ascertained. The repatriated families would be taken to their respective villages where they would be resettled after identification process is completed and they would be resettled in Mamit District. Bru leader Elbis Chorky said that they had appealed to the Union Home Ministry to extend the period of providing free ration to the repatriated refugees for one to two years.

Two executives of an Assam-based private company, ABCIL, were abducted by unidentified militants from Meidum village in Kolasib District of North Mizoram, bordering Tripura and Assam. The abducted executives are Premlal Dhiman (48) and commercial manager Bajrang Lalbhurgi (45).

June 17

The fourth phase of repatriation of Bru refugees which was to begin from June 7 has been caught in cross-fire with demand raised by the Government of Mizoram for rehabilitation package from the Centre for nearly 80 Mizo families who were displaced from Sakhen hill ranges of Tripura in the wake of the ethnic violence of 1997.

June 26
The Union Home Secretary GK Pillai said that there was marked improvement of the overall situation in the North East region and there was greater desire for peace not only among the common people but also among different militant groups of the region. He expressed the view that the Government would have to take advantage of the situation and efforts have already been launched in this direction. Pillai pointed out that the level of violence in the region has come down considerably, which is a positive sign. But at the same time, he admitted that extortions by militant groups remain a cause of concern.

Mizoram's BCC sent a letter to Union Home Minister P. Chidambaram asking the Centre to ensure rehabilitation for the 80 displaced Mizo families, allegedly driven out by Brus from Sakhan range in Tripura in 1998. In the letter Elvis Chorkhy, general secretary of the BCC, urged Chidambaram to give INR 80,000 to each displaced Mizo family, similar to the amount given to Bru families repatriated from the relief camps in North Tripura District and re-settled in Mizoram.

Chorkhy mentioned that due to the demand by major civil societies in Mizoram that the Bru repatriation should not resume unless the displaced Mizos were rehabilitated, the ongoing repatriation process was derailed. "It is the desire of the BCC to ensure mutual satisfaction between the Mizo and Bru communities of Mizoram in the matter," he said, adding, "the BCC wants peace, tranquility and communal harmony in the state, without which the present process of Bru repatriation cannot be successful".

The fourth phase of Bru repatriation, scheduled to commence from June 7, was stalled by the State Government in the wake of major NGOs and political parties demanding rehabilitation of the displaced Mizo families before resumption of the Bru repatriation.

Mizoram Chief Minister Lal Thanhawla said Political problems or militancy cannot be solved militarily through the barrel of the gun and lasting solutions can only be reached through talks. "There has to be a give-and-take policy and both government and the separatist outfits have to be ready for some measure of sacrifice," he said.

Mizoram Police arrested a Mizo arms smuggler, identified as Ngunthavnglina (58), during a search operation in south Vanlaiphai area under south Vanlaiphai Police Station in Lunglei District. One AK 56 rifle as well as one magazine was recovered from his possession.

A member of Bru community, Birguram (35), was shot dead by four unidentified assailants, suspected to be UDLA militants, apparently tagging him as a Police informer, in Thinglian village of Kolasib District along the Mizoram-Tripura-Assam border on July 17. State Home Minister R. Lalzirliana told the Assembly on July 18 that Birguram, a resident of Thinglian village, was called out from his residence and shot dead by the suspected Bru outfit cadres.

MBDPF based at Naisingpara in North Tripura, took offense at the July 21 statement of Mizoram Home Minister Lalzirliana in which he said that the Government of Mizoram would hold talks with the rival group of the forum, led by LB Chorkhy having the support of militant outfits and not with the MBDPF leadership represented by S Sawaibunga and Bruno Msha on the issue of Bru repatriation.

Mizoram will not revive the SoO signed with Manipur's HPC-D as it has signed one with the Centre.

The Mizoram Government alleged that some militants belonging to the HPC-D, who did not follow the conditions laid down in the SoO signed between the Centre and the outfit, were still indulging in illegal activities.

Chief Minister Lal Thanhawla after unfurling the national flag, said that there was no scope for terrorism in Mizoram, while stressing that no one would be allowed to upset the peace of the North Eastern State.

The Centre may have opened dialogue with some militant outfits, but according to an estimate of the Union Home Ministry, there are 79 militant groups including splinter factions, which are active across six North Eastern States.

A detailed list of the militant outfits furnished by Minister of State for Home Affairs M Ramachandran in the Lok Sabha (lower house of Parliament) reveals that Manipur has the dubious distinction of having the highest number of 50 active militant outfits in the region including 22 valley-based and 27 hill-based outfits. One militant outfit, KCP has 12 factions, while KNF has four factions.

While Assam has five active militant outfits including ULFA, NDFB, BW, UPDS and KLO, neighbouring Meghalaya has overtaken the State and now boasts of nine militant outfits. In neighbouring Arunachal Pradesh, apart from the two factions of NSCN, NSCN-Isak-Muivah and NSCN-Khaplang, another militant outfit, National Liberation Front of Arunachal has reared its head in the State.

Another interesting revelation is that barring Sikkim, rest of all the North Eastern States are now affected by militancy. Mizoram, which was given a peace bonus by the Planning Commission last year, now has three militant groups including HPC D, HNLF and KLO. Nagaland and Tripura have six and three militant outfits respectively.

Meanwhile, the Minister said that there have been inputs suggesting liaison of top leaders of some of the militant groups in the North-east with the neighbouring countries like China and Myanmar.

August 25
People belonging to different political parties took out peace processions in three villages in the North Eastern part of Mizoram adjoining Manipur demanding resumption of peace talks between the State Government and the Manipur's HPC-D militants to find a lasting solution to Hmar problem.

Earlier the talks held on November 11, 2010, culminated into signing of bilateral SoO for six months, but the SoO was never extended as both the Mizoram Government and the HPC-D began accusing each other on different issues. Chief Minister Lal Thanhawla on July 27 had informed the State Assembly that the outfit has already signed SoO with the Centre and it was no longer fit for the State Government to resume peace talks with the Hmar group.

August 26
DGAR Lieutenant General Rameswar Roy said that insurgency in North-Eastern India is on decline due to domination of SFs, split amongst militant groups, disenchantment of the people and growing economic activities but extortion remains a point of concern. He also said that the NSCN factions have not been adhering to the ceasefire agreement. He said compared to the killing of 69 undergrounds in 2010, this year just five have been killed by the Assam Rifles. "Apprehensions have gone down from 1,132 to 610, while the surrenders have come down from 270 to 155." On the issue of AFSPA and demand for its repeal from Manipur, Lieutenant General Roy said, "Of the total 56 cases of human rights violation by the Assam Rifles men since 2002, just one case has been proved.

The Home Minister of Mizoram, R. Lalzirliana, claimed that there were no insurgent groups in Mizoram. Earlier, the Union Minister of State (Home) M. Ramachandran had said in the Lok Sabha that there were 79 insurgent groups in the North East, including three groups in Mizoram. Addressing a political session in the Congress Bhavan in Aizawl, Lalzirliana described Ramachandran's statement in the Parliament as unfortunate. While the Hmar People's Convention-Democrats (HPC-D) could be regarded as a militant group, the outfit is yet to be outlawed by the Government, he said.

Former Union Home Secretary G.K. Pillai said that the insurgent groups in the Northeast are without any ideology and can be described as a cottage industry run by criminal gangs solely involved in extortion racket and kidnapping of people.

September 6
SFs in an operation recovered USA made .22 pistol and .32 revolver, from the possession of one arms peddler Vanlal Liana (44) in the village Phunchawng under Vivakawn Police Station in the District of Aizawl.

The identification process of Bru refugees resettled in Mamit District started. The process is being carried out by three representatives each of the central committee of the YMA and the MZP, the apex students' bodies, and two leaders each from four political parties in the State - the Congress, the Mizo National Front, the Zoram Nationalist Party and the BJP.

BSF troops arrested three NSCN-IM militants at Indramchhera Nallah in the border outpost of Silsuri in Mamit District, while they were trying to cross over from Bangladesh.
