The Rajindar Sachar Committee’s report on the social, economic and educational status of the Muslim community in India struck a blow to the Congress’ democratic and secularist assertions made over the decades. It lays out the actual conditions the Muslim minority faces and how it lags behind in terms of human development indicators. It reports that only a small percentage of them are in government service and involved in areas of socio-political life. The comm unity has been reduced to a sort of political working capital in the hands of the big political parties. According to the report, Muslims need assistance at all levels. They face deprivation in terms of habitation facilities, access to bank credit and also political decision-making power.

Since Independence, India has seen many commissions and committees constituted to resolve the problems of the minorities, especially Muslims. The Ram Sahay Commission on Muslim weavers, the Srikrishna Commission and the Gopal Singh Commission were formed during Congress governments, but their reports are gathering dust. Such moves constitute nothing but political stunts with empty promises for the vulnerable minority. It is obvious that the Sachar Committee report will meet the same fate.

But this is the first commission to have studied the roots of the problems the Muslim community is facing and what the government has done for it in the last 50 years. Ghettoisation and insecurity have grown among Muslims after the demolition of the Babri Masjid in 1992. As a result, the percentage of Muslim children attending school and university has significantly gone down.

The follow-up on the report has taken on political hues, with the Congress using it as a tool to woo the minorities and the BJP raising concerns over the figures mentioned in it. But what has the Congress done for the minorities during all these years? It claims to be a champion of secularism but has used the term only as a euphemism to appease Muslims and secure their votes.

The Sachar report should be an eye-opener for big political parties like the Congress and the BJP, which are using the Muslim issue as a device of vote-bank politics.

After Independence and during Congress rule, there was talk of a classified circular which directed that no Muslim be appointed to senior-level positions in the defence forces. The Congress had created such a stir for a long period of time so that Muslims would be forced to leave India. Further, an imprudent game was played by the communal forces during Jawaharlal Nehru’s rule with the clandestine support of the administration and the police. This continued for almost 30 years, creating fear and anxiety among the minorities. The communal clashes that took thousands of human lives and destroyed property worth crores of rupees were the consequences of this game. The Congress appointed commission after commission to investigate the communal riots, but none of the big perpetrators has been convicted.

Instead of punishing the culprits, the police and the administration invariably prosecuted the innocent Muslim victims. The fear and anxiety this caused, and the cavalier approach of the government, resulted in low levels of progress among Muslims in education and commerce. During a span of 50 years, the entire community has been pushed into a vacuum of illiteracy and unemployment.

The fervour of backward class politics of the Congress waned in the wake of the Mandal and Mandir issues. Now it is seeking to widen its base while leading a coalition government. It has moved for other backward classes quota in higher educational institutions and talked of reservation for Muslims.

The Congress’ efforts for the progress of the minorities have been proved hollow, particularly in the Hindi heartland. On the contrary, the smaller parties, including the Samajwadi Party, the Telugu Desam Party and the Dravida Munnetra Kazhagam, and the Left parties, have brought several benefits to Muslims. The SP has time and again asked for affirmative action on the basis of the Sachar Committee report. They should be encouraged to participate in the process of economic growth. The report is a revolutionary step to uplift the minorities in India, and if the Government of India implements its recommendations, that will boost India’s secular democracy.

It is to be seen how sincerely and resolutely the United Progressive Alliance government will pursue the agenda it has laid out. Should the findings be put in deep freeze, leaving the secular and vibrant democratic future of India in a disastrous state? According to the Director of the Centre for Policy Research, Professor Pratap Bhanu Mehta, the report not only reflects the poor human index of Indian Muslims but indicates the vacuum of Indian governance. It points to the poor development of infrastructure facilities such as electricity and telecommunications services in areas of Muslim habitation. Muslims are not represented enough in the civil services, in banks, in other public sector undertakings, in the judiciary and in the agencies involved with national security tasks. The Central government needs to coordinate with State governments to pool resources and formulate such policies as would help translate their developmental regression into progress.

The Sachar Committee has suggested that a commission examine the livelihood problems faced by Muslims. But apart from instituting a committee of experts, the Congress has made no substantive effort in this direction. Proper representation of the minorities, especially Muslims, in the police and defence forces will prove to be a morale-booster for them in terms of their safety and security issues, but this has not been looked into. As per the committee’s recommendation, the Congress government has promised to open schools, training institutes and banks, provide free education up to the age of 14 and create infrastructure in areas populated by Muslims. But that promise now lies in cyberspace.

The report mentions that representation for the Muslim community to the same order as the percentage of Muslims in the population of the country is found only in one place: in jails. The fact that this is true can be seen now in Congress-ruled States such as Maharashtra and Andhra Pradesh. Many innocent Muslim youth of Mumbai and Hyderabad are in jail only on the basis of suspicion. There is hardly any effort being made by the respective governments to provide them legal aid.

In the context of the report, the Congress is trying to play the role of a messiah for Muslims. These represent nothing but tokenism. The Action Taken Report on the Sachar Committee report is but a post-dated cheque. As ever, the Congress wants to use Muslims as a vote bank. It is not really bothered of their rights or their welfare.

There are many areas where work needs to be done for the growth and development of the Muslim community, such as the provision of basic infrastructure facilities in education, health, road and drinking water, employment generation, safety, promotion of the Urdu language, modernisation of madrassa education and the separation of politics from community development.

In the present situation, the SP strives to continue the efforts it has undertaken to work for the minorities and the downtrodden. The party stands for the empowerment of the poor, the minorities, and the marginalised sections that were the worst victims of exploitation due to the lopsided policies pursued by successive governments at the Centre. Muslims want to live a respectable life without any political prejudice. They know how to carry themselves in the present conditions and how to uplift themselves and grow. The government has to support them in different spheres of activity.

The SP wants the implementation of the Sachar Committee report in toto. A high-power expert committee representing all political parties should be constituted to look into the implementation of the recommendations.

Congress in power now. Lets see if they will be going to implement Sachar Committee suggestions in toto.

Amar Singh is Mulla Omar of Indian Politics.. What did his Party do so far for Muslims? His Party already has started losing ground from their largest vote bank like communist has lost ground. Only Muslims can help themselfs by eduacating themselfs.. nobody can stop them getting whatever they want.. s

Congress is a master of tokenism/populism. SP (Amar Singhs cause) has lost so many Muslim votes to Congress in 2009 and to Mayawati's BSP that they would raise anything and everything to survive.
These tokenism has to be done away with. They are good only for scoring brownie points. The reality is that Muslims of India were the hardest hit by Partition and 1971. They developed a split personility vaccilating between :
(1) The economic need to function in a businesslike Hindu Indian attitude espcially accentuated by the rise of business philosophy of Marwari/Baniya/Gujrati entrepreanurial class. The talent was always so easily available that this class never went out of there way to find it; and
(2) There desire to be loyal to the concept of Ummah which was accentuated by the Mullah+Madrassa structure that kept drumming into them the longing for the Muslim Raj times. At no point any attempt was made by this structure to instill into the Indian muslim community the skills+attitude development that is needed to rise in a private sector environment.

The government sector is just to small to be of any use and is most of the time closed for new recruitment. What was the benefit of Reservations for the lower castes of India. Nil. The politicians just used such stupid schemes to lure the Lower castes into their vote bank. Indian Muslims would be following the Lower castes by simply pinning there hopes on schemes like these. Sachar Comm. report even if implemented in toto, will do zilch for the future growth of Indian Muslims.

What Indian Muslims require is a revolution led by its own leader. A leader who can help them understand that the Muslim Ummah will not light up there future (the Ummah is itself in decline). Rather a whole leadership system is needed that can help their skill+attitude development. The leadership has to come from within the Indian muslim community since their beloved Ummah (Pakistan) has done enough to poison there minds against the only true economic Libraliser like BJP and the (Congress+SP+BSP+Left) has done enough to exploit them for there vote bank politics.

I have worked with Muslims in private sector and they enjoy just as much growth opportunities as any other but only if they can make it to the educated upper middle class level.
The much larger mass is actually facing much more serious odds compared to the poor Hindus because they have to limit there choices to Mullah+Madarasa social structure and a Vote bank politics.

BJP is a holy cow compared to the political parties in the Ummah, still they never consider the only true economic libraliser in town for there own development.

If only Mr. Jinnah was alive, he could have seen the results of his actions.

Sachar committee is only the latest in the long line of committees that are made to pass the buck in a suave manner.

Hey Indian members of the forum, lets see how many Pakistanis come here and what they contribute. This is the real deal.

Jana.. The message is quite clear. I dunno why you want to go about beating the bush. Its obvious. Indian muslims do lag. and a vast majority of them and these are the findings. These are strictly for information only and a testament to our free and open press(albeit not so much in some aspects) and not for India Bashing or Hindu bashing or your favorite brahmin Bashing. So pls. Take the information, digest it and try to offer any help if possible instead of being an internet warrior.

Lets be clear here.. The committee was formed exclusively to find the short comings of minorities and Muslims.. Not as a fodder for bashing in defence.pk . ;)

First of all Im sure everyone would agree (around the world infact) that politicians are hopless. Its just a matter of less bad among the worst.

Now comments from people like advati shows the disconnect from reality. Im sure everyone wil agree that straight up reservations isnt good and should be linked to socio-economic deprivation. But SC/ST and later OBCs have all got these facilities for 60+ and 20+ years respectively, and this HAS benefitied them. Its another story that even though the later generations are well off, they still continue to avail this facility. Muslims on the other hand on a whole never had this option.

Now, even though many people are against this "reservation" I dont see many people raising a hue and cry about it. But when there is talk of accomodating SC Muslims for example (who makeup only 2-3% of all muslim population) the BJP is the only political party that opposes it.

Even though based on the SC/ST, OBC and mandalisation reervation, morally speaking Muslims in a similar socio-ecnomic state deserve reservations as backward classes. But I think they have shown great care for non-SC/ST and non-OBC Hindu sentiment by not implementing and rather going towards school scholarships that is linked to economic factors. Shouldnt the muslim leadership be commended for this? Instead of going for reservations in IAS or public services like for SC/STs again only monetary aid is provided for coaching for these exams which again economically linked. Shouldn't BJP supporters applaud this policy. This will allow only competent muslims to become beuracrats unliek the reservation policy for other caste groups.

Again most of the plans being laid out by the minoirty affairs ministry not only helps minorites but other people living in that area as well. Examples are establishing schools, handloom and powerloom clusters e.t.c. help all communities.

Fortunately, most polical parties including the BJP have supported these moves and recommendations coming out of the Sachar report. Nitish Kumar in Bihar and Chauhan government in MP which are all BJP strongholds have actively particiapted in these programs.

Not what I fail to understand is even after taking a very fair approach and focussing on helping only poor muslims; not resorting to mandalisation politics of reservations; some political elements are against this upliftment and spread disinformation just because its a convenient platform to scare and consolidate votebank on the basis of "appeasement". For example Modi's government is the only state government in India that isn't heping poor minorities with scholarships by bearing only 25% of expenses.

There you have some food for thought. Now can anyone say if Modi can lead an all inclusive India if does these kind of things? Atleast most polical parties including Congress have provide some concrete plans to help poor muslims, has the BJP provided any constructive criticism even after accepting eventually that the Sachar report (atleast the empirical data contained it it) is valid?

And just a reality check, Pakistanis would love the BJP to be in power. You are mistaken if you think that Indian muslism are allergic to BJP because Pakistan "tells" them so. Nothing would be farther from the truth. Because creating Hindu-Muslim disunity would be in Pakistan's strategic interest and MOST (not all) BJP elements have helped on this regard.

Nobody is stopping muslims to get their fair share. Its upto Muslims to upgrade themselfs to get that. they don'e need to wait helplessly for some devine interfearance. Govt. can provide only better education and other infrastructure rest they need to fully utilise that.:cheers:

I think we should offer reservations for Muslims in IITs and IIMs.

Then wat? For IITs minimum qualification is XII with maths. For IIMs it is Garduation.. And in my so-long student period I met very few Muslims who really takes study seriously.. So do you want to lower the Qualification barrier to get them reservation in IITs and IIMs...

In that case, we should give Muslims free education starting nursery until post-graduation.

My two cents:

- We have seen enough of reservations, subsidy, Rs. 2 rice and what not in the last 60 years. I say we stop it all once for all!!

- There should be only one reservation in India; for people living below poverty line and that's all about it. No more SC/ST/ OBC and minority crap. This age-old caste, creed system is the only blot, which had been pulling us downward and also tarnishing India's image globally. And instead of abolishing it, especially now that the so-called upper caste people do not have any superiority, we are only promoting the segregation by continuing to recognize some part of society as backward classes. We have to put an end to this dalit, harijan, minorities business, once and for all. We have to realize ourselves as one caste: Indian.

- Now we want to extend the same division in our society by declaring special packages for minorities. In my opinion, it may help them temporarily, but in the long run, it will only help in wedging a gap with mainstream Indians.

- If, at all we have to divide our society, then divide it on economic grounds, like I said, people under the poverty line and the ones who are well off, so to say. Give all these reservation, subsidy, free healthcare etc to the poor ones and make special schemes to bring them up in economic ladder. Simply put, that should do the trick.

I am oppose any type of reservation in any field including jobs or education. I do come in minority but it doesn't mean that one need to have reservation.

Indian Government is doing all it can for uplift of Muslims...its Muslims who have to come forward.....Government can only provide opportunities and funds....the ground work has to be done by Muslim leaders.....and its for Muslim population to cease this opportunity....

Alarmed by the findings of Justice Rajinder Sachar Committee, which painted a dismal picture of socio-economic conditions of India’s 140 million Muslims, Human Welfare Foundation’s Vision-2016 intends to build a student hostel in each state as well as 10 centres of higher learning has been pegged.

Human Welfare Foundation’s Vision-2016 aimed at providing free quality education and health services to the poorest among India’s 140 million Muslims. “We are committed to achieve objectives of Vision-2016 within the stipulated period of time. Funds will be generated through donations,” said KA Siddiq Hassan, a retired
university professor and vice-president of JIH, which is headquartered in New Delhi.

Although the government has plans to improve conditions of minorities, it is increasingly felt that the community’s lot will change for the better only when Muslims activists and groups contribute their bit.

The Foundation’s health agenda includes setting up a super speciality hospital and 10 speciality hospitals. “The process and planning for all projects are going on smoothly. Hopefully targets will be achieved,” Hassan said.

It decided to construct 10,000 dwelling units in urban India while 100 model Islamic villages will also be developed by 2016. Each model village will have 100 houses, a primary and higher secondary school, a
clinic-cum-diagnostic centre, a community hall, a shopping complex and a mosque.

Foundations Vision-2016 talks of total emancipation of poor Muslims. “It aims at imparting quality primary and secondary education to the poorest among Muslims. We also intend to provide them health facilities and financial assistance for economic empowerment,” said Hassan.
