Oh please. China could have annexed Vietnam if it wanted to.

It seems like you have never looked at a map. Germany is a tiny fraction of Russia's size. It was like a snake trying to swallow an elephant.

China is 29 times larger geographically than Vietnam. We also have plenty of manpower. China is a lion that can step on the Vietnamese mouse for as long as we feel like.

In 1979, China let Vietnam keep their lousy country. Next time, China may not be so generous.

As you can see, Sino-Vietnam war just ended in 1989, but then again the two communist leaders hugged each other dearly. Perhaps only a few years after the war.

In this world, most of countries at war with others, then they resumed their relationship.

If we hold grudges with former enemies, we have the enemies list:
China (many times and most prolonged)
France.
Spain (Has joined with the French attacked Vietnam in 1858)
UK (Attacked South Vietnam in 1946)
Japan. (WW2)
America.
Cambodia (the Khmer Rouge regime)
Thailand, Philippines (have allowed the U.S. to use bases to attack VN)
S.Korean.
Australia.
New Zealand.

We can forgive most of them, because the end we won them.

You Vietnamese and Filipinos are destitute. You can barely afford to buy a few bicycles. Your capital budgets for equipment purchase are almost non-existent. Lifting the weapons ban will have no material effect.

By the way, I should mention China's $106 billion annual defense budget does not include the purchase of foreign equipment and nuclear weapons program. I think weapons R&D is also excluded.

The total Chinese defense budget is significantly larger than $106 billion if you include all of the off-budget military items.

If China cannot solve this bilaterally then they should agree to UN arbitration. China using force will not be good for its image of maintaining moral high ground in the region as well as in the world. Keeping moral high ground is important for leadership, even if sometimes some price has to be paid. Loosing moral high ground may cost more in the long run, because of loss of trust and respect of regional neighbor countries.

If China wants to lead in Asia, and reduce US influence, then they will need to sacrifice and at least agree to international arbitration.

VGP – Prime Minister Nguyen Tan Dung on Tuesday received US Secretary of State Hillary Clinton who is on a two-day official visit to Vietnam.

Applauding the visit made by the US Secretary of State, PM Dung urged the two countries to enhance bilateral cooperation on the basis of independence, sovereignty, territorial integrity, non-interference in each other’s internal affairs, equality and mutual benefit, contributing to peace, stability and development in the region and the world.
The Government chief said Vietnam gives priority to bolstering cooperation with the US in economics, trade, investment, science and technology, education and training, environment, and humanitarian activities.

US Secretary of State Clinton spoke highly of Vietnam’s socio-economic achievements. She also expressed her pleasure at the progress of the relations between the two countries.

Both sides should continue discussing on lifting up the bilateral ties toward strategic partnership, said the US Secretary of State, adding that the US Government pledges to respect Vietnam’s independence and sovereignty, support Vietnam’s development and prosperity as well as its increasing role in the region and the world.

The US attaches importance to consolidating multi-faceted cooperation with Vietnam, she emphasized.

During the reception, PM Dung and US Secretary of State Clinton also exchanged views on recent situations in the East Sea and cooperation in the Mekong Subregion.

The two sides underscored the importance of maintaining peace, stability and cooperation, maritime security and safety in the East Sea. All the disputes in the East Sea must be settled through peaceful means, with respect to international law, especially the 1982 UN Convention on the Law of the Sea (UNCLOS) and the Declaration on the Conduct of Parties in the East Sea (DOC), while working toward the conclusion of a more legally-binding Code of Conduct.

Expressing her concern over recent developments in the East Sea, the US Secretary of State affirmed the US Government strongly advocates coastal countries’ rights in their exclusive economic zones and continental shelves in accordance with the UNCLOS.

I dont know why China only insists negotiations with each country separately, while now the Spratly Islands region has the presence of many countries.

Remember that, in1939 Japan invaded the two islands from Vietnam (that time Vietnam was a French colony) was not from China.
In 1887 France took over the Paracels and the Spratlys from Vietnamese feudal state as the territory of Vietnam colony, then it did construction of hydro-meteorological stations on Phú Lâm (Woody) Island of the Paracels and Ba Bình (Taiping) island of the Spratly Islands.
Before VN became a French colony, Vietnamese feudal state has controlled the two islands for hundreds of years ago. Vietnam has sufficient evidence to prove this.

Chiang's government took advantage of the chaos after WW2 to go illegal occupation of the islands of Vietnam.

The Chinese only went to the two islands in 1946, but earlier the Vietnamese have controlled the two islands for centuries.
