Vietnam has gotten nothing. Not a single U.S. dollar in military aid or compensation for Agent Orange.

At least the Indians have money.

You Vietnamese and Filipinos are destitute. You can barely afford to buy a few bicycles. Your capital budgets for equipment purchase are almost non-existent. Lifting the weapons ban will have no material effect.

By the way, I should mention China's $106 billion annual defense budget does not include the purchase of foreign equipment and nuclear weapons program. I think weapons R&D is also excluded.

The total Chinese defense budget is significantly larger than $106 billion if you include all of the off-budget military items.

In the US and west they don't even try to hide their feelings towards Asian people. Just watch Hollywood and you will understand. In western society, Asians are presented as inferior and weak. You are mistaken the 'aggression' with defense. There is a reason why China is being more assertive now they the US is more blatant about containing China.
