The presidential detail have a chief American security representative and a chief Chinese security representative. The two officials, from their respective countries, interacts with each other to make businesses between guest and host as problems free as possible. That is normal protocol for any country that is guest or host.

If any member of the host security detail tried to stop the guest's staff from doing their jobs, that is the failure on the host's side. Deal with it.

...when the Chinese official grabbed Kelly, that official committed what the Secret Service calls an "AOP" or "attack on the principal." At that point, the Secret Service would have responded immediately to protect Kelly from coming to any harm.

The Chief-of-Staff, the military officer who carries the war authorization codes, the president's advisors, or anyone who needs direct access to the president is considered to be 'the principal', or equivalent to the president himself. Grabbing Kelly is equivalent to grabbing the president. Trying to take or even touch the war authorization briefcase is equivalent to trying to prevent the president from accessing the case.
