Scam-wary Army calls off Israeli missile deal

I don;t think we should blame AK Anthony for this mess. The guy is in a position to finally try to get rid of the systemic corruption that is plaguing our defence forces. Obviously, its not going smooth because such corruption is firmly rooted in the system and other powers don;t want it to be dismantled. But in the end, AK Anthony is doing all of India a favor.

I stated so as a quick fix. Sometimes, I think we our private sectors should be given the responsibility of reverse engineering certain weapons and products. This would not hamper the public entreprises but still allow us to get ahead. What do you think?

Getting rid of corruption is good, but the whole process shouldn't have to start over like this, don't know when these ATGM's will be inducted. Maybe a committee of ruling & opposition parties can approve weapon systems without tender, taking into account our urgent security needs and the merits of the weapon system.

Yes we can allow our private sector to reverse engineer weapons & products, but this should be done secretly :)

no other system exists of sufficient calibre exists. after tech scan same missile will be inducted. nag has already gone operation on 13 units as well as helina on rudra.

Now we can wait till the year of our Lord 2136 to get an ATGM for the Army. Good going.

Too much bureaucratic red tape. So if tomorrow India goes to war, 1/3rd of our T-72 fleet require overhauling and we don't have sufficient ATGM's. DAFUQQQQQ :angry:

NEW DELHI: After years of searching for an anti-tank guided missile (ATGM) and finalizing an Israeli product, the Army has dramatically called off the deal because of fears of the single tender procurement erupting into a controversy in the future.

According to sources, the ATGM deal worth about Rs 15,000 crore, the biggest deal in recent times for the Army, was listed on the agenda of the defence acquisition council (DAC), headed by defence minister AK Antony, on April 2. It was originally meant to be cleared by the council for final approval of the Cabinet committee on security (CCS) headed by the Prime Minister.

However, Army chief General Bikram Singh is believed to have told the DAC that the Army was cancelling the deal and opting for a fresh process. The Army chief's move has surprised many, because of the aggressive way Army headquarters had been pushing the deal until then.

The deal is meant to equip 356 infantry battalions of the Army with the latest ATGMs. The Indian Army had been in advance stages of negotiations with Rafael Advanced Defence Systems of Israel for purchase of Spike ATGMs.

The Army had been searching for the past several years for a modern anti-tank missile to replace Milan and Konkurs — both in service with the Army for a few decades now. First, the Army zeroed in on a government-to-government deal with the US for the Javelin missiles — jointly produced by Raytheon and Lockheed Martin — but it fell through after the US refused transfer of technology for indigenous production in India by Bharat Dynamics Limited.

While some sources insist that the deal could be brought back to the desk after a global technology scan and ensuring that there are no other options available, there is now clarity on the issue. Sources admit that the deal is over, and a fresh process will start.

Sources said the era of single vendor procurements — unless it is an extraordinary situation — is virtually over. In recent years, companies from Russia, Israel and even the US have bagged several contracts through single vendor situations.

Changes in procurement process get nod

The DAC has approved several amendments to the way military equipment is purchased in the country. Among them are a series of measures to increase accountability in terms of timeframe for selecting a product. The DAC has also approved removal of all references to Raksha Udyog Ratnas from the Defence Procurement Procedure.

The status was meant to be granted to about a dozen firms, which were to be given preferential treatment at par with defence PSUs in military contracts. The second amendment is that the acceptance of necessity, the first step in procurement, will be granted only after services have prepared the (general staff qualitative requirement) for an equipment.

You have just committed the cardinal sin of calling Hindustan a poor country.............You must be mistaken my friend, 60% of you population may be living under extreme poverty level, millions dying of hunger and disease, and millions m ore with no where to ****, no access to clean water, no roof on the heads, no clothes to cover the starving frail body, but Hindustan can not be poor it certainly can afford aircraft carriers, SU30MKi, Rafael, nuclear subs, ballistic missiles, and you are talking abouot puny 70K ATGM's. Aah did you finally got up from your slumber or forgot to take the morning pill ?


good job.... 70K for missile is like throwing at chinese tanks on both sides of the border. We aren't that rich yet,,, desi missile is the answer!

I remember the thread and the news..
Was a bit confusing...the picture was of a 'tube launched' laser guided missile.
But the news was about a 'PGM'.
Cannon launched guided munition?

In top attack mode...precision guided munition can be used in anti tank role..
Is a bit resource intensive,but cheap.
Canons firing the artillary shells,can be an easy target for an air raid.

Bur same cannot be said about a man hidden somewhere with a shoulder fired ATGM.
But the missile itself may be expensive.

Poor country? lol India is among the largest economies and is growing with +5 % annually despite a global recession and virtually no big ticket economic reforms for years now. We are spending less than 2 % of our GDP on defence, compared to other countries in the region :cough: ...and much much more on anti poverty measures, infact India has the largest anti poverty programs in the world and is lifting millions out of poverty each year. But after reading that "millions starve to death in India" (funniest thing I ve read today), I hardly believe that your brainwashed mind will be able to understand this :coffee:

This is really so stupid.

I do understand that there can be accusations of corruption in single vendor deal but starting afresh will be so time consuming, some other ways must be found out or the the entire process must be shortened.

Embarrassing the the right word! It seems the Indian Military/MoD have brought the record to ~50/50 whether a tender will go through the first time or whether it will take a 2nd attempt to go through. Sadly this one has fallen into the second category.


I was always doubtful this deal was going to go anywhere when I heard it had evolved into a single-bidder competition. We have seen the "Saint" is willing to compromise India's national security for the sake of his own reputation, he has set the precedent earlier this year with his knee-jerk remarks on the AW deal (which he has since had to distance himself from) and more recently the LUH deal which has been postponed indefinetly because he wasn't willing to use his discretion.

But oh well, a few soldiers get killed and India's national security is compromised but at least Antony has his "clean" reputation.
