You think beloved yankees are blind or idiot?
They US say you violate the regulations even if you do not and they say you did not even if you did.
Buy Pak or Especially China origin manned fighters is a direct challenge or humiliation from Saudite Arabia to US hegemony,Saudite Arabia can only buy US militaries as their loyal servant for the so called protection!
Ok maybe not the "Yemeni Air Force", but certainly other allied air forces can be gifted Saudi Funded JF-17 Block III Fighters; The Sudanese Air Force would be a perfect candidate. Just like the Saudis funded Egypt's Rafale purchase, A strong Sudanese air force tied to the Saudi state and located just across the red sea from Saudi would give the Saudis more leverage in that region. Sudanese pilots, Saudi Pilots, and even Pakistani Pilot could be called on to fly for the Islamic Alliance led by Saudi Arabia. 24 - 48 sort of nominally Sudanese JF-17 could be a way to get a Chinese(/Pakistani) type aircraft in Saudi Service.
Another even more plausible option would be to just fund a Pakistani Air Force contingent of JF-17s with all the bells and whistles. 24-48 Fighters under Saudi Leadership can be said to be PAF planes in Saudi, officially PAF fighters, but actually Saudi Planes. The news would never come up as a sale, just a PAF contingent based in Saudi to protect Saudi from Iran or any other threat; a "Defensive" force, but could be lead element of the vaunted Expeditionary force Mastankhan advocates.
Saudis could fund either or both or neither, but these are two more likely options for the Saudis to get Chinese aircraft with less chances of ruffling feathers in the west.
