Seebawayh سيبويه did not invent rules of Arabic Grammar but he wrote a book on them called Al Kitab الكتاب in a simplified way to understand the Arabic grammar in an easier way.

Arabs did not need it as they were masters in the language for thousands of years without having to learn from a book but when Islam spread to non-arab parts of the world the need arised for the grammar of the arabic language written down in order for the new non-arab converts to learn it in an easier way.
