Pakistan can use anything as long as it’s space program continues growing, but Saudi doesn’t control Socotra. It’s Yemeni land occupied by UAE and Israel
If UAE has control then KSA has access. The Israel angle is an exaggeration. UAE wants to expand is space program as well. There is mutual interests here. Not saying its gonna happen but it is something that is plausible.

Yup, Indonesia is building space launch base in Biak, Papua. Today we are still trying to develop a rocket that can reach low orbit for micro satellite

They dont want a launch vehicle, at least that's what the UAE space agency said a while back. There are so many options so that if they get sanctioned they can just another countries satellites.

Although maybe if the UAE goverment used the SLV as a secret IRBM design as well it would work.

Kazakhstan?! Launching land in Kazakhstan is part of Russia so what have Kazakhstan in space field?
The space program of Kazakhstan is originated from the dissolution of the Soviet Union in 1991, when Kazakhstan declared their independence. The Kazakh space program consist of cosmonaut and satellite missions. The only launch site situated at Kazakhstan is Baikonur Cosmodrome, which is leased to Russia. The program is led by KazCosmos since 2007.
