exactly pakistani umnast are confused they have to decide between global Islamist ideology or nation state for example they claim they defend Muslims while they are allied with China who oppress the uyghurs also they try to make their conflict with India about Islam even though most of Muslim countries have relations with India and view Kashmir conflict as land conflict rather than religion conflict

The Kashmir conflict is religious, not land, in essence. At the time of partition the British agreed that contiguous Muslim-majority regions were to become part of Pakistan, but Kashmir’s Hindu ruler refused to consider the wishes of the populous.

But race & ethnicity aren’t the same thing. Gulf Arabs can be black too if they have lineage from Africa, while Levantine Arabs look fairly white. How would the baby be able to tell if the adopted parent in Arab or something else?

For the record I think we Pakistani are now a unique nationality by ourselves and don’t ‘need’ to associate with anyone as was the case by some in the past. We are 220m by ourselves and very diverse within.
You are right that race and ethnicity aren't the same thing. But 99.99% of the time all Arabs will look similar especially if they are from the same family. There are black Arabs with Arab fathers which makes them Arabs unlike black residents of Arab countries who don't have Arab fathers and aren't Arab. The baby would be able to tell by mannerisms for one, and the way interaction of the baby goes on which is different among American blacks and white for example.

There are more expats in Gulf countries(except KSA) than their local population. if they gave the citizenship to every expat than UAE would be little India and Pakistan...

That is true that people want to associate with their own. I read that Japan prefers South-East Asians over Indians because they are culturally closer on a scale to them.

Similarly Muslim non-Arabs would technically be preferred in Saudi ahead of Indian Hindus, Nepalese, but its still surprising to see so many of them working in the Gulf.

I don't think the ruling elite, taking a single decision or making a single move considering interests of Pakistan in sight!
All state machinery run by remittances is busy pleasing only one tribe, who openly operate like a state within state or may i say state hijacked by mafia.
If it was not that mafia, we could have been a quite developed nation.

All western states offer citizenship on certain terms. Besides for them they are adding taxpayers not people who get subsidies or expect them such as GCC Arabs. It keeps the populace quiet and insurrection in check. No country will add citizens that expect subsidies.

I meant culturally & socially rather than as a state machinery. We don’t need to look outward to Iran, Gulf, or wherever for inspiration/brotherhood. We should be more like Indonesia, a culturally diverse nation that is just working to improve from within.

We should be giving citizenship to Arabs. They are the most important people to us and we have a closer relation to eachother than to Pakistanis. Turkey would be much more willing to give citizenship to Azerbaijan, and other Turkic nations than they would to Pakistan as well. Syrians integrate much better since they know the language, culture, and values of Arabs.

Looking at Indonesia is same as looking for inspiration to Iran or Saudi.
Diversity is only acceptable, when people practice it within their homes and do not enjoy undue patronage from state machinery.

Again Iran and Saudi is no comparable example, one is operational base of RAW and other is backbone of Pakistan's economy.

As an example: Iranian petrol is being sold as far as Lahore, which is a public knowledge, but a state in grey list of FATF have no issues with it. This only reflects slavery, instead of nation hood.
It's just one small example... and let's keep rest of examples to discuss else where.
