Dude maybe having Pakistani students sign Government bonds to come to KSA for higher education financed by the KSA Government in return for providing services back to the Kingdom by working there for the next 5 years. Just like what the Singapore Govt. does.
And then the entire Saudi population will rise in revolt. Limited university seats is one of the biggest population grievances against the government, if there is any extra university seat it should go to nationals, the competition for university seats for high school graduates is down right sad. 40,000 apply for 200 college seats sad. And you are saying bring students from Pakistan??
I'm glad to hear that but its those seminaries along with the Iranian Cultural Centres in Iraq, Pakistan & in Afghanistan that created a sh*t storm for the people therein.

From all over the Muslim World & pump qualified Human Resource into the Saudi Economy who, after graduating, give more than enough back to the Saudi Economy making it a knowledge driven economy thats exponentially more industrialized than it is right now or would otherwise be !
Take the best & the brightest from the Muslim World !
But if the University seats are as chronic as you say there are then obviously that wouldn't work.
If there is anything of the sort in Pakistan it is not due to Saudi government at all. In fact religious nutcases and extremists are angry at King Abdullah for stopping the funding that Fahad did. And some political think tanks attack this policy because it is weakening KSA's foreign influence in favor of Iran which is governmental supporting such things.
I wonder if his bet on education will pay off or not.
