More likely is that there is not much to see in many of these African countries culturally, so those at UNESCO see some pile of mud in Mali and declare it to be a UNESCO "world heritage site". South Asia is filled with real cultural sites compare to much of Africa. That is the difference.

Great Mosque of Djenne is a world site for a reason. What is amazing is that all of Timbuktu comes together to rebuild it every year.
