That is not the issue, the interactions between Russian and Pakistani authorities are becoming a norm these days, irrespective where they are happening. What is of real interest, is to why Lavrov skipped meeting Modi.

Nothing definitive on energy. Russia still seems unwilling to forego NSG guidelines on nuclear power plant supply. Disappointing, but will wait and see. Probably would've helped if Pakistan was actually able to pay for them.

if meetings are a sign of importance Putin has made it to 70 countries. He has not had the time to visit Pakistan
