Here is a piece of reality for you-no Russian bank needs to be "saved".They own so much foreign property that can easily repay all their debts and still have over 60 billions USD left.Of course such easily available information is out of grasp for you.
And those 13 billions were given as REPO loans(educate yourself what REPO loan means).
And there will be no cuts to military budget-just next year will be spend ruble equivalent of 50 billions USD to buy new military equipment.
