Perhaps they can.. experience has shown that Air combat is less of an art.. and more of a science.
with a reaction for every action.
If one can document all possible reactions to all possible actions wrt to speed/altitude/attitude and situation.
A UCAV may be able to outfly a pilot every time.

i doubt whether a pilot will agree. From what i know when in combat, pilots fly on instincts which are honed over hundreds/thousands of hours of flying/training - there is no time to think..... And i doubt whether we can create a computer which reaches decisions faster than human reflex actions

Then the issue is computing power.. not the instincts.
Instincts are born out of experience and training.
When you can embed all of that in a code.. in a learning machine.
You crack the code.

But can a computer for certainty have the sixth sense not to drop a bomb on a compound.. thinking that there might be civilians inside.. NO
