And Iraq were continuously firing at the aircraft maintaining the zones, and Congress is stating this as one of many reasons for the authorization.

Ukraine need that dam to move troop to the other side. You can't move them across river without it, or you will need to raise engineering bridge which would be sitting duck if they don't control the other side of the river bank.

That bridge is gone is a blow to Ukrainian offensive if they choose to cross there, otherwise they would have to either cross the river feet wet or go around the city of Zaporizhya which add 200 miles of travel.

Update: The New York Times, citing US officials: There are indications that Ukraine may have begun its counteroffensive.

Clearly these officials work for the US Department of Agriculture who may be looking at indications or in the Personnel Organization of the DoD. Anybody at the Pentagon would know for a fact that offensive has started or about to be started.

This is just setting expectations with the general public on something that is firmly underway or about to be.

If Putin loses Crimea to a counter offensive, then losing access to water is the least of his concerns if that can be prevented. Especially when he built a bridge from Russia to Crimea to address some of the water problems.

if you worry about that , you let enemy attack occupy those low lands then destroy the dam and wash them and inflict more damage and casualties to them than all the period of war.
