Not a bad plan but problem is how to protect those facilities while even building them from russian rocket attacks, going full underground would be to costly in terms of money and time.
Difficult but not impossible

One, Ukraine needs more air defense. That’s underway. Germany will deliver 4 more Iris, France delivers Aster. The US will probably deliver more Patriots. There won’t be not even a bee flying undetected.

Two, yes everything under the earth surface. Germany put the entire weapons manufacturing under earth surface in WW2.

Ukraine needs more artillery for the offensive. They need more ammo. Hundreds of thousands artillery rounds per week. The Russians trenches must be flattered to the dust and destroyed before leopards 2 can roll. Otherwise Ukraine casualty would be unacceptable too high, as Zelinskki said it.

If we cannot provide Ukraine with the offensive firepower such as modern Western tanks, jets, helicopters, night vision etc in enough numbers to get out of this kind of trench warfare then they will eventually struggle a war of attrition to Russsia who has a hundred million more people and several thousands more tanks, jets and helicopters. So far we are just providing enough that they do not lose quickly like when it was estimated they needed 300-500 modern Western tanks to go on the offensive we half assed it and gave them 139 leopards 2s , challengers and Abrams, the biggest culprit is the US in this , yet has only promised 31 tanks six months from now and refuses to provide any modern jets or helicopters (apaches) not even 21 mig-mig 29’s they have.

I think the F-16 is a signal of long term commitment from the West. Letting Russia know where this is heading. There is no doubt in my mind Denmark is going to donate F-16s to Ukraine (in a coalition with other northern european countries), probably this year if they opt for the defensive training only to counter cruise missiles and russian airstrikes inside Ukraine. Denmark do not have any to spare, but its a government decision to be a leading donating country per capita - so they will donate maybe 6 F-16 for starters, and the rest as F-35 replace the F-16. The coalition is probably able to donate 50 F-16s late 2023, if the right countries chip in.
Maybe the ukrainians are fast learners, and the instructor is used to peace time training. But I doubt it could be done much faster. Ukrainian air fields and technicians need an overhaul too in order to operate the F-16.

Two 12 F-16 squadrons would have to operate together with US E-3 AWACS aircraft to make a difference, and that would make the US AWACS active participants in the conflict. Without AWACS cover, Ukrainian F-16s will face RuAF Su-30SM & Su-35 flying underground radar cover on 247 air dominance patrol over the frontline.

Please do not listen to Zelensky if he says Bakhmut had very important strategic importance..... you must only listen to PDF professionals & war analysts. Bakhmut had/has absolutely no importance. Russia and Ukraine were just having fun and playing cat and mouse there.

I am happy slowly you are accepting reality. Ukraine is in dire need of physical and military assistance. Paper money is not everything.

Far too stretched and far too optimistic.

Who knows maybe Trump will return to the White House. He says he wants to end the war in one day, 24h. The only possibility is if Putin not withdraw he will nuke Russia.

Biden is too soft. If he just gives what Ukraine needs to win the war. Giving some 3 dozen Abrahams in few months is ridiculous. Russia conducting a war of aggression, a war to exterminate Ukraine as people, country and race. There is no reason for any hesitation.

Yep you would almost think the USA is happy to let this drag out and bleed Russia completely

The 6 months retraining was for defensive operations air to air, meaning defending against cruise missiles and airstrikes inside Ukraine. Ukraine is not the US. I dont think the Ukrainians have any intention doing strikes far behind the frontline with a couple of F-16. But they could of course in time work as launching pads for various weapons.

If the Russians can prove the superiority of the Su-57 in this war, it will become Russia's best-selling product for the next 20 years.

The Su-57 doesn't need to fight the F-35, just shoot down a few F-16s, that's enough.
Imagine one of the few Su-57 being shot down over Ukraine..
Or a T-14 being dragged away by a ukrainian farmer..
Russia is not using any these weapons in Ukraine.

This week the EU passed an Act that allows them to buy armaments from outside suppliers for Ukraine. It will be a few weeks before these start arriving. Germany and Poland are setting up shell manufacturing and armour repair units in Poland and they won't be fully operational until the end of the month things are happening but not as fast as one wishes
