T-90 was the more economical choice for Russia. Object 640 came about somewhat later, after the fall of the Soviet Union, by the Omsk plant in competition with the T-95 project. Both were meant to be the first of Russia's "next generation" MBT. However due to financial troubles development of both was stalled and eventually halted. This was a contributing factor to the bankruptcy of the Omsk plant. All material on the Black Eagle was subsequently transferred to Uralvagonzavod (developer of the T-95). Information is sparse on the vehicle, with the Russian MoD being very tight-lipped about this project and late 80s-90s tank development projects. Given that Uralvagonzavod is now responsible for the T-14 program, which almost certainly incorporates features from both the T-95 and Obj.640, any further information on either tank is unlikely to become public anytime soon.
