If they cannot travel to & fro to moon quite often , i bet they cannot go to mars/jupiter. They need effectively master and engineer technology by trying to setup base on moon. Then they can travel to mars or jupiter. At the best they have scratched the surface of moon and came back saying no oil found so not a useful base:-).

Recent russian transport shuttle disaster proved that space technology is still not yet mastered to be highly reliable.

NASA is planning a mars manned mission. They are sending a probe to Jupiter.

Moon is useless as a base. Why would anyone want a base on moon? Why would they want to send a manned moon mission as they have already done so? No logical reason exists, as entry re-entry procedures in gravity wells are very costly. Much cheaper and easier to build a base in Space like ISS. Far Future industrial prospects like asteroids mining etc can only be done in space with a working industrial base in space.

What is your point really? USA has not mastered space tech? Yes, I agree. Space is not cakewalk. USA is not ahead of everyone in Space? No, I disagree. USA is decade ahead of Russia and China and may be 20-30 years ahead of India

NASA has been focusing on Mars. They aren't gong to get much monetary support just to land on the moon again.

If there was oil on the moon private companies would be there. NASA is for science not mining for gold.
