I think all visits are well schedule. So I really don't buy the official statement. But I don't even buy the article story. You are right on that. Pak can't make 1/10 of market that India do for Russia.

I think it's way of showing displeasure. And if I am not wrong it is because of the Indian statement on Vikidi - that if delivery goes beyond 67 months it will cause penalty. And may be the increasing influence of USA over Indian arms market

with no disrespect to russia, imo they have realized that fact that the days of exclusively selling sub standard (compared to US /europe) technology are over. just as indians are looking for different sources for arms procurement, russians are also looking for new 'bakras' to milk in. although the immediate value of pakistan may not be visible to non pakistanis here ( but most of the pakistanis do see that, thanks to their unflinching patriotism), but russians might be thinking of a larger stategic alliance with china, which everybody knows, has much more cash to offer than india cud ever dream about (i hope russians do remember what happens if u sell ur planes to the chinese).
