Well it was a theory put forward by US think tank in early 2002/03 with terms being flotted as possibilities of multipolar world. I explained what I could in those points. But I don't think it is anything than BS :D this how most of geopolitical theories emerge and got lost.

Hamein to siraf paisay chahiye hein. Jis besharam ya beghairat se mil jaein koi faraq nahin parrta.

Waisay, UK abhi bhi is bahot barray, bahot hi oonchay, bahot hi chaurray India ko aid deta hai. Indian kehtay hein UK se, na do bhei hamein nahin chahiye. Magar barra hi besharam mulk hai, maanta hi nahin aur aid de deta hai.

There is a coffee party which takes place every few years when the foreign ministers of Russian and China and External Affairs Minister of India sit down together. They sit down, have coffee or tea, chat about fashion world and some other things etc and go home.

Nothing beyond that has emerged. This is a theory which remained a theory and probably would remain a theory.

NEW DELHI: Russian defence minister Anatoly Serdyukov, who was to arrive here on Wednesday, has abruptly deferred his visit to India.

The two countries were slated on Thursday to review the ongoing bilateral military-technical cooperation, with New Delhi all set to convey its deep unhappiness over the delivery of aircraft carrier INS Vikramaditya or the refurbished Admiral Gorshkov getting delayed once again.

The defence ministry, in an official statement, said, "It has been conveyed by Russia that its defence minister was required to stay back for urgent participation in a programme of the Russian President ( Vladimir Putin). The 12th meeting of the India-Russia Inter-Governmental Commission on Military Technical Cooperation (IRIGC-MTC) will now be held on October 10.''

But what raised eyebrows here is that the deferring of the IRIGC-MTC meeting coincided with Pakistan Army chief General Ashfaq Pervez Kayani landing in Moscow on a four-day visit, while Russian foreign minister Sergey Lavrov is on a visit to Islamabad.

Pakistan has been trying to cosy up to Russia, the largest defence supplier to India for decades, but in a major hiccup last week Putin's visit to Islamabad on October 2-3 was postponed at the last minute. Apart from the cancellation of the quadrilateral summit among Pakistan, Russia, Tajikistan and Afghanistan, it has led to a lot of heartburn in Pakistan.

Gen Kayani's visit to Russia is being seen as a bid to paper over the cracks in the growing ties between Islamabad and Moscow, in the backdrop of the impending pullout of US-led coalition forces from Afghanistan in 2014. ``The postponement of Serdyukov's visit to India could be linked to Gen Kayani's presence in Moscow,'' said an official.

Russia could have also deferred the visit to finalize "a concrete proposal'' for the refit-repair package of the 44,570-tonne Vikramaditya, the delivery of which has now been pushed back to end-2013 much to India's dismay.

India has paid $2.33 billion for Vikramaditya's refit, instead of the original $974 million earmarked in the January 2004 contract under which the carrier was to be delivered by August 2008, and wants Russia to deploy more manpower at the Sevmash shipyard to ensure the work on the carrier is finished swiftly.

As per the re-revised timeframe, Vikramaditya was to be inducted into the Indian Navy on December 9, with 500 Indian sailors led by Captain Suraj Berry already in Russia for it, but serious engine and boiler malfunctions have now delayed the delivery by another year.

What I stated is based on facts and not theories.

You see the Americans are pretty open about certain things and they print their strategies and policies. If one cares to read these, one can find out a lot about their official point of view and policies.

No theories there.

Energy:

Kudankulam Nuclear Power Project with two units of 1000 MW each is a good example of Indo-Russian nuclear energycooperation. Culture:
India–Russia relations in the field of culture are historical. Five Chairs relating to Indology have been established in Moscow, Saint Petersburg, Kazan and Vladivostok. Days of Russian Culture were held in India in November 2003, in Delhi, Kolkata and Mumbai. "Days of Indian Culture" in Russia were organized from September- October 2005 in Russia. 130th birth anniversary of Nikolai Roerich and 100th birth anniversary of Svyatoslav Roerich were celebrated in India in October 2004. Chief Minister of National Capital Territory of Delhi led a delegation for participating in the event "Days of Delhi in Moscow" from 28 May 1 June 2006. The "Year of Russia in India" was held in 2008. It was followed by the "Year of India in Russia" in 2009. There is a Hindi Department, in the University of Moscow.

Nuclear Deals
On 7 November 2009, India signed a new nuclear deal with Russia apart from the deals that were agreed upon by the two countries earlier.[15] India and Russia are in discussion for construction of two more nuclear power units at Kudankulam. The two units already set up are ready for operationalization.

LOL, you guys use this same argument for China-Pakistan-India relations too. "India can offer more" - wtf lol.

By that logic, China is the biggest creditor in the world and the biggest manufacturing base in the world, we can offer even more than India can. So what?

Geopolitics is often worth more than just money.
