Russia is the most educated country on earth

Education does not mean intelligence, and a poor education especially sosurely the most educated country in the world should have a high gdp/high life standard, but its the opposite.

That's decent, my 15 year fixed rate is at 3.2%, so you got a good one at 3.15%. I don't really know much about the Aussie dollar rates, so I can't really compare US standard to that. Isn't it depreciated compared to the US standard?

A very wise question! Well, in such a case the competition rate increases and thus drives greater amount of people to proceed with higher education. On a realistic overtone , however, its impossible to have 100% of the population to be college educated. There will need to be some segment of the population who must fill in the ranks of the menial labor, or at least import workers from abroad to complete jobs that aren't being filled. This is the case in Japan where we have 46% of the population with tertiary education. Most Japanese are in the service industry, with less than 30% of the work force in the manufacturing industry. This is why we import foreign workers to fill in job vacancies in nursing, home care givers, janitorial aides, farm help, manufacturing help, et al.

When it comes to hiring new workers, corporations have adopted a paradigm shift. Intelligence tests aren't the number 1 deciding factor; there's a mixed assessment platform that comprehensively rates applicants based on their 1) intelligence test, 2) emotional maturity, 3) psychometric scores (cognitive score), 4) personality and 5) supportive reference.

This is the norm in Japanese corporations, which also have been implemented in most US corporations.

I used to be TA of a U.S. state university. I had to say on average, Asians always have the top GPA, followed by white students, and then black students.
OK means B? B is retard, I'm sorry to say that. The homeworks or exams are too easy here. But still, students can't get a high score for lots of stupid reasons.
The reason is that Asians have different culture and mentality. As a person who has been born and raised in a Turkic family, I have learnt that education matters a lot, and I cannot even imagine having any grades but A's. Through all of my studies, from the very beginning in 1st grade up to now that I am almost finishing my PhD, I have only received one B, and rest of my grades have always been A's. Even in that one time, I got really sick and a surgery was needed, hence I missed the midterm exam. Yet, I managed to be top mark in final, project, homework, and finally received B at that time.
For many African-Amrican children, they have a much more different world, and many of them don't care about education, since the society pushes them to some other stuff like sports, drugs, ... many of them are also raised by single parents, and have not experienced the presence of a dad who teaches order and having goals to them.

If I remember correctly, your area of interest was about psychology in industrial environments and efficiency. Am I right?

There is this doctor I know who got his MBBS from russia and he had a hard time getting certificate from AIIMS so that he could practice in India. Good thing is he got the licence but no hospital in Delhi recruited him.
I don't think medical degrees of russia are worth anything.
Dunno about engineering though.

He should have stayed in India. Indian medical schools are international renowned, as well as the ability of Indian physicians.
