In two or three years the Moscow's missile defense system will be fully upgraded, according to the Russian Defense Ministry's department of combat programs Ilgar Tagiev.

MOSCOW (Sputnik) — Moscow's missile defense system will be fully upgraded in two or three years, head of the Russian Defense Ministry's department of combat programs Ilgar Tagiev said on Saturday.

"Currently we are improving the technical characteristics of the missile defense system…. In two or three years the system will be fully upgraded," Tagiev told the Ekho Moskvy (Echo of Moscow) radio station.

At the same, the work on the next-generation missile interceptors is underway, which will allow for the creation of a third generation of the missile defense system with new characteristics and capabilities, Tagiev added.

MOSCOW (Sputnik) – The new Russian anti-missile interceptor will be tested in the next two-three years at the Sary Shagan site in Kazakhstan, the Russian Defense Ministry said Saturday.

"Annually one or two tests… take place at the Sary Shagan test range to check combat and technical characteristics of the interceptors. In two or three years the new generation of the anti-missile interceptors, which are currently being developed in Russia, will be also tested there," Head of the Russian Defense Ministry's department of combat programs Ilgar Tagiev told the Ekho Moskvy (Echo of Moscow) radio station.

Tagiev added that the Russian interceptors were unique and reached the speed of 3 kps (about 2 mps), which is faster than a bullet.

The Commonwealth of Independent States' (CIS) joint air defense system will be adapted to meet the challenges of aerospace defense, the press service of the CIS Executive Committee stated.
MINSK (Sputnik) — On February 8-9, the CIS Executive Committee in Minsk will host an expert group meeting to consult on draft documents regarding the cooperation of the Commonwealth of Independent States in the military sphere.

"At the meeting, experts will consider two draft documents. The first — a draft of guidelines for the adaptation of the united air defense system of the CIS countries to address aerospace defense tasks," the CIS Executive Committee said in a statement.

The draft document has been developed to implement the concept of aerospace defense, and is intended to replace the prospective guidelines of the united air defense system from December 2012, which have already been accomplished, the press service specified.

"The document sets out the measures to improve the regulatory framework of cooperation for the construction of an integrated system of aerospace defense of the CIS countries, as well as sub-systems of intelligence and warning of aerospace attack, destruction and suppression of air and space attacks, the organizational structure and unified air defense management system," the press service added.

In addition, the guidelines prescribe measures of military and technical cooperation, taking into account the tasks of aerospace defense, joint activities of operational and combat training in the frameworks of both the united CIS air defense system and in regional air defense systems.

After the draft is fully agreed upon, the final decision on the guidelines will be considered in accordance with established procedure by the Council of the CIS heads of state.

The second document, proposed by Kazakhstan's Defense Ministry, concerns the establishment of an association of higher military educational institutions in the CIS states.

The CIS is a regional organization formed by former Soviet Union members in the 1990s. The organization aims to promote economic, political and cultural cooperation.

MOSCOW, February 8. /TASS/. The snap combat readiness check of Russia’s Aerospace Force that kicked off on Tuesday will last through February 9, Deputy Defense Minister Alexander Fomin said on Wednesday.

The Aerospace Force’s sudden check started in the morning of February 7 by decision of Russian President and Supreme Commander-in-Chief Vladimir Putin.

"The check aims to assess the readiness of military command bodies and troops’ practical preparedness for accomplishing combat training tasks," the deputy defense minister said at a meeting with foreign military attaches.

Units of the 1st Special Designation Air Defense and Anti-Ballistic Missile Defense Army, the 15th Special Designation Aerospace Force Army stationed in the Moscow air defense area, and also units of the command of long-range and military transport aviation are being placed on combat alert, the deputy defense minister said.

"Checks are underway in units and formations of the Aerospace Force to assess the readiness of the troops and weapons control system and compliance with the standards of placing them on heightened combat alert. Simultaneously, military command bodies and troops are being checked for their ability to accomplish assigned missions and hold planned measures," the deputy defense minister said.

"The check is paying special attention to accomplising the tasks of deploying air defense means and the readiness of air task forces to repel an aggression," he added.

Pace of combat readiness check
Units and formations of air defense divisions within the Moscow air defense zone are making marches for their combat deployment in new positioning areas, the deputy defense minister said.

"Radio-technical units are performing a maneuver and the re-deployment of mobile radars to unprepared positions. A check is being held to assess compliance with the standards for organizing combat duty and providing radar data to the command posts of aviation and antiaircraft missile troops. Special attention is being paid to detecting aerial targets flying at low altitudes," he said.

The aircraft of Russia’s long-range and military transport aviation will perform flights at various altitudes to check the readiness of radar units for accomplishing assignments in new positioning areas, the deputy defense minister said.

"In addition, military transport planes will deliver units of antiaircraft missile troops to the Ashuluk practice range where they will hold verification fire against targets," Fomin said.

MOSCOW, February 8. /TASS/. Chief of the Russian General Staff Army General Valery Gerasimov has checked the preparedness of the Aerospace Force control center and the united air defense and anti-ballistic missile defense command post to operate amid possible air strikes from various directions.


"Officers of the General Staff of the Russian Armed Forces have checked the issues of the joint control of the grouping of antiaircraft missile forces and aviation in providing cover for facilities and protecting the airspace when repelling strikes from various directions," the Defense Ministry said in a statement obtained by TASS.

The chief of Russia’s General Staff arrived at the Aerospace Force control center and at the command post as part of the Aerospace Force’s snap combat readiness check. Gerasimov also heard a report by Aerospace Force Commander-in-Chief Colonel-General Viktor Bondarev on the fulfilment of assignments by the Moscow united air defense and ABM formation, the statement said.

The Russian Aerospace Force’s sudden combat readiness check is being held on February 7-9 by decision of Russian President and Supreme Commander-in-Chief Vladimir Putin.

Overall, the check involves about 45,000 troops and around 1,700 pieces of military hardware, including 150 aircraft and 200 antiaircraft missile systems.

MOSCOW (Sputnik) – He also said that Russia’s Strategic Missile Forces (RVSN) will do combat patrolling in new regions in 2017, including the European part of the country.

"It is necessary to stress that RVSN will explore new regions of combat patrolling within the framework of exercises in 2017," Col. Gen. Sergey Karakayev told reporters.

"At present, the RVSN group comprises some 400 intercontinental ballistic missiles with nuclear warheads of various power classes. [ As many as] 99 percent of missile launchers are in the state of combat readiness."

Russia has deployed a new cruise missile despite complaints by U.S. officials that it violates an arms control treaty banning ground-based U.S. and Russian intermediate-range missiles, the New York Times reported on Tuesday, citing unidentified officials.

The newspaper said Russia had secretly deployed the ground-launched SSC-8 cruise missile that Moscow has been developing and testing for several years, despite U.S. complaints that it violated sections of the 1987 Intermediate-range Nuclear Forces treaty.

The Russian Defence Ministry did not immediately respond to requests for comment on the New York Times story.

The U.S. State Department concluded in a July 2014 arms control report that “the Russian Federation is in violation of its obligations under the INF Treaty not to possess, produce, or flight-test a ground-launched cruise missile (GLCM) with a range capability of 500 km to 5,500 km (310 miles to 3,420 miles), or to possess or produce launchers of such missiles.”

Russia accused Washington of conducting “megaphone diplomacy” after the accusation was repeated by the State Department in 2015. Moscow also denied it had violated the INF treaty, which helped end the Cold War between the two countries.

The New York Times said the previous U.S. administration of President Barack Obama had attempted to persuade Moscow to correct the violation while the missile was still in the testing phase.

Instead, Russia has moved ahead with the SSC-8 missile, deploying it as an operational system, the report said.

Russia now has two battalions of the cruise missile, the newspaper quoted administration officials as saying. One is located at Russia's missile test site at Kapustin Yar in the country's southeast.

The other cruise missile battalion has been located at an operational base elsewhere in Russia, the Times quoted one unidentified official as saying.

On Tuesday, the New York Times reported that Russia had “secretly deployed” at least one operational unit of a ground-launched cruise missile known as the SSC-8.

The move, if confirmed, would be a direct violation of a landmark 1987 treaty that banned ground-launched missiles with a range between 300 to 3,400 miles. Commonly referred to as the INF or Intermediate-Range Nuclear Forces Treaty, it was billed at the time of its signing as one of the most “detailed and stringent” treaties in the history of nuclear arms control.

The existence of the SSC-8 missile is not new. Reports indicate that the nuclear-capable missile was first tested in early 2008. In 2014, after several years of watching the development of the missile program, the Obama administration announced that Russia had violated the INF treaty.

“The missile has been several years in development, so it is not a surprise,” said Jeffrey Lewis, the director of the East Asia Nonproliferation Program at the Middlebury Institute of International Studies at Monterey. “That said, there is a big difference between a system being developed and one that is deployed with military units.”

On Tuesday, a defense official, speaking on the condition of anonymity to discuss intelligence matters, would not say that the missiles had been “deployed” but that they had “moved around” in recent months. Army Lt. Col. Michelle Baldanza would not comment on the movement of the missiles but said that Russia remains in violation of its INF treaty obligations.

Michael Kofman, a Russian military analyst at the research organization CNA, indicated that the two units mentioned in the New York Times report are probably divisions similar to the structure of Iskander missile units. Traditionally, each missile division has four vehicles capable of launching the system, accompanied by supporting units meant for targeting, maintenance and reloading, Kofman said. He added that it would have taken months to prepare the missiles and their launchers for actual field deployments, raising questions about how long the Obama and Trump administrations knew of their location before it was reported on by the Times.

MOSCOW, February 17. /TASS/. The Russian Aerospace Force’s new air defense regiment armed with the advanced S-400 Triumf missile systems will go on combat duty on February 21 to defend Moscow and Russia’s Central Industrial District, the Defense Ministry’s press office reported on Friday.

"After the new S-400 systems assume combat duty, there will be already five antiaircraft missile regiments in the Aerospace Force’s air defense units armed with S-400 Triumf complexes that will provide air defense for Moscow and the Central Industrial District of Russia," the ministry said in a statement obtained by TASS.

The preparation of antiaircraft missile complexes and technical positions for combat duty in the Moscow Region has been completed. The Aerospace Force’s antiaircraft missile regiment will go on combat duty on February 21, the statement said.

The S-400 Triumf is the most advanced long-range antiaircraft missile system that went into service in 2007.

It is designed to destroy aircraft, cruise and ballistic missiles, including medium-range missiles, and can also be used against ground objectives.

The S-400 can engage targets at a distance of 400 km and at an altitude of up to 30 km.

MOSCOW, February 17. /TASS/. Russia’s Defense Ministry will continue testing its system to fight air-and sea-launched cruise missiles in the Eastern Military District, Defense Minister Army General Sergei Shoigu said at a ministerial board meeting on Friday.

The combat potential of the Eastern Military District was increased by more than 10% in 2016 to ensure Russia’s national interests in the Asia-Pacific region, the Russian defense minister said.

"The District will continue to provide troops with new and modern armaments, military and special hardware, test the system of fighting air-and sea-launched cruise missiles, improve the system of mobilization deployment and build military infrastructure facilities," Shoigu said.

"Efforts to ensure national interests of the Russian Federation in the Asia-Pacific Region remain a priority area of the Armed Forces’ activity," Shoigu said.

For this purpose, the Eastern Military District carried out enormous work in 2016 to optimize its organic structure, build the troops’ combat potential and provide units and formations with new and modernized armaments and military hardware, and also increased the intensity of operational and combat training," the defense minister said.

Specifically, 56 organizational measures were carried out in the Eastern Military District in 2016, Shoigu said.

"The tasks of manning troops with contract servicemen were 100% fulfilled; the number of battalion-level tactical groups was increased to 20 and troops received 723 pieces of basic armaments, military and special hardware," the defense minister said.

"As a result, the District’s combat power increased by more than 10%," Shoigu said.

Also, the level of personnel and military governance bodies’ training increased considerably, the Russian defense minister said.

"This is evidenced by the results of snap checks and good results, which the District’s teams demonstrated at the International Army Games," the defense minister said.

Russian missiles to overcome any U.S. missile defense - Rogozin
MOSCOW. Feb 20 (Interfax) - Work to create new nuclear missiles for the Russian army is going to plan, Russian Deputy Prime Minister Dmitry Rogozin said in the early hours of Monday.

The service life of the R-36M Voyevoda missile has been extended "until new missile weapons have emerged," Rogozin said in an interview with the "Sunday night with Vladimir Solovyov" program on the Rossiya-1 (VGTRK) television channel.

"Work on it is going to plan," he said.

The missiles in development will be capable of overcoming both America's existing and perspective missile defense systems, the deputy prime minister said. "We will rip up this defense," Rogozin said.

Two intercontinental ballistic missiles (ICBMs), Sarmat and Sineva, are now being developed for the Russian army.


The Sarmat missile complex will enter service in 2019-2020, the Russian Defense Ministry said earlier.


Experts estimate that the RS-28 Sarmat ICBM will be able to deliver a multiple reentry vehicle weighing up to ten tonnes to any part of the world, across both North and South poles.

The Sarmat could also be used as a vehicle for hypersonic warheads, in particular a flying craft dubbed by the press as "Object 4202" designed by NPO Mashinostroyeniya (Reutov, Moscow region).

Sarmat ICBMs are due to replace the world's most potent silo-based missile, RS-20V Voyevoda (SS-18 Satan in NATO's classification), currently in service at the Strategic Missile Troops divisions in Uzhur (Krasnoyarsk territory) and Dombarovsky (Orenburg region).

MOSCOW, February 21. /TASS/. The fifth regiment armed with the S-400 Triumf missile systems has been put on combat duty in the Moscow region, the press service of the Russian Defense Ministry said in a statement on Tuesday.


"On Tuesday, February 21, another anti-aircraft regiment, armed with the S-400 Triumf missile systems, has assumed combat duty in order to provide air defense for Moscow and the Central Industrial District of Russia," the statement reads.

The missile systems were delivered to the permanent deployment site from the Kapustin Yar shooting range in Russia’s southern Astrakhan region after carrying out successful live-fire exercises and being officially accepted from the manufacturer.

"Now that the new regiment has been put on combat duty, the Russian Aerospace Force has a total of five antiaircraft missile regiments armed with S-400 Triumf complexes that provide air defense for Moscow and the Central Industrial District of Russia," the Defense Ministry’s statement adds.

MOSCOW (Sputnik) — Russia's fifth air defense regiment equipped with the S-400 Triumf missile system has entered combat duty in the Moscow Region, the Russian Defense Ministry said Tuesday.

"The crews of Moscow Region's Aerospace Forces air defense missile regiment, armed with a new regimental S-400 Triumf surface-to-air missile system, were put on air defense combat duty in Moscow and Russia's central industrial region on February 21," the ministry said.

The Aerospace Forces are expected to adopt four more S-400 systems, the ministry added.

S-400 Triumf (NATO reporting name SA-21 Growler) is Russia's most advanced surface-to-air missile system that has a range of 400 kilometers (248 miles) and is capable of tracking and destroying all existing aerial targets, including ballistic and cruise missiles.

MOSCOW (Sputnik) — The role of nuclear weapons as a deterrent against a possible aggressor will be decreased due to the development of high-precision weapons, but the development of the strategic nuclear forces is still a priority for Russia, Russian Defense Minister Sergei Shoigu said Tuesday.

"The development of strategic nuclear forces remains an absolute priority for us in this regard [protection of national interests] … I would like to note that the role of nuclear weapons in deterring a potential aggressor will decrease first of all due to development of high-precision weapons," Shoigu said at a forum.

He reminded that Russia’s Strategic Missile Forces were currently being equipped with modern rocket systems, while the Navy was receiving nuclear submarines and strategic aviation planes were being modernized.

"This will allow to bring the equipment of strategic nuclear forces with modern weapons to 90 percent by 2020," the minister said.

In late February, Deputy Defense Minister Yuri Borisov said that Russia's 2025 state armaments program envisions the development and entry into service of next-generation high-precision weapons.

"The strike potential of our high-precision weapons by 2021 will quadruple, which will help ensure Russia's security around the perimeter of our borders," Shoigu said.

He highlighted the importance of conventional armed forces in providing national military security.

Moscow: Russia's defense minister says the military received an array of new weapons last year, including 41 intercontinental ballistic missiles.

Sergei Shoigu told lawmakers today that the sweeping military modernisation program will continue at a high pace this year. Amid tensions with the West, the Kremlin has continued to spend big on new weapons despite Russia's economic downturn.

Shoigu said the military will complete the formation of three new divisions in the nation's west and southwest, and also deploy a new division on the Pacific Islands, which have been claimed by Japan.

He said Russia has now deployed new long-range early warning radars to survey the airspace along the entire length of its borders.

Shoigu also said the military needs to recruit 1,300 more pilots.

MOSCOW (Sputnik) – The Russian Armed Forces are 58.3 percent equipped with new weaponry, Russian Defense Minister Sergei Shoigu said Wednesday.

"The Russian Armed Forces' provision with modern armaments in constant combat readiness units stands at 58.3 percent," Shoigu said speaking in the State Duma, the lower house of Russia's parliament.

He said the provision of the Strategic Missile Forces (SMF) with modern weaponry in 2016 was 62 percent, and the share of new armaments in the strategic nuclear triad was 60 percent last year.

Shoigu said Russia's Navy was 74 percent equipped with new weapons, and the Airborne Troops were 47 percent equipped.

The Russian defense minister said the share of modern armaments in Russia's Armed Forces by the end of 2017 should exceed 62 percent.

As many as 99 percent of launchers of Russia’s Strategic Missile Forces are in the state of combat readiness, Sergei Shoigu said.

"[A total of] 99 percent of launchers of the Russian Strategic Missile Forces are in the state of combat readiness, 96 percent of which are in the state of constant readiness for combat launch," Shoigu said speaking at the Russian parliament.

The Russian armed forces have 38 military units with 2,000 unmanned aerial devices, Sergei Shoigu said.

"As many as 38 military units and divisions of unmanned aviation have been formed in the armed forces. Overall, there are more than 600 systems with 2,000 unmanned aerial devices in service," Shoigu said at the Russian parliament.

The delivery of Bastion coastal missile systems to Russia's Black Sea Fleet has been completed, Russian Defense Minister said.


"We are ending the placement of Bastion complexes this year… We have completed this job in the Black Sea," Shoigu said at the lower house of Russian parliament's government hour.


The Russian Armed Forces will be fully equipped with the Iskander missile systems this year, Defense Minister said.

"This year we are fully completing the transition to the Iskander complexes across the country," Shoigu said at the lower house of Russian parliament's government hour.

MOSCOW, February 22. /TASS/. The Moscow Region’s regiment of the anti-missile and air defense unit of the Aerospace Force has conducted firing practice at the Ashuluk test site using S-400 missile systems, the Russian Defense Ministry told the media.

"The active phase of the routine tactical exercise is over. The air defense regiment’s crews repelled a hypothetical enemy’s massive missile and air strike to hit high-altitude, low altitude and ballistic targets with the use of S-400 missile systems Triumf," the Defense Ministry said.

S-400 crews operating from unequipped positions destroyed ten targets simulating ballistic and tactical missiles of a potential enemy. Also, there were ten virtual electronically simulated launches against real air targets - MiG-29SMT fighters.

"For the first time ever a whole air defense regiment - three S-400 battalions - was redeployed to a proving ground for live firing practice," the Defense Ministry said.


The air defense regiment that took part in the exercise near Astrakhan was the first to have been rearmed with S-400 launchers in 2007. In 2016 it was re-equipped with a new generation S-400 system.
