Congratulations for the Russian support to Pakistan, but even in 62 , the Soviets remained neutral , called Indians friends but called the Chinese brothers. Didn't go down well in India as the Soviets had helped India a lot in setting up heavy industry in the 50s , though not militarily .
Though they had differences with China, the communist movement was at its peak and
India was championing the non aligned movement. Pissing off both the Americans and the Russians.
