They are in learning phase and can not jump to develop 5th gen directly, so the way US is building 5th gen for so many countries while sharing some knowledge, they can take that route with much better tech sharing and learning option.

Europe will help if KSA moves in with them to develop 5th gen bird as they don't have money to built one while have tech, also they can work with China, Japan or Turkey too.

This thread is hilarious, People are discussing on how KSA should build it's own 5th generation aircraft. Guys, building an aircraft isn't that much easy, let alone a 5th generation one. Russians, with all of their experience with aviation, still can't build their own 5th gen fighter jet. Chinese, with all of their industrial power and all of the information that they've hacked from Lockheed Martin, still can't come up with their own 5th gen fighter jet. They can't even come up with a decent engine. Now people here are discussing that KSA, which has no experience, no industrial power and no material for building an aircraft, should build it's own 5th generation fighter jet. As if one can pull an aircraft out of thin air.

J-20 is 5th generation apart from the WS-10B engine that powers it. However
latest reports indicate that development of the 5th generation WS-15 engine is
progressing well and so we can say that by 2020 J-20 will be a true 5th gen fighter.

They are facing military budget cuts that is why UK scraped many of their stuff.

2-It has huge engine problem.
