Not necessarily. Peacetime rules of engagement typically involve warning intruding aircraft and no engagement is conducted beyond that if the aircraft leave.When an enemy plane violates your airspace, you warn and then scramble your jets and then shoot down the plane. That is what most countries do.
Since the strike was on an uninhabited area late at night, information that the IAF had dropped bombs was not available until later, so that was not factored into the decision making at the time the IAF was intercepted.
