The bold part is about manipulating the market. While tariff and custom concession can be discussed in governmental level, that alone does not remain as the sole issue on whether or not the businessmen in both UK and China would invest in each other
As a polly, they are require to balance out the situation at the best they can, but not favor on any one side, otherwise by favoring one side they would need balance out on some other part of the world.
On the other hand, businessman goes where the money goes, you could have a lot of deal sign with one single country and yet they could discover that other country could have earn more. That's why commercial sector are the major ball player of any7 government of the world. They contribute to the current government and in return, they try to sway the policy to their own liking.
Problem is, David Cameron never have any real power to manipulate the market in his liking as his government do not even have the sole majority of the government, his rise to power is struggle through deal made between party. Again, at best he could do is go to China and sign deal and hope the Chinese Businessmen invest in the UK and vice versa, however, if the pie is better elsewhere other than China, it's not the businessmen are going to change, but it's the policy that's going to change.
It is and always is, government were being manipulated by corporation, not the other way around.
That's a view held by some teenagers who wear masks to demonstrate things they don't understand.
David Cameron, just his assurance of good relations is enough for Chinese businesses to invest. He is a man of power and his presence as is Xi's presence makes any event more formal and only they can gather the best in their country and meet in one place.
Politicians need money yes, but money needs power also. One holds the money, but the other one holds the gun. Don't be fooled by some teenagers into thinking powerful people will be controlled, just think about your own experience, even the stupid pedestrian don't want to be controlled, much less the ones that has actual power.
Also remember, there may be multiple parties, there's also even more companies, Both are headed by capable men and women that will not bend.
To think a man like Xi, or Cameron will be made a puppet is not an educated view. Just like blaming the banks for the current economic down turn. A useless uneducated American should be just as poor as rest of the world, but they are not, not because they are more useful, but because of the politicians and banks, now that the East has those same people, and their fortunes isn't easy anymore, they look for a scape goat, when in fact it was them that gave them the prosperity in the first place.
On to manipulation of the market, it;s not, Chinese leaders can't and won't do that for foreign businesses. It's just a few minor details, and some sales pitch. The same pitch sounds better when delivered by a hot babe or a powerful man. Like you said, Cameron can make deals, that's what makes him the perfect man for the job, of making more deals. Maybe Chinese business would lose or break even in UK for some political favor for China, in exchange, Chinese government will do something for the businessmen back home.
Doesn't have to be direct. UK is a good market either way, when there's an invitation, you take it and laugh like a little girl.
