China's central bank advocates stronger financial support for robot manufacturing

The People's Bank of China has encouraged domestic financial institutions to beef up their support for industrial robot manufacturing by providing innovative financing, lease and pledge services.

Efforts should be made to target corporate needs, facilitate research and development of core technologies and boost industrial chain reconstruction and its application in broader areas in the regional industrial agglomeration, said the central bank when giving an industrial analysis in a report on monetary policy implementation in the fourth quarter of 2018.

The report called for unswerving efforts to enhance intellectual property protection, create a fair and just market environment, boost international exchanges and cooperation and facilitate the fast but sound development of China's industrial robot sector.

Regarding industrial robots as "key equipment" to prop up intelligent manufacturing and elevate production efficiency, the central bank said that a broader range of industrial robot applications would alleviate the pressure from rising labor costs and comply with the need of flexible, intelligent and lean production.

Industrial robots can also be used to improve production safety in high-risk, toxic working environments, it said.

Since 2013, China has become the world's largest market for industrial robot applications. According to the National Bureau of Statistics, China's industrial robot output reached 147,700 in 2018, much higher than 131,100 in 2017.

The robot density of China's manufacturing industry stood at 97 industrial robots per 10,000 employees in 2017, up 29 from 2016 and exceeding the world's average of 85 for the first time.

Currently, industrial robots in China have been mainly used in goods handling, welding, assembly and disassembly.

The report noted that China's core technological innovation competence in industrial robot manufacturing still needs to be strengthened.

The lack of robot manufacturing specialists also constrained the sector's development while relevant standard certification systems need to be further optimized, it said.

China will create industrial Internet platforms and expand Intelligent Plus initiatives to facilitate transformation and upgradation of manufacturing sector, according to the government work report delivered by Chinese Premier Li Keqiang during the second session of the 13th National People's Congress (NPC) on Tuesday.

In order to promote the high-quality manufacturing, the report emphasizes the need to strengthen the foundations of industry and boost technological innovation capability, as well as to enhance the integrated development of advanced manufacturing and modernized services.

China promises to strengthen the supporting capacity of quality infrastructure, upgrade the standards to meet advanced international ones, Li added.

In the emerging industries, like next-generation information technology, high-end equipment, bio-medicine, and new energy automobiles, China will invest heavily on the R&D sectors, and pursue Internet Plus initiatives in all industries and sectors.

When talking about the ability to strengthen scientific and technological development, Li expressed that the support for basic research and application-oriented basic research will be increased so as to step up original innovation.

An enterprise-led mechanism for bringing together firms, universities and research institutes will be put into place to help boost innovations, and the system of punitive compensation for IP infringements will also be protected to promote invention and creation, as well as their industrial application.

China gets ready for construction of new infrastructure

China will accelerate the construction of new infrastructures such as 5G networks and data centers, according to a recent meeting of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee.

Infrastructure projects in such fields as 5G networks, extra-high-voltage power transmission projects, inter-city transit systems and high-speed railways, vehicle charging stations, big data centers, industrial networks and projects exhibiting Internet of Things characteristics are all considered to be examples of new infrastructure.

5G technology plays an important role not only in epidemic control and work resumption but also in promoting investment, consumption and economic upgrades, said Chen Zhaoxiong, vice-minister of industry and information technology.

Some provincial-level regions have put the construction of 5G network infrastructure in their government work reports.

Central China’s Henan province is determined to realize full 5G network coverage in all urban areas above county level and will launch large-scale commercial use of 5G services in 2020.

Southwest China’s Chongqing Municipality plans to build 30,000 new 5G base stations, while south China’s Guangdong province desires to form world-class 5G industrial clusters.

In addition, Shanghai vows to accelerate the construction of new infrastructure types, including 5G networks, data center and cold-chain logistics, so as to foster new growth drivers.

Meanwhile, China’s three major telecom operators recently also released their plans pertaining to 5G network construction. China Mobile will build 300,000 5G base stations in 2020, while China Telecom and China Unicom will work together to install 100,000 5G base stations in 47 cities across the country in the first half of this year.

The China Academy of Information and Communications Technology forecasts that China’s 5G network construction investment will reach 1.2 trillion yuan, which will bring about 3.5 trillion yuan worth of investment in the upstream and downstream industrial chains.

On March 6, Chinese tech giant Alibaba Group inked an agreement with Yuhang District of Hangzhou, a city in eastern China’s Zhejiang province. The agreement is meant to deepen strategic cooperation and speed up the construction of digital infrastructure.

Alibaba Cloud, Alibaba’s data intelligence backbone, has contributed significantly to the country’s anti-epidemic fight with its digital services. “We will spare no effort to enhance new infrastructure construction in terms of digital economy to help governments and enterprises build future-oriented new infrastructure facilities,” said Zhang Jianfeng, president of Alibaba Cloud & Intelligent Business Group.
