ISLAMABAD: The Foreign Office (FO) spokesperson Dr Mohammad Faisal said on Thursday that Indian officials’ statements about Pakistan China Economic Corridor (CPEC) are evident of an active cell established to sabotage the CPEC.


In a weekly briefing, the spokesperson said that the Indian officials’ statements against the CPEC pose a threat to the regional peace. However, Pakistan is capable of giving befitting response to any hostile campaign, he maintained.

The CPEC is to bring economical prosperity in the region, he underlined.

It merits highlighting here that Chairman Joint Chiefs of Staff Committee (CJCSC) General Zubair Mehmood Hayat recently said that India was fanning terrorism in Balochistan and establisheda special cell at a cost of $500 million to sabotage the CPEC.


Faisal said Pakistan offered to arrange a meeting of convicted Indian death row prisoner Kulbhushan Jadhav with his wife purely on the humanitarian grounds, adding, a note verbale to this effect has also been dispatched to the Indian High Commission in Islamabad.

He said a protest has been lodged with Indian deputy high commissioner on Wednesday (yesterday) over the rising number of cross-border attacks in Azad Jammu & Kashmir (AJK). “The Indian forces violated the truce along Line of Control (LoC) as many as 1300 times in the current year,” he remarked.

The Indian diplomat has been urged to respect the ceasefire accord and investigate the violation, he underlined.

He said India has yet to make a response on the issue of Lt Colonel (retd) Habib Zahir, who went missing in Nepal earlier this year. “The website which offered Habib the job in Nepal was operated from India,” he added.

On the occasion, the FO’s South Asia chief also condemned the cross border attack from Afghanistan, claiming lives of two Pakistani soldiers, and said the Afghan Charge d’affaires has also been summoned and a protest was registered over the incident.

Pakistan’s stance on Kashmir

Faisal reiterated Pakistan’s stance on Kashmir that solution to Kashmir issue is only negotiations. He said the country could not step back from its stance and the issue could not be resolved without taking all three parties into confidence.

“Around 800 Kashmiris are still in Indian prison,” he said.

Two days after Balochistan was rocked by terrorist incidents, the Prime Minister Office on Friday reiterated its commitment to “foil the nefarious designs of enemies” and exhaust all its options in pursuing the China-Pakistan Economic Corridor (CPEC) till its completion.

“The enemies of Pakistan who are out to destabilise the country and dent our economic prospects will not be spared,” said PM spokesperson Musadik Malik while addressing a press conference at the PM Office.

“We know who wants to see us fail, who wants to sabotage CPEC – the lifeline of this region. [There will be] no mercy for such elements.”

The spokesperson’s comments came as PM Shahid Kaqan Abbasi chaired a high-level meeting on CPEC on Friday. The meeting reiterated to continue the project till its completion regardless of any grave challenges.

“The CPEC not only entails bright prospects for China and Pakistan, it will also be a game changer for the entire region. Those who are working against this project actually do not want to see stability in this entire region,” Malik said in an obvious reference to India and its intelligence agency, Research and Analysis Wing.

In the recent days, terrorism gripped Balochistan with the officers up to the rank of DIG being targeted. In a terrorist activity, SP Muhammad Ilyas, his wife, son and grandson were martyred. In Turbat, 15 people, hailing from Punjab, were brutally killed while the terrorist outfit Baloch Liberation Front (BLF) claimed responsibility for the attack.

Security forces on Friday killed Younas Tawakkali, a top commander of the BLF involved in the killings of 15 labourers in Turbat.

Pakistan is unconquerable, Army chief warns enemies

According to the Inter-Services Public Relations, Tawakkali was killed in an intelligence-based operation carried out by Frontier Crops in Alandur, Abdul Rehman village of Turbat.

Malik said the government was committed to ensuring protection of CPEC and a special force had been established for the security of the project.

“The enemies of development are trying to create unrest and anarchy in the country, but the government, with the assistance of law enforcement agencies, will foil the nefarious designs of such enemies,” he said.

He said the law and order situation in the country had been discussed at the National Security Committee meeting and both civil and military leaderships once again reiterated commitment for providing safety and safeguarding the country as well as its general public.

CPEC: debunking the naysayers

The spokesperson claimed the country was witnessing “zero loadshedding and it will able to generate surplus electricity in the future”. He added that the gas crisis would also be resolved soon.

“China will provide a grant of Rs22.25b for the construction of Gwadar airport,” he said. “Work will start in November next year and will be completed within three years.”

India Is Trying To Sabotage China-Pakistan’s CPEC: Pak Army

CPEC, the China-Pakistan Economic Corridor, was established in 2013 with the expressed intent of bringing Chinese-Pakistani relations closer through economic partnership. CPECis an infrastructure project now valued at $62 billion that includes highway systems, railways, and energy initiatives. One highway project meant to connect China and Pakistan cuts through territory in the Pakistan-administered region of Kashmir, Azad Jammu and Kashmir (AJK).

Spokesmen for CPEC argue that the economic prosperity, energy, and improved means of transportation the project will bring does not just benefit Pakistan, but also Iran, India, Afghanistan, and Central Asia, through greater economic, academic, and cultural growth. Nevertheless, the project has served to underscore tensions between Pakistan and India while bringing the issue of sovereignty in Kashmir to the forefront.


This May, the Belt and Road Forum for International Cooperation was held in Beijing, drawing representatives from more than 130 countries. Representatives from India were not in attendance, presumably in protest of CPEC.

From Pakistan
Officials in Islamabad have now accused India of trying to sabotage CPEC. This week, Joint Chief of Staff General Zubair Mahmood made claims that India is destabilizing the region by supporting Taliban terrorism against Pakistan. General Zubair also made the accusation that the Research and Analysis Wing (RAW), the Indian external intelligence service, has earmarked $500 billion to sabotage CPEC.

General Zubair asserts that India’s activity could lead to war at any time between the two nations.

What about Kashmir?
Because CPEC will involve construction in AJK, India has laid out claims that the project will traverse through disputed territory. Beijing and Islamabad disagree.

In his remarks, General Zubair also turned to Kashmir, a contested territory that has been in crisis for decades. After the independence and subsequent partition of India in 1947, Kashmir was given the choice of joining India or Pakistan or gaining independence. Despite 60% of the population being Muslim, the Hindu maharaja of Kashmir eventually chose to accede to India instead of Pakistan, leading to a two year long war.

Subsequent wars and frequently violent street protests have enshrined Kashmir as a bedrock of the characteristically tense relationship between the two nuclear capable countries. Since 1989, India has held that Pakistan is responsible for arming insurgents in India administered Jammu and Kashmir.

As the borders currently stand, Pakistan administers one-third of Kashmir, the western region of the country sharing a border with both China and Afghanistan.

Despite India’s boycott of the Belt and Road Forum, not all voices in India-administered Kashmir agree with New Delhi’s stance. This summer, Mehbooba Mufti, Chief Minister of Jammu and Kashmir, drew controversy for her comments on CPEC. The Kashmiri leader stated her belief that CPEC could help Kashmir restore trade and reconcile with its neighbors. She went on to say that allowing people to cross borders more easily would make the borders irrelevant, ameliorating Kashmir’s sovereignty issues. Pakistani officials like National Security Adviser Lt-Gen (retd) Nasser Khan Janjua, have echoed some of these claims.

Words from Beijing
From an Indian perspective, CPEC isn’t the first time that China has tried to exercise control over the region. In the 1950s, China gradually ceased control of eastern Kashmir, Aksai Chin, leading to a war between China and India in 1962. India was not the victor. China still holds the disputed, largely uninhabited territory, which serves to connect Tibet and Xinjiang.

While India is suspicious of China’s intentions, the Chinese government insists that CPEC is cultivating friendliness between nations and will lead to greater prosperity in the region. Chen Feng, a Chinese official, commented:

CPEC is neither a platform to achieve political ambitions nor it can be used to resolve territorial disputes. The primary aim of CPEC is to develop the mutual connectivity among all neighbors where China aspires to engage other nations in the economic development. Beijing holds that CPEC is an economic initiative not meant to have an effect or comment on territorial disputes.

This summer at the Belt and Road Forum, the Chinese Foreign Ministry released this statement in regards to India’s boycott: “Regarding the issue of Kashmir… we have been stressing that the issue was left over from history between India and Pakistan, and should be properly addressed by the two sides through consultation and negotiation.”

Despite the characterization of the Kashmiri conflict as “history,” the region has seen multiple violent clashes this year.

The UN and international community
The UN has not neglected to weigh in on the issue. In May, the Economic and Social Commission for Asia Pacific (ESCAP) released a report on China’s Belt and Road Initiative in which it raised concerns about Kashmir, claiming that CPEC could increase tensions and create more instability in the region. The report also highlights potential environmental threats.

Perhaps adding further complication to the project, Afghanistan announced at the end of October that it would not support the project unless it was given access to the Pakistan-India border. The ESCAP report also points out that some of the CPEC routes aim to cut through areas of Afghanistan with a significant Taliban presence.

In October, the Trump administration announced their support of India’s objections to CPEC, reinforcing the claim that CPEC crosses disputed territory.

The contentious CPEC plans have also drawn attention to the Balochistan province of Pakistan. The Baloch ethnic people have long accused Pakistan of oppression and exploitation of the resource rich Balochistan. The region has been marred by frequent insurgency against Pakistan. ESCAP’s report notes that CPEC could destabilize the region and lead to further economic and cultural marginalization of the Baloch people.

While India remains unconvinced of China’s motives, Beijing continues to insist that their intentions are purely friendly and economic. Chinese officials insist that the project is meant to bring economic development to Pakistan, which has seen less growth than India, while massive investments into energy aim to reduce frequent energy shortages. Despite China’s economic interests and assertion that Pakistan and India must come to the negotiating table, it remains unclear how much of their influence they will exert to bring Pakistan and India into dialogue over the conflict in Kashmir.

If you read the actual statement by the Chinese person... it said they were not aware of the Intel... which is natural... because it's in pakistan not in China where the Indian attacks have been. ... pakistan will have the evidence.

It's like after 9/11 Mexico saying they don't have evidence of the attack by al qaeeda.. Well duh... of course... America would have that evidence.

The whole "dismiss" word is just Indian words...

In 1971, Pakistan played a key role between US and China to open line of communication. Both were happy. Basically it was a political opening which not only helped in their mutual rapprochement but also helped China to break its long diplomatic isolation. Now it is a land opening to China by Pakistan at Gwadar through CPEC.

It lends China an access to oil rich ME, Africa and areas where at present US has hegemony. Consequently, China is glad and smug while. US is concerned and restless. On chessboard, moves are already on to snooker each other. This is in global context. In regional context, it is India which is working to disrupt CPEC.

Strategy employed is asymmetric threats and ploys. Methods are subversion, sabotage, terrorism and separatism. Responsibility is of RAW because such ulterior tasks are accomplished covertly by intelligence organizations. India is too adept and habitual in pursuits of such sort. It is needless to mention that US is in its support albeit subtly in the moment. Both have own interests to grind. Afghanistan is a puppet at the hands of both.


While addressing a seminar, Gen Zubair Hayat, Chairman Joint Chiefs of Staff Committee has revealed that RAW established a new cell with a special allocation of over $500 Million in 2015 to sabotage CPEC projects. It is not first time that Pakistan has flagged the fact. In April 2016, Secretary of Defence Gen Alam Khattak (Retired) also told while briefing Senate Defence Committee “Indian Intelligence agency, RAW has established a special cell at its HQs in New Delhi to sabotage CPEC projects via Afghanistan”. No amount of Indian denial could obscure truth.

This could also be traced in expressions/utterances appeared time to time. A diplomatic cable sent on December 31, 2009 from US consulate at Karachi as revealed by Wiki Leaks read “it was plausible that Indian intelligence was helping Bloch insurgents”.

Confessional statement of Kulbhushan is a proof of committing terrorism in Pakistan. In April 2017, connection between Indian RAW and TTP was publically revealed by TTP former spokesperson Ehsanullah Ehsan. This could also be extrapolated from an article published in leading Indian newspaper “Hindustan Times” by Bharat Karnard; a national security expert. He wrote that TTP is an active card for India in Pakistan and Afghanistan. Indian belligerence to CPEC could also be deciphered from their official as well as public pronouncements. Indian diplomatic concern about CPEC for passing through disputed area and Chinese maritime hegemony in Indian Ocean in wake of Chinese naval base at Gwadar.

An assertion of Indian defence Minister in May 2015 also betrays Indian proclivity to employ terrorism as a mean to achieve ends “neutralize terrorists through terrorists only”. Modi speech at Indian 70th Independence Day where he boasted that Kashmiris and Bloch alike have thanked him for raising concern about human rights violations against them by Pakistani state. Foreign propaganda at mainstream as well as on social media to dispute credentials of CPEC. In aftermath of US South Asia policy, expression of concern by US over Indian links with TTP is yet another acknowledgement. US knows actual story. Now US offer to Pakistan to take on TTP militants in Afghanistan is more explicit manifestation of Indian meddling in affairs of Pakistan.

CPEC will enhance geo strategic importance and prestige of Pakistan internationally manifold. It is an anathema to India because it would shatter its dream of regional hegemony and beyond markedly. In present shape, India is still bracketed with Pakistan. This is one of main hurdles in way of India to lay pressing claim for its cherished goal of securing a permanent seat at UN Security Council. With CPEC, it would suffer a mortal blow. At present, Indian GDP is about seven times bigger than Pakistan. By year 2050, if things remain constant, it would grow to forty times, entailing grave implications for Pakistan in realm of national security. Conversely if CPEC becomes operational, difference would be vastly narrowed quickly. It would seriously clip Indian vaulting ambitions. It is also their age old hatred, bigotry and rancor against Pakistan which inhibit India to digest CPEC gracefully. Chinese presence in Indian Ocean may be a premium which India has to pay if it remains stubborn. Combined effect of all is too compulsive for India. It leaves India nowhere except to conspire/act against CPEC.

Given conditions, CPEC is vulnerable to sporadic threats of militancy in its entire length and breadth. Notable militant organizations are East Turkestan Movement, TTP, Lashker e Jhangvi, BLA and BLF. Pakistan specific terrorist outfits are housed, trained, financed and directed by RAW on Afghan soil in close collaboration with Afghan NDS. Assigned tasks include suicide/ bomb blast in major cities/shrines, sectarian/ethnic killing, bombing of installations/railway tracks, Kidnapping/killing of workforce. Underlying purpose is to foment unrest, trouble and insecurity. In their midst, no worthwhile economic activity could take off.

Indian consulates at Jalalabad, Kandhar and Mazar-i-Sharif are handy for RAW to carry out its nefarious activities. Bloch ethno – nationalists are prone to Indian subversion. They oppose CPEC on implausible grounds. Bloch would turn into minority in their own province. On name of development, resources of Balochistan would be plundered. Punjab would skim cream off. Mushroom of strangers would alter their way of life. Regardless of questionability of such misgivings, these needs to be allayed immediately and prudently. Pakistan has successfully broken backbone of terrorism. However, the country needs to keep guard up and powder dry to frustrate foreign designs of all kind.

Full of conspiracies:D. It's so normal for you. Last thread I saw was about your own interior minister accusing India of the recent tensions in Islamabad. This serves the purpose at internal level, when you go outside your circle, there will be no takers for your claim.

500 million to subotage a mere 60b deal?:D
