RAW has established $500 million special cell to sabotage CPEC: CJCSC

He said Indian intelligence agency RAWhas established a special cell at a cost of 500 million dollars to sabotage the ChinaPakistan Economic Corridor. He said India is also fanning terrorism in Balochistan.

Is this 500 million dollars annually or a total of 500 million spread over a certain number of years? The former figure is formidable indeed, the latter is not so much.

"RAW established a new cell with a special allocation of over $500 million in 2015 to sabotage CPEC projects [in Pakistan].

RAW has allocated $500 million to sabotage CPEC: Pak General
SAM Staff, November 15, 2017

Pakistan’s Joint Chief of Staff Committee (JCSC) Chairman General Zubair Mehmood Hayat said Tuesday (Nov 14) that the path to better relations with India pass through Kashmir, there is no bypass.

However, he added, India was perpetrating terrorism in Pakistan through Taliban, Baloch separatists and RAW.

By doing so, India was playing with fire and the peace of South Asia, the general said further.

General Zubair was addressing a two-day international conference on regional dynamics and strategic concerns in South Asia organised by the Islamabad Policy Research Institute at Serena Hotel.

He also shared with the participants that the Indian intelligence agency, RAW, has allocated $500 million to carry out sabotage activities against the China-Pakistan Economic Corridor.

The CJSCS said political and strategic differences have been causing conflict in South Asia, and India was fostering the issue.

He added India was doing so by, for instance, making claims such as those of the ‘surgical strike’.

Moreover, he said, India has become an extremist country from being a secular one, an example of which lied in the atrocities in held-Kashmir and attitude towards Pakistan.

There is one soldier for 20 Kashmiris – 94,000 Kashmiris have been martyred while more than 7,700 have lost their eyesight, he added.

The general said India so far martyred 1,000 Pakistani citizens and 300 soldiers. He said India has violated the ceasefire for more than 1,200 times, thereby, continuing its years-old war against Pakistan.

“These moves of India can result in a major war at any time,” General Zubair said.

While speaking about Afghanistan, General Zubair said the country is a gateway to Asia, which is why instability there is perilous for the entire region.

However, he added, factors such as weak governance and a flawed reconciliation process are some of the causes of instability in Afghanistan.

Moreover, he said, havens of terrorists on Afghan soil were also a matter of grave concern. “It is Pakistan that is paying a high price for instability in Afghanistan,” he added.

Nevertheless, Pakistan wishes for lasting peace in Afghanistan, the CJCSC said. Therefore, in view of the circumstances, Pakistan will keep minimum nuclear deterrence, he added.

The CPEC cell

editorial-thumb.jpg

India is going all out to sabotage CPEC. And this apparently doesn’t come cheap. It is forking out some $500 million for a special cell towards this end. At least, this is how JCSC Chairman Gen Zubair sees it. Naturally, he didn’t name his sources. But then it is supposed that those who run the security show know what they are talking about.

Interestingly, China has thus far had nothing to say about this. Given that it is Beijing splashing the initial cash for the Economic Corridor, we hope this doesn’t mean that Pakistan is being scape-goated by another. By this, we don’t wish to suggest that China is gunning for us; no, not at all. But we do want to ask, if this is true — and we have no reason to doubt our men in khaki — then why is our all-weather friend not raising the issue, or at the very least supporting our claims? Why is it letting us stand alone while we wait to feel the inevitable heat? Because when such accusations come from us — it is all too easy to dismiss these as the hysterical ranting of one party, raging against a bitter regional rivalry that has seen it lose swathes of territory to its bigger and badder older sibling. Just as we would and do treat such accusations when they come from the other side.

Gen Zubair was in China over the summer to talk regional peace and security. Not to mention military cooperation. The latter, both leaderships said — without the slightest hint of irony — was the key to having a harmonious neighbourhood. And naturally Beijing now has more than a vested interest in this. Indeed, there are some who say that its forces will never leave Pakistani soil: that they will come to protect Gilgit-Baltistan from Indian designs and stay put. For already has New Delhi claimed CPEC to be an illegitimate project given that it runs through what it says is disputed territory. This, of course, was a position echoed by the US just recently.

In other words, Beijing might be aware of and share Pakistan’s concerns. But that it has agreed for now to be a quiet observer. After all, it is said that the containment of China is driving American regional policy in our neck of the woods; a venture of its own for which it has co-opted India. Thus the legitimate Chinese fear is that the US will seek to maintain instability in Afghanistan to place concrete hurdles in the path of Beijing’s trade forays into Central Asia.

So quite possibly we don’t mind taking on India in a new war of words. After all, we are used to bickering with our neighbour. But we should only be prepared to go so far. For we are being hit with the burden of Afghan security; when all involved understand that this insistence on making us responsible is a farce, a scene played on loop direct from the theatre of the absurd. So, as vocal as Gen Zubair has been about Indian terrorism in the region — we trust that he has been equally articulate when explaining behind closed doors to the Chinese when we would like them to speak up. *
