I think here it Mr Swamy is trying to say that dalits can reach to the level of Brahmins even during this era and giving that example by talking about Ravana and Mandodari. Praveen Togadia claimed that all are Hindus and now Mr Swamy said that Ravana was Dalit.

But the main thing which Mr Swamy is saying is to change the education system

Thousands of yers ago we had more land that went under the sea with the rise of the sea level, probably the distance of lands between India and Sri Lanka were far less than today with a shallow sea bed that could be bridged by a stone bridge. Hinduism has "itihasa" and "puranas" as part of their tradition and both Mahabharata and Ramayana comes under itihasa.
