Amidst swirling speculation that India's M-MRCA jet deal with Rafale is shuddering through final lap turbulence, and suggestions (including by Defence Minister Manohar Parrikar himself) that the India could buy more Su-30 MKI jets if the Rafale deal didn't work out, Indian Air Force chief Arup Raha today publicly declared that the Rafale and Su-30 were different aircraft and that one couldn't replace the other.

"There's M-MRCA and there's Sukhoi-30. The requirements are slightly different. And they have their own capabilities. They compliment each other but do not replace each other," Raha said at his press conference at the Aero India show in Bengaluru.

Making clear the IAF's own thoughts on open suggestions that 'other options' existed in the event of a deal collapse, Raha said, "No, we don’t have a Plan-B as of now. We are only working on Plan-A."

The IAF chief also stated, in what could be perceived as a sense of resignation over the turbulence negotiations have seen over the last 18 months, "Rafale has been selected as L1. It is a replacement. It is important that we have the MMRCA, I would not say Rafale. But we need to have it in the quickest possible time because the draw-down is true. Everyone is aware of the draw-down of combat squadrons of the IAF. Every air force faces this in its cycle of operations. It is not new or specific to IAF."

We need planes, not necessarily French Rafale, says IAF Chief

Expressing concern over the dwindling strength of fighter squadrons, Chief of Indian Air Force Air Chief Marshal Arup Raha today said India urgently needed medium multi-role combat aircraft (MMRCA), but it need not necessarily be the French-made Rafale.The IAF chief said gaps would be created by the phasing out of obsolete fighter jets, so the new lot of planes is needed.

Addressing a press conference on the sidelines of the ongoing Aero India here, the Air Chief said the requirement was for a MMRCA-type fighter.The IAF was to replace obsolescent aircraft such as the MiG-21, MiG-27 and their upgraded versions to maintain operational viability.He said the IAF had selected French Rafale as it was the lowest bidder and the discussions are in final stage under the contract negotiation committee.

Last October, the Air Chief had warned that the fleet was on its ‘last legs’.Air Chief Marshal Raha said the talks with French Dassault Aviation was going on, but if it did not work out, the IAF might have to look for other options.He ruled out any “plan B” as of now, if the deal was not worked out.

I too am a rafale fan, but not a fan of the pricing, and yes dropping squadrons is not a new thing, IAF has faced this for last two decades.... Buy two to three squadrons of Mig29K (line is still active) as a stop gap to mitigate 3 squadrons of Mig 29 obsolescence, and Fast track PMF FGFA and LCA Mk2.

Buy two to three squadrons of Mig29K (line is still active) as a stop gap to mitigate 3 squadrons of Mig 29 obsolescence, and Fast track PMF FGFA and LCA Mk2.
Considering that the MoD hasn't returned any money from the capital outlays last year, I'm now thinking that maybe they have simply run out of monies.

L1 price was not 10 billion. The original outlay for the deal way back in 2007 was; - 42000 crore ($10.4 billion {Rupee-dollar was 40 back then}). L1 is the price that they bid after they were shortlisted with EF. This amount has not been disclosed in the public domain. Hence all the speculation in media based upon the price of various other deals like Aussie Super-Hornet which was like $135 mn per plane.
