Even at the rate of 20 million they can buy 65 which is much more than they are thinking 12-16.

Yes but the keeping of 65 Jets as compared to 12-16, would be more costly. More arms to buy, more fuel, more setup, more Pilots, more training, overall more costs.

So they have to think how many can they keep.

F-16 and SU-30 are top contenders for the price and technology offered. Delivery time and political alignment is another issue. But personally I put F-16 on the Top, I said them same about Indonesia all sukhoi fans said no it turned out Indonesia ordered F-16s.

- F-16 (faster delivery time, maintenance friendly, cost effective)

- SU-30 (price is not the problem $40M-45M, problem in no timely delivery and maintenance, -ve point serbian government pro west but they do still maintain good relations with russia)

- JF-17/FC-1 (plus point russian engine, commonality with Mig-29's engine, maintenance friendly, low cost & cost effective, problem in no timely delivery of the product, many goodies are on offer with Thunder export variant, -ve point current serbian government's pro western stance)

Brand new F-16 Block 52 costs around 65-70 Million. SU-30 is around 60 Million and F-18 E/F should also be at least in the vicinity of F-16 (should be more expensive logically). Dont quote the early or mid 2000s figures. Just a hint MMRCA cost almost doubled over a decade...should give you a fair hint that one should not expect the same price as was available in say 2005

AU Serbia is currently living with three MiG-29 and about a dozen old MiG-21 aircraft from the Soviet Union era. Most of the ancient Serbian air force because of unkempt damaged after it got from the UN arms embargo-related involvement in the Balkan wars in the era of the 1990s. Some fleet of MiG-29 Serbian also destroyed in NATO bombing campaign in 1999.

According to the magazine Zivak Odbrana defense, fighter procurement plans will enter the final stage, this month. Serbia must decide whether to choose a product developed by NATO or remain faithful to its main ally, Russia and China.

Where do you get these numbers from? SU-30 would cost at least $50 million. That depends on the specs and features the end-user would want.

4 Billion? Weren't those being manufactured in India? And I am sure the unit cost of an SU-30MKI with spares, armaments etc. would be close to $100 Million each.
