Maybe it's not just Qatar. QatarGas II (QG2) is a joint venture between QP & ExxonMobil. It is from there we are getting this LNG. The recent meeting between ExxonMobil LNG chair and our FM makes more sense now.

Well any contract can be discussed openly in Pakistani constitution as we are a Republic

Qater's reservation may be in case we were given special discount rate which they do not want to make public as they offer higher rate to other countries

Some discretion can be made in that retrospect companies do like to keep certain data private

Every customer who buys gas / oil can negotiate their own special price
