Considering Qatar is an extremely rich country and it has good relations with all the European countries , Including extremely close relationship with the U.S in defense and Media , YES, why not? there are 400,000 arabs in the world.

qatar has no engineering base right now.......money can help u buy,,,but not build!!

USA has a pact yes,but USA does not have civil defence and massive underground cities like Yamantau .So if Russia decides to save Iran or Syria then yes it will attack and crush Qatar at all. As for USA ,if they escalate matters it will be WW3 at instant and they do not have civil defence assets like Russia for population survival.
