Putin and Modi have agreed on licensed production of a Russian attack helicopter in India. Is that not in the title? What Russia has offered is production in India but apparently "both" have agreed to purchase helicopters already.

There is no agreement as of now, that is OP's assertion.

I am pleased that Russia has offered to fully manufacture in India one of its most advanced helicopters. It includes the possibility of exports from India. It can be used for both military and civilian use. We will follow up on this quickly.

KA 52 Balck shark is a king. It is more potent as a basic platform than appache.

It is not going to be an attack helicopter, since the press release says it can be used for both military and civilian purpose.

Putin's visit could also witness an agreement on joint production of KA-226 helicopters in India that can be utilised for both military and civilian purposes. The helicopter has performed well at high-altitude and would come handy for India's mountainous terrain, sources claimed. Indian Air Force and Army have been using Russian manufactured helicopters for disaster relief and rescue missions besides combat operations.

which is meant to replace the vintage Chetak and Cheetah Helis, some 300 of which remain in service with IAF, Army and Navy
